【摘要】:眾所周知,我國房地產(chǎn)市場經(jīng)歷了高速增長階段。在帶動(dòng)國民經(jīng)濟(jì)發(fā)展的同時(shí),,高居不下的房價(jià)已遠(yuǎn)遠(yuǎn)超出普通居民的購買能力。為此,我國政府陸續(xù)出臺(tái)了“限購限貸”、“房產(chǎn)稅改革”、“首付調(diào)控”等政策打壓投資性房地產(chǎn)需求,以保證民生。2013年3月1日,國務(wù)院辦公廳下達(dá)關(guān)于繼續(xù)做好房地產(chǎn)市場調(diào)控工作的通知,出臺(tái)了“國五條”細(xì)則。至此,2013年房地產(chǎn)調(diào)控攻堅(jiān)戰(zhàn)全面打響,十余省市相繼出臺(tái)細(xì)則。在此調(diào)控大形勢下,部分以住宅地產(chǎn)開發(fā)為主的內(nèi)資房地產(chǎn)企業(yè)開始調(diào)整戰(zhàn)略布局,進(jìn)軍工業(yè)地產(chǎn)領(lǐng)域。對(duì)以工業(yè)地產(chǎn)為主業(yè)的新華集團(tuán)進(jìn)行財(cái)務(wù)分析,并在此基礎(chǔ)上構(gòu)建財(cái)務(wù)風(fēng)險(xiǎn)預(yù)警體系,及時(shí)發(fā)現(xiàn)并化解經(jīng)營中存在的風(fēng)險(xiǎn)就顯得具有十分重大的意義。 毋庸置疑,財(cái)務(wù)分析及財(cái)務(wù)預(yù)警體系的構(gòu)建是系統(tǒng)的工程。論文以工業(yè)地產(chǎn)理論、財(cái)務(wù)分析理論以及財(cái)務(wù)風(fēng)險(xiǎn)理論為基礎(chǔ),立足于當(dāng)前形勢,從財(cái)務(wù)指標(biāo)分析和財(cái)務(wù)專項(xiàng)分析入手,具體分析新華集團(tuán)財(cái)務(wù)狀況。同時(shí),文章以財(cái)務(wù)風(fēng)險(xiǎn)預(yù)警理論為基礎(chǔ),結(jié)合實(shí)際情況,闡述了新華集團(tuán)基于財(cái)務(wù)分析的風(fēng)險(xiǎn)預(yù)警體系構(gòu)建,主要從構(gòu)建原則、信號(hào)選擇、指標(biāo)確定、分析方法、模型構(gòu)建、預(yù)警的響應(yīng)及消除幾個(gè)方面展開論述。最后,在全面分析新華集團(tuán)財(cái)務(wù)狀況和預(yù)警體系的基礎(chǔ)上,結(jié)合集團(tuán)的具體情況,文章對(duì)新華集團(tuán)的財(cái)務(wù)預(yù)警體系構(gòu)建的保障措施提出了三點(diǎn)意見:組織架構(gòu)保障機(jī)制、內(nèi)部控制保障機(jī)制和信息化保障機(jī)制。
[Abstract]:As we all know, China's real estate market has experienced a period of rapid growth. While driving the development of the national economy, the high housing prices have far exceeded the purchasing power of ordinary residents. Our government has introduced policies such as "limit purchase and limit loan", "property tax reform", "down payment regulation" and other policies to suppress the demand for investment real estate in order to ensure people's livelihood. March 1st 2013. The General Office of the State Council issued a notice on continuing to do a good job in regulating the real estate market, and issued the "National five rules". So far, in 2013, the real estate regulation and control battle was launched in an all-round way. More than ten provinces and cities have introduced rules. In this situation, some of the residential real estate development of domestic real estate enterprises began to adjust the strategic layout. Enter into the industrial real estate field. To the industrial real estate as the main industry of Xinhua Group financial analysis, and on this basis to build a financial risk warning system. It is of great significance to discover and resolve the risks in operation in time. There is no doubt that the construction of financial analysis and financial early warning system is a systematic project. This paper is based on industrial real estate theory, financial analysis theory and financial risk theory, based on the current situation. From the financial indicators analysis and special financial analysis, the financial situation of Xinhua Group is analyzed. At the same time, based on the financial risk early warning theory, combined with the actual situation. This paper expounds the construction of risk early warning system based on financial analysis in Xinhua Group, mainly from the construction principle, signal selection, index determination, analysis method and model construction. Finally, on the basis of comprehensive analysis of the financial situation and early warning system of Xinhua Group, combined with the specific situation of the Group. This paper puts forward three suggestions on the safeguard measures of the financial early-warning system of Xinhua Group: the guarantee mechanism of organizational structure, the safeguard mechanism of internal control and the guarantee mechanism of information technology.
