職業(yè)教育第三方質量評價的相關法律政策梳理及完善策略

【摘要】:根據(jù)我國職業(yè)教育第三方評價的相關法律和政策出臺情況,職業(yè)教育質量評價主要面臨著第三方評價主體法律地位缺失,權責利不明確,行業(yè)準入資質和標準未能確立,監(jiān)督管理機制不完善,以評促改作用未能凸顯,相關的激勵機制和培育政策不足等問題。要解決上述問題,必須健全相關法律法規(guī),明確第三方權責利,為第三方評價提供法律保障;要制定和完善行業(yè)規(guī)范,建立和完善對第三方組織的信譽評估機制;加強職業(yè)教育法及相關政策檢查力度,切實有效利用評價效能;制定第三方機構發(fā)展培育的激勵政策,培育起良性的評估市場。
[Abstract]:According to the relevant laws and policies of third-party evaluation of vocational education in our country, the quality evaluation of vocational education is mainly faced with the lack of legal status of the subject of third-party evaluation, the unclear rights and responsibilities, and the failure to establish the qualification and standard of industry access. The supervision and management mechanism is not perfect, the function of promoting reform by evaluation has not been highlighted, and the related incentive mechanism and cultivation policy are insufficient. In order to solve the above problems, it is necessary to perfect the relevant laws and regulations, clarify the rights and interests of the third party, and provide legal protection for the third party evaluation, formulate and perfect the industry norms, and establish and perfect the reputation evaluation mechanism of the third party organization. Strengthen the inspection of vocational education law and related policies, make effective use of evaluation effectiveness, formulate incentive policies for the development and cultivation of third-party institutions, and cultivate a benign evaluation market.
