湖北省J縣中職學校治理結構研究

【摘要】:近些年來,黨和國家越來越重視職業(yè)教育的發(fā)展。中等職業(yè)教育作為我國職業(yè)技術教育體系中十分重要的一部分,對于培養(yǎng)合格技術性人才,推動經(jīng)濟發(fā)展,促進就業(yè)大有裨益。但是在中職教育的發(fā)展規(guī)模不斷擴大的同時,也受到了各種因素的影響和制約!秶鴦赵宏P于加快發(fā)展現(xiàn)代職業(yè)教育的決定》著眼于如何提高人才素質(zhì)和辦學水平,提出了“職業(yè)院校要依法制定體現(xiàn)現(xiàn)代學校教育特色的章程和制度,完善治理結構,提升治理能力!边@為中職學校提升治理能力,完善治理結構提供了新的發(fā)展方向。隨著利益相關者理論的發(fā)展,政府作為唯一主體督導辦學已經(jīng)不符合時代發(fā)展的需要;各利益相關方參與學校管理形成多元主體共同參與的學校管理模式日漸成為一種趨勢。目前對于中職學校治理結構的研究還處于起步階段。新形勢下,如何完善學校內(nèi)外部治理結構,提升人才質(zhì)量,是中等職業(yè)學校面臨的新問題。因此,對中職學校治理結構的研究就顯得十分有必要。本文在采取文獻分析法對治理和利益相關者理論有了初步了解之后,又采取訪談調(diào)查法,以湖北省J縣中職學校為調(diào)研對象,了解了J縣中職學校內(nèi)外部組織環(huán)境的現(xiàn)狀,并分析其所存在的問題及其深層次的原因。通過訪談調(diào)查了解到:在學校外部治理結構方面,一是政府監(jiān)管和指導不力,沒有很好地履行服務功能。對中職學校發(fā)展的不重視以及縣域內(nèi)產(chǎn)業(yè)支撐不足限制了 J縣中職學校的發(fā)展;二是學校與家長的溝通還不夠深入,家長很少參與學校管理;三是社區(qū)參與學校管理不足,缺乏與中職學校之間的聯(lián)動機制;四是校企合作有限,無法助力縣域內(nèi)經(jīng)濟增長。在學校內(nèi)部治理結構方面,一是監(jiān)督保障乏力。黨支部作為監(jiān)督機構,制衡校長的權利得不到實現(xiàn)。教代會虛有其表,沒有真正發(fā)揮監(jiān)督保障作用;二是決策參與不足。作為決策機構的校務委員會成員少且性質(zhì)單一,其他學校利益相關者沒有參與進來;三是學生作用低估。學校雖然設有學代會,但是沒有發(fā)揮很大的作用。學生作為學校生活的主體,在學校生活中依然簡單化地被定義為“被管理者”。在此基礎上,本文提出了完善湖北省J縣中職學校治理結構的幾點對策:(1) 一是理順政校關系,實現(xiàn)管辦評分離;二是夯實校企關系,實現(xiàn)產(chǎn)學一體化;三是重構家校關系,建設家校共同體;四是建構校區(qū)關系,打造校區(qū)合作體。(2)關于完善學校內(nèi)部治理結構的建議,一是理清黨政關系,完善校長負責制;二是和諧干群關系,發(fā)揮教代會作用;三是密切師生關系,發(fā)揮學代會功能。
[Abstract]:In recent years, the Party and the country pay more and more attention to the development of vocational education. As an important part of our vocational and technical education system, secondary vocational education is of great benefit to train qualified technical talents, promote economic development and promote employment. However, while the development scale of secondary vocational education is constantly expanding, it is also influenced and restricted by various factors. The decision of the State Council on speeding up the development of modern vocational education focuses on how to improve the quality of talents and the level of running a school. The article puts forward that vocational colleges and universities should formulate the constitution and system that embody the characteristics of modern school education, perfect the governance structure, and enhance the ability of governance according to law. This for secondary vocational schools to improve governance capacity, improve governance structure to provide a new direction of development. With the development of stakeholder theory, the government as the only subject to supervise the school has not been in line with the needs of the development of the times; the participation of all stakeholders in school management and the formation of multi-subjects to participate in the school management model has become a trend day by day. At present, the research on the governance structure of secondary vocational schools is still in its infancy. Under the new situation, how to perfect the internal and external governance structure and improve the quality of talents is a new problem that secondary vocational schools face. Therefore, it is necessary to study the governance structure of secondary vocational schools. After a preliminary understanding of governance and stakeholder theory by literature analysis, this paper adopts the method of interview and investigation, taking J County Secondary Vocational School in Hubei Province as the research object, to understand the present situation of the internal and external organizational environment of the secondary vocational school in J County. And analyzes its existence question and its deep level reason. Through the interview investigation, we can find out that in the aspect of school external governance structure, first, the government supervision and guidance is weak, and the service function is not performed well. The lack of attention to the development of secondary vocational schools and the lack of industrial support in the county limits the development of secondary vocational schools in County J; second, the communication between schools and parents is not deep enough, parents rarely participate in school management; Third, lack of community participation in school management, lack of linkage mechanism with secondary vocational schools; fourth, limited cooperation between schools and enterprises, unable to help the county economic growth. In the school internal governance structure, the first is the lack of supervision and security. The Party branch as a supervisory body, checks and balances the principal's right not to be realized. The Congress does not play the role of supervision and guarantee, and the second is insufficient participation in decision-making. As a decision-making body, the school council has a few members and a single nature, other school stakeholders do not participate; third, the role of students is underestimated. Although the school has a school representative, but did not play a significant role. As the main body of school life, students are still simply defined as "managed" in school life. On this basis, this paper puts forward several countermeasures to perfect the governance structure of secondary vocational schools in J County of Hubei Province: (1) straightening out the relationship between government and school, realizing the separation of management and grading, strengthening the relationship between schools and enterprises, and realizing the integration of production and learning; The third is to reconstruct the relationship between home and school, to construct the community of schools and schools, and the fourth is to construct the relationship between the campus and the campus, and to build the cooperative body of the campus. (2) suggestions on perfecting the internal governance structure of the school, one is to clarify the relationship between the party and the government, and to perfect the principal responsibility system; The second is harmonious relationship between cadres and the masses, and the third is the close relationship between teachers and students.
