濟(jì)南市民辦高職院校校企合作長效機(jī)制研究

【摘要】:近幾年以來,隨著我國推進(jìn)轉(zhuǎn)變經(jīng)濟(jì)增長方式步伐的加快,民辦高職院校發(fā)展迅速,不斷滿足了人民群眾對教育的多樣化需求,人才培養(yǎng)渠道得到了進(jìn)一步拓寬,并對深化高等職業(yè)教育辦學(xué)體制改革起到了促進(jìn)作用。同時(shí)也應(yīng)該看到,民辦高職院校因受到觀念、資金、制度等方面的限制,培養(yǎng)出來的技術(shù)人才與企業(yè)對高技能人才的需求還有一定差距。為了改變這一現(xiàn)狀,部分民辦高職院校積極轉(zhuǎn)變思想觀念,采取“走出去”戰(zhàn)略,主動(dòng)實(shí)現(xiàn)與企業(yè)的校企合作、工學(xué)結(jié)合,根據(jù)企業(yè)需求調(diào)整專業(yè)方向和課程設(shè)置,建設(shè)德才兼?zhèn)涞摹半p師型”教師隊(duì)伍,有力地促進(jìn)了自身發(fā)展,提高了院校學(xué)生的工作適應(yīng)力和綜合競爭力,學(xué)生畢業(yè)后較好地適應(yīng)了企業(yè)需要和社會(huì)需求,這種校企合作方式也越來越受到社會(huì)各界的歡迎和認(rèn)可。 國外主要發(fā)達(dá)國家的校企合作經(jīng)過多年的探索和發(fā)展,合作模式成熟,學(xué)校和企業(yè)互相利用資源、優(yōu)勢互補(bǔ)、互惠互利,培養(yǎng)的人才較好地滿足了本國經(jīng)濟(jì)發(fā)展,值得我們借鑒。校企合作涉及政府、行業(yè)、學(xué)校、企業(yè)等各個(gè)方面,而校企合作的成功既與當(dāng)?shù)亟?jīng)濟(jì)社會(huì)發(fā)展、企業(yè)市場化以及高職院校的發(fā)展?fàn)顩r相關(guān),又與是否建有適合的合作模式和長效機(jī)制有密切關(guān)系。 我國的高職院校校企合作起步晚、發(fā)展快,特別是民辦高職院校從建校開始就與企業(yè)有著天然地不可割舍的聯(lián)系,校企合作從無到有,到現(xiàn)在取得了較好的發(fā)展,有了一定成績。濟(jì)南市辦學(xué)比較優(yōu)異的民辦高職院校有八所,,也都不同程度和采取不同形式開展了校企合作,但是,當(dāng)前高職院校與企業(yè)合作面臨的問題和困難頗多,如政府對校企合作在政策和資金方面支持力度不夠;學(xué)校對校企合作的管理還不夠系統(tǒng)完善;企業(yè)對校企合作不積極、不熱情;學(xué)生在校企合作過程中管理缺失,遇到特殊情況無法有效保障合法權(quán)利;行業(yè)協(xié)會(huì)在校企合作過程中指導(dǎo)不力等。那么應(yīng)該采取怎樣的校企合作模式和機(jī)制才能更好地推動(dòng)高職院校自身的發(fā)展,又能夠使培養(yǎng)出的高技能人才更好地滿足企業(yè)需求,為經(jīng)濟(jì)社會(huì)的發(fā)展貢獻(xiàn)自己的力量呢?這就是本文研究的目的所在。 本文從研究國外主要發(fā)達(dá)國家的成熟校企合作模式和機(jī)制入手,深入分析總結(jié)了美國“合作教育”、澳大利亞“TAFE”、德國“雙元制”三種校企合作模式和機(jī)制的先進(jìn)做法以及給予我們的經(jīng)驗(yàn)啟示;采取文獻(xiàn)查閱、領(lǐng)導(dǎo)訪談、實(shí)地調(diào)研等方式對我國高職院校特別是濟(jì)南市八所民辦高職院校校企合作主要模式和現(xiàn)狀進(jìn)行了認(rèn)真梳理,對濟(jì)南市民辦高職院校校企合作存在的問題進(jìn)行了深刻剖析,在此基礎(chǔ)上結(jié)合濟(jì)南市民辦高職院校特點(diǎn)探討、構(gòu)建了政府大力支持、行業(yè)全程指導(dǎo)、學(xué)校深度參與、企業(yè)密切配合的工學(xué)結(jié)合校企合作模式;創(chuàng)造性地運(yùn)用戰(zhàn)略管理理論中的SWOT分析法對濟(jì)南市民辦高職院校校企合作存在的內(nèi)部優(yōu)勢與劣勢、面臨的外部機(jī)會(huì)與威脅進(jìn)行了定性分析,通過大量詳實(shí)的現(xiàn)實(shí)資料,客觀反映高職院校校企合作處于的發(fā)展層次,為科學(xué)構(gòu)建校企合作的SWOT矩陣框架奠定堅(jiān)實(shí)基礎(chǔ),從而確定了民辦高職院校校企合作的發(fā)展策略;最后,為確保民辦高職院校校企合作健康發(fā)展,從建立校企合作的外部保障機(jī)制、內(nèi)在動(dòng)力機(jī)制、文化對接機(jī)制三個(gè)方面研究構(gòu)建了民辦高職院校校企合作長效機(jī)制。 本文按照濟(jì)南市民辦高職院校特點(diǎn)構(gòu)建校企合作模式和長效機(jī)制,一方面為校企合作模式和機(jī)制的研究提供了有益的探索和嘗試,另一方面也為充分利用各方面資源與環(huán)境,培養(yǎng)適合社會(huì)需要的技術(shù)人才打下了堅(jiān)實(shí)基礎(chǔ)。

After the graduation of the students, the students better adapt to the needs of the enterprises and the social demands, and the cooperation mode of the school-and-enterprise is more and more popular and accepted by the community. The cooperation of the school and enterprise of the major developed countries has been explored and developed for many years, and the mode of cooperation is mature. The schools and the enterprises have the advantages of mutual benefit, mutual benefit, and the cultivation of the talents better meet the economic development of the country, which is worthy of our reference. This is the purpose of this study. In this paper, starting with the study of the mode and mechanism of the mature school-enterprise cooperation of the major developed countries, the paper summarizes the advanced practices and the enlightenment of the American "cooperative education", the Australian "TAFE", the German "two-element system" and the three types of school-and-enterprise cooperation models and mechanisms, and the literature. In this paper, the main models and present situation of the school-enterprise cooperation of the non-governmental higher vocational colleges in Jinan, especially the eight non-governmental higher vocational colleges in Jinan, have been studied carefully, and the problems of the cooperation between the university and the enterprise of the private higher vocational colleges in Jinan have been deeply studied. Based on the analysis of the characteristics of the private higher vocational colleges in Jinan, this paper constructs the cooperation of the government, the whole process of the industry, the deep participation of the school, the close cooperation between the enterprises and the school-and-enterprise. The paper uses the SWOT analysis method in the theory of strategic management to make a qualitative analysis of the internal advantages and disadvantages of the cooperation of the school-and-enterprise of the private higher vocational colleges in Jinan, and makes a qualitative analysis of the external opportunities and threats. The paper objectively reflects the development level of the cooperation between the school and enterprise of the higher vocational colleges, and lays a solid foundation for the construction of the SWOT matrix framework of the cooperation of the school and enterprise, so as to determine the development strategy of the cooperation between the school and the enterprise of the private higher vocational colleges; and finally, to ensure the health of the school and enterprise of the non-governmental higher vocational colleges. On the basis of the three aspects of the establishment of an external safeguard mechanism, an internal power mechanism and a cultural interface mechanism, the long-term cooperation between the school and the enterprise of the private higher vocational college has been established. The paper, according to the characteristics of the private higher vocational colleges in Jinan, constructs the cooperative model and the long-term mechanism of the school-enterprise, and provides a useful exploration and attempt to the research of the cooperative model and mechanism of the school-enterprise on the one hand, and on the other hand, to make full use of the resources of various aspects It has laid a solid foundation for the development of the environment and the cultivation of the technical talents suitable for the social needs
