區(qū)域中等職業(yè)教育評(píng)價(jià)指標(biāo)體系構(gòu)建研究

【摘要】:隨著我國(guó)政治經(jīng)濟(jì)體制改革的逐步推進(jìn)以及區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略的深入實(shí)施,我國(guó)的教育管理體制也在逐步實(shí)行地方為主。由于職業(yè)教育與經(jīng)濟(jì)社會(huì)的聯(lián)系最為密切,區(qū)域經(jīng)濟(jì)的崛起必將引起職業(yè)教育的區(qū)域化發(fā)展。進(jìn)入21世紀(jì)以來(lái),國(guó)家更高度重視職業(yè)教育工作,把加快發(fā)展職業(yè)教育特別是中等職業(yè)教育作為推動(dòng)經(jīng)濟(jì)發(fā)展,促進(jìn)社會(huì)公平,優(yōu)化教育結(jié)構(gòu)的重大舉措。本研究通過(guò)收集、歸納、分析和整理影響區(qū)域中等職業(yè)教育發(fā)展的主要因素,來(lái)了解中等職業(yè)教育系統(tǒng)與區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的協(xié)調(diào)適應(yīng)程度,從而嘗試構(gòu)建出適用于區(qū)域中等職業(yè)教育的綜合評(píng)價(jià)指標(biāo)體系。本指標(biāo)體系主要有兩方面的用途:一方面通過(guò)縱向比較,用于區(qū)域的自評(píng)自測(cè);另一方面,通過(guò)橫向比較,尋找發(fā)展差距,進(jìn)而對(duì)區(qū)域中等職業(yè)教育發(fā)展水平做出判斷,來(lái)進(jìn)一步推動(dòng)區(qū)域職業(yè)教育的改革與發(fā)展。 依據(jù)研究目標(biāo),本研究設(shè)計(jì)的指標(biāo)體系分為“教育環(huán)境”、“教育資源”、“教育結(jié)構(gòu)”和“教育成果”四個(gè)領(lǐng)域,稱之為一級(jí)指標(biāo)。以此為基礎(chǔ),四個(gè)領(lǐng)域被分解成二級(jí)指標(biāo),繼而將二級(jí)指標(biāo)再進(jìn)一步細(xì)分為三級(jí)具體指標(biāo)。對(duì)所有三級(jí)指標(biāo)的內(nèi)涵進(jìn)行解釋,并初步提出各指標(biāo)的評(píng)價(jià)標(biāo)準(zhǔn)。由于研究者能力和時(shí)間有限,構(gòu)建的評(píng)價(jià)指標(biāo)體系還是初步的,盡管征求了一些專家的意見(jiàn),但沒(méi)有進(jìn)行實(shí)際測(cè)評(píng),具有一定的局限性,但對(duì)于指導(dǎo)各地開(kāi)展中等職業(yè)教育區(qū)域性發(fā)展水平評(píng)估,實(shí)施對(duì)中等職業(yè)教育督導(dǎo),確定區(qū)域性職業(yè)教育發(fā)展規(guī)劃,,評(píng)價(jià)地區(qū)職業(yè)教育現(xiàn)代化發(fā)展進(jìn)程,以及為區(qū)域職業(yè)教育發(fā)展決策提供參考具有重要的現(xiàn)實(shí)意義。
[Abstract]:With the gradual promotion of political and economic system reform and the implementation of the regional economic development strategy, the educational management system of our country is gradually implementing the local administration system. Since vocational education is most closely related to economic society, the rise of regional economy will inevitably lead to the regionalization of vocational education. Since the beginning of the 21st century, the state has attached great importance to the work of vocational education, and has taken accelerating the development of vocational education, especially secondary vocational education, as an important measure to promote economic development, promote social equity and optimize the educational structure. Through collecting, summing up, analyzing and sorting out the main factors that affect the development of regional secondary vocational education, this study aims to understand the degree of coordination and adaptation between the secondary vocational education system and the regional economic and social development. In order to construct a comprehensive evaluation index system suitable for regional secondary vocational education. This index system has two main uses: on the one hand, through longitudinal comparison, it can be used for the self-assessment and self-test of the region; On the other hand, through horizontal comparison, we can find out the development gap, and then judge the development level of regional secondary vocational education to further promote the reform and development of regional vocational education. According to the research goal, the index system is divided into four fields: "educational environment", "educational resource", "educational structure" and "educational achievement", which are called primary index. On this basis, the four fields are decomposed into secondary indicators, and then the secondary indicators are further subdivided into three specific indicators. The connotation of all three-level indicators is explained, and the evaluation criteria of each index are put forward preliminarily. Because of the limited ability and time of the researchers, the evaluation index system is still preliminary. Although some experts have been consulted, but they have not carried out the actual evaluation, it has some limitations. However, in order to guide the regional evaluation of the development level of secondary vocational education, to supervise the secondary vocational education, to determine the regional vocational education development plan, and to evaluate the development process of the regional vocational education modernization, And to provide reference for regional vocational education development decision has important practical significance.
