【摘要】：百年大計教育先行，西部開發(fā)，教育是基礎。其承擔著西部發(fā)展的重要使命。其中職業(yè)教育與經(jīng)濟建設、勞動就業(yè)聯(lián)系最緊密、最直接，與人民群眾的生產(chǎn)生活息息相關。普遍提高西部人民的知識水平，提高他們的工作業(yè)務水平，必須因地制宜大力發(fā)展西部地區(qū)特色職業(yè)教育。 本文以西部職業(yè)教育政策為主要研究對象，分析相關職業(yè)政策現(xiàn)實存在的困難，在分析國外欠發(fā)達地區(qū)職業(yè)教育政策經(jīng)驗的基礎上，提出適合我國西部發(fā)展的職業(yè)教育政策建議，在完善政策的同時，實現(xiàn)以職業(yè)教育促進西部地區(qū)可持續(xù)發(fā)展的目標。 本文的主要內(nèi)容包含三個部分。首先，通過引用《中國教育統(tǒng)計年鑒2010》、《中國統(tǒng)計年鑒2010》等數(shù)據(jù)，采用比較分析法，詳細評述了東西部職業(yè)教育發(fā)展的差異性，，問題感強烈；其次，分析了具有代表性的美國西部職業(yè)教育政策與意大利南部地區(qū)職業(yè)教育政策的內(nèi)容，通過深入的闡述比較，得出西部職業(yè)教育政策制定時應注意教育與培訓相結(jié)合、發(fā)展西部特色職業(yè)教育、增加社會參與性、終身教育理念應用于職業(yè)教育之中四項關鍵點；再次，提出完善兩套體系解決政策執(zhí)行問題、推進免費中等職業(yè)教育政策的發(fā)展、實施西部教師社會保障政策，加強師資隊伍建設、完善高等職業(yè)教育政策四項建議，從政策內(nèi)部制定到政策外部執(zhí)行兩方面，推進西部職業(yè)教育的發(fā)展。
[Abstract]:Education is the basis for the development of the western region. It is undertaking the important mission of western development. Among them, vocational education and economic construction, labor and employment are most closely related, the most direct, closely related to the production and life of the people. In order to raise the knowledge level of the western people and improve their working professional level, it is necessary to vigorously develop the characteristic vocational education in the western region according to the local conditions. This paper takes the western vocational education policy as the main research object, analyzes the difficulties existing in the reality of the relevant vocational policy, and on the basis of analyzing the experience of the vocational education policy in the underdeveloped areas of foreign countries, This paper puts forward some suggestions on the policy of vocational education suitable for the development of western China. While perfecting the policy, it can realize the goal of promoting the sustainable development of the western region by vocational education. The main content of this paper consists of three parts. First of all, by citing the data of China Education Statistics Yearbook 2010 and China Statistical Yearbook 2010, this paper makes a detailed comment on the differences of the development of vocational education in the east and the west, with a strong sense of problem. Secondly, it analyzes the contents of the representative western vocational education policy in the United States and the vocational education policy in the southern part of Italy, and draws the conclusion that attention should be paid to the combination of education and training in the formulation of vocational education policy in the western part of the country. Developing vocational education with western characteristics, increasing social participation, and applying the concept of lifelong education to vocational education are four key points; Thirdly, four suggestions are put forward to solve the problem of policy implementation, to promote the development of free secondary vocational education policy, to implement the western teachers' social security policy, to strengthen the construction of teachers' ranks, and to perfect the policy of higher vocational education. From the internal policy formulation to the external implementation of the policy, to promote the development of vocational education in the west.
