【摘要】：據(jù)有關(guān)研究表明,房地產(chǎn)及其相關(guān)行業(yè)造成的溫室效應(yīng)占全部的七成左右。其中建筑的施工、使用以及建筑生產(chǎn)過(guò)程是溫室氣體的主要來(lái)源。我國(guó)的建筑業(yè)是以高投入、高消耗、高排放、低效率和難以循環(huán)為特點(diǎn)的粗放式發(fā)展。一方面建筑在建造過(guò)程中的生產(chǎn)制造、加工和運(yùn)輸?shù)拳h(huán)節(jié)帶來(lái)了巨大的能源消耗;另一方面在建筑使用過(guò)程中的采暖、照明、生產(chǎn)和生活能源設(shè)備的使用亦給環(huán)境帶來(lái)了巨大的污染與碳排放。與國(guó)外的綠色建筑發(fā)展相比,我國(guó)政府在建筑方面的工作任重道遠(yuǎn)。 論文首先對(duì)綠色建筑的物品屬性以及市場(chǎng)失靈做出詳細(xì)分析,論證了綠色建筑市場(chǎng)需要政府加強(qiáng)干預(yù)的原理。接著對(duì)我國(guó)綠色建筑的現(xiàn)狀做出了詳細(xì)的研究,對(duì)目前我國(guó)已通過(guò)綠色驗(yàn)證星級(jí)建筑及其分布特點(diǎn)做出概述,并且分析其原因。然后從內(nèi)外兩方面探索影響我國(guó)綠色建筑市場(chǎng)的因素,指出目前我國(guó)綠色建筑市場(chǎng)存在的問(wèn)題。從對(duì)比發(fā)達(dá)國(guó)家政府在綠色建筑市場(chǎng)所發(fā)揮的作用來(lái)看我國(guó)政府在綠色建筑市場(chǎng)的一些行為對(duì)策,最后,從計(jì)量經(jīng)濟(jì)學(xué)角度,對(duì)政策進(jìn)行量化分析,得出政府政策的效果分析。文章結(jié)尾指出本文的不足之處。 本文在模型實(shí)證部分,獨(dú)創(chuàng)性的運(yùn)用數(shù)據(jù)來(lái)量化政策效果。首先對(duì)近年來(lái)房產(chǎn)市場(chǎng)的一些面板數(shù)據(jù)進(jìn)行回歸分析,然后選取2010年時(shí)點(diǎn)作為虛擬變量,考察政府出臺(tái)相關(guān)政策對(duì)綠色建筑市場(chǎng)的效果。由于我國(guó)政府對(duì)綠色建筑市場(chǎng)的投入比較晚,所以某些數(shù)據(jù)目前無(wú)法獲得,造成論文論證方面些許的不足。
[Abstract]:According to relevant studies, Greenhouse Effect caused by real estate and its related industries accounts for about 70% of the total. The construction, use and production process of buildings are the main sources of greenhouse gases. Extensive development characterized by high consumption, high emissions, low efficiency and difficulty in recycling. On the one hand, the production, manufacture, processing and transportation of buildings in the construction process bring huge energy consumption; On the other hand, the use of heating, lighting, production and living energy equipment in the process of building use has also brought huge pollution and carbon emissions to the environment. Our government has a long way to go in building. Firstly, the article makes a detailed analysis on the property of the green building and the market failure, and proves the principle that the green building market needs the government to step up the intervention, and then makes a detailed research on the present situation of the green building in our country. This paper summarizes the star-level buildings and their distribution characteristics through green verification in our country at present, and analyzes their reasons. Then it explores the factors that affect the green building market in China from both internal and external aspects. This paper points out the problems existing in the green building market of our country at present. From the comparison of the functions of the governments of the developed countries in the green building market, the author points out some behavioral countermeasures of our government in the green building market. Finally, from the econometric point of view, The quantitative analysis of the policy, the analysis of the effect of government policy, and the conclusion of the article points out the shortcomings of this paper. In the empirical part of the model, this paper uses the data to quantify the policy effect. Firstly, it makes regression analysis on some panel data of the real estate market in recent years, and then selects the time point of 2010 as the virtual variable. This paper investigates the effect of government policies on green building market. Because of the late investment of our government in green building market, some data can not be obtained at present, which leads to some deficiencies in the paper and argumentation.
