【摘要】：中等職業(yè)教育是我國國民教育的重要組成部分,更是我國經(jīng)濟社會發(fā)展的重要基礎(chǔ)。黨和國家一直高度重視中等職業(yè)教育的發(fā)展。近些年來,國家相繼出臺一系列政策、措施,促進中等職業(yè)教育發(fā)展。特別是2005年以來,國家在政策和資金等方面對中等職業(yè)教育有所傾斜,對中職學生實行資助政策,加快中等職業(yè)教育的發(fā)展。廣西作為我國西南大省,一直以來高度重視中等職業(yè)教育資助工作,已初步建立了針對廣西區(qū)情的中等職業(yè)學生資助體系,并取得顯著成績。然而,在資助工作開展的同時也存在一些問題有待探討。 本研究立足于廣西,以全區(qū)中等職業(yè)學校為研究對象,通過對這些學校進行問卷調(diào)查及相關(guān)人員訪談,從生均資助經(jīng)費情況、資助政策實施情況和學校對當前中職資助政策評價幾個方面了解中等職業(yè)學校資助工作的總體狀況,發(fā)現(xiàn)廣西中等職業(yè)教育資助經(jīng)費分配不均衡、資助方式存在缺陷、經(jīng)費投入來源單一及資助申請程序繁瑣等問題。為了解決上述問題,本論文建議：首先,應加大投入力度,逐步推進區(qū)內(nèi)各類中等職業(yè)學校資助經(jīng)費均衡化；其次,推動制度建設(shè),健全中職資助相關(guān)的法律法規(guī)；再次,進一步完善資助體系,遵循公平和激勵并重原則；最后,拓展經(jīng)費的籌措渠道,形成政府、社會團體、個人等多方參與的資助機制。
[Abstract]:Secondary vocational education is not only an important part of national education in our country, but also an important foundation of economic and social development in our country. The party and the state have always attached great importance to the development of secondary vocational education. In recent years, the state has issued a series of policies and measures to promote the development of secondary vocational education. Especially since 2005, the state has tilted to secondary vocational education in terms of policies and funds, and has implemented a subsidy policy for secondary vocational students to speed up the development of secondary vocational education. Guangxi, as a big province in southwest China, has always attached great importance to the subsidy of secondary vocational education, and has initially established a financial aid system for secondary vocational students according to the regional situation in Guangxi, and has made remarkable achievements. However, while funding work is carried out, there are also some problems to be discussed. This study is based on Guangxi, taking the secondary vocational schools in the whole region as the research object, through the questionnaire survey and the interview with the related personnel to these schools, from the student all subsidizes the fund situation. The implementation of the subsidy policy and the evaluation of the current secondary vocational subsidy policy by schools understand the overall situation of the subsidy work in secondary vocational schools, and find that the allocation of subsidy funds for secondary vocational education in Guangxi is uneven and there are defects in the way of subsidy. The single source of investment and the tedious application procedure. In order to solve the above problems, this paper suggests that: first of all, we should increase investment to gradually promote the balance of funding funds for all kinds of secondary vocational schools in the region; secondly, promote the construction of the system and improve the laws and regulations related to secondary vocational assistance; Thirdly, we should further improve the subsidy system and follow the principle of fairness and incentive. Finally, we should expand the financing channels and form a multi-party participation mechanism of the government, social organizations, individuals and so on.
