【摘要】:隨著我國(guó)房地產(chǎn)業(yè)的快速發(fā)展,房屋更新改造速度日漸加快,存量房的規(guī)模也進(jìn)一步擴(kuò)大,由此產(chǎn)生的房屋安全和質(zhì)量問題日益突出。房屋安全和質(zhì)量問題關(guān)系到千家萬戶的切身利益,關(guān)系到社會(huì)的穩(wěn)定與繁榮[1]。房屋安全鑒定作為房屋質(zhì)量保障體系和房地產(chǎn)行政管理的一個(gè)重要組成部分,其作用顯得尤為重要。 基于以上目的,《房屋安全鑒定管理信息系統(tǒng)》的開發(fā)成為必要。本系統(tǒng)利用信息化手段,增強(qiáng)房屋安全鑒定管理工作的科學(xué)性、規(guī)范性,提高房屋安全鑒定行政管理水平和房屋安全鑒定機(jī)構(gòu)鑒定能力,最終達(dá)到為社會(huì)、為群眾提供優(yōu)質(zhì)、科學(xué)的服務(wù)。 本系統(tǒng)建設(shè)的目的主要是為了更好的完善房屋安全管理體制。通過該系統(tǒng)的管理、監(jiān)控實(shí)現(xiàn)各種產(chǎn)權(quán)房屋改變用途及拆改結(jié)構(gòu)(增加荷載)行政審核業(yè)務(wù)管理、危險(xiǎn)房屋管理、房屋鑒定業(yè)務(wù)管理、房屋安全事故管理及檔案管理的信息現(xiàn)代化。各房產(chǎn)行政管理單位(操作層)還可通過房屋安全管理信息系統(tǒng),按權(quán)限實(shí)現(xiàn)對(duì)上述檔案系統(tǒng)異地查詢、統(tǒng)計(jì)與分析及相關(guān)業(yè)務(wù)的數(shù)據(jù)上報(bào)。 本系統(tǒng)使用了目前比較流行的Adobe Flex3與J2EE技術(shù)相結(jié)合的富客戶端(即RIA技術(shù))進(jìn)行開發(fā),強(qiáng)化對(duì)住宅用房、工業(yè)用房和公共房屋建筑及其附屬設(shè)施的安全定期進(jìn)行強(qiáng)制性“體檢”及安全管理;促進(jìn)房地產(chǎn)行政主管部門定期組織房屋安全鑒定機(jī)構(gòu)等相關(guān)部門,對(duì)這些房屋的安全狀況進(jìn)行普查和安全鑒定、防患于未然,,有著十分重要的意義。
[Abstract]:With the rapid development of the real estate industry in our country, the speed of the house renewal and transformation is speeding up day by day, and the scale of the stock house is also further expanded. The problems of building safety and quality are becoming more and more prominent. The problems of building safety and quality are related to the vital interests of thousands of families and the stability and prosperity of the society. [1. As an important part of building quality assurance system and real estate administration, building safety appraisal plays an important role. Based on the above purpose, it is necessary to develop the "Building Safety Appraisal Management Information system". This system makes use of information technology to enhance the scientific and normative management of building safety appraisal. To improve the administrative management level of house safety appraisal and the appraisal ability of building safety appraisal organization, it can finally provide high quality and scientific service for the society and the masses. The purpose of this system construction is to improve the housing safety management system. Through the management of the system. Monitor and realize all kinds of property right house change use and demolition structure (increase load) administrative audit business management, dangerous house management, building appraisal business management. Housing safety accident management and file management information modernization. Each real estate administration unit (operation layer) can also through the building safety management information system, according to the authority to achieve the above file system query. Statistics and analysis and related business data reported. This system uses the popular Adobe Flex3 and J2EE technology to combine the rich client (that is, RIA technology) to carry on the development, strengthens to the residence housing. The safety of industrial and public housing buildings and their ancillary facilities is regularly subject to mandatory "medical examinations" and safety management; It is of great significance to promote the departments in charge of real estate administration to organize housing safety appraisal institutions and other relevant departments to carry out a general survey and safety appraisal on the safety status of these houses.
