安徽民辦高職院校管理機(jī)制研究

【摘要】:民辦高職院校的蓬勃發(fā)展對(duì)于當(dāng)今社會(huì)有著重要的意義。民辦高職院校在我國(guó)經(jīng)過(guò)十幾年的發(fā)展,在一系列管理改革中也取得了一些發(fā)展和成效,但由于我國(guó)民辦高職院校發(fā)展的歷程較短而缺少經(jīng)驗(yàn),導(dǎo)致民辦高職院校在管理方面存在不少問(wèn)題,如辦學(xué)主體混雜,部分民辦高職院校,未能充分考慮辦學(xué)條件,盲目開(kāi)辦高職課程,而大部分的私立中專也在試圖設(shè)立高職教育;招生規(guī)模無(wú)計(jì)劃的擴(kuò)大,但入學(xué)率偏低,生源質(zhì)量越來(lái)越差,導(dǎo)致畢業(yè)生就業(yè)困難;辦學(xué)質(zhì)量參差不齊,導(dǎo)致高職教育特色不足;育人模式定位不準(zhǔn),將學(xué)生培養(yǎng)成低標(biāo)準(zhǔn)技能型人才,或?qū)W(xué)生培養(yǎng)成學(xué)術(shù)型人才;盲目追求高層次的課程設(shè)置,簡(jiǎn)單套用或模仿普通高校專業(yè)設(shè)置標(biāo)準(zhǔn),專業(yè)設(shè)置與市場(chǎng)需求的吻合度不高;部分高職院校錯(cuò)誤堅(jiān)持因師資條件、學(xué)校設(shè)備情況設(shè)置專業(yè),未能根據(jù)社會(huì)調(diào)整專業(yè):甚至還存在部分高職院校專業(yè)設(shè)置類似于中等職業(yè)學(xué)校,達(dá)不到高職教育的基本要求。另外,在民辦高職院校師資管理上,諸如職稱評(píng)定與聘用、年終考核制度、和教職工常規(guī)管理上普遍缺乏民辦高職院校教育管理的特色。為了民辦高職院校自身管理改革的需要以及滿足我國(guó)對(duì)高質(zhì)量實(shí)用型人才的迫切需求,亟需從民辦高職院校管理機(jī)制入手,探索正確的、符合民辦高職院校發(fā)展的管理機(jī)制。 本文首先闡述了論文的研究背景、選題意義與目的、研究綜述、內(nèi)容框架、研究方法和研究思路。從投入機(jī)制、內(nèi)部運(yùn)行機(jī)制、監(jiān)督保障機(jī)制、人才培養(yǎng)機(jī)制、補(bǔ)償機(jī)制等幾個(gè)方面對(duì)民辦高職院校管理機(jī)制進(jìn)行理論概述。接著以安徽省民辦高職院,F(xiàn)狀和成就為基礎(chǔ),討論安徽省民辦高職院校管理機(jī)制存在問(wèn)題與原因,最后對(duì)完善安徽省民辦高職院校管理機(jī)制提出建議。
[Abstract]:The vigorous development of private higher vocational colleges is of great significance to the society today. After more than ten years' development in our country, private higher vocational colleges have also made some progress and achievements in a series of management reforms. However, due to the short history of the development of private vocational colleges in China, they lack experience. As a result, there are many problems in the management of private vocational colleges, such as the mixed main body of running a school, some private higher vocational colleges fail to give full consideration to the conditions of running a higher vocational school and blindly offer higher vocational courses, and most private technical secondary schools are also trying to set up higher vocational education; The enlargement of enrollment scale is not planned, but the enrollment rate is on the low side, and the quality of students is getting worse and worse, which leads to the difficulty of obtaining employment for graduates, the uneven quality of running schools, and the shortage of the characteristics of higher vocational education. The orientation of the education mode is not correct, the students are trained into low-standard skilled talents, or the students are trained into academic talents; Blind pursuit of high level curriculum, simple application or imitation of the standard of professional setting in colleges and universities, the degree of conformity between professional setting and market demand is not high; Some higher vocational colleges mistakenly insist on setting up specialty because of teachers' condition, and fail to adjust the specialty according to the society. Even there are some higher vocational colleges with specialties similar to secondary vocational schools, which can not meet the basic requirements of higher vocational education. In addition, in the management of teachers in private higher vocational colleges, such as the evaluation and employment of professional titles, the year-end assessment system, and the general management of teaching staff, there is a general lack of the characteristics of educational management in private vocational colleges. In order to meet the needs of the management reform of private higher vocational colleges and meet the urgent needs of high quality and practical talents in our country, it is urgent to explore the correct management mechanism in line with the development of private higher vocational colleges from the management mechanism of private vocational colleges. This paper first describes the research background, significance and purpose, research review, content framework, research methods and research ideas. This paper summarizes the management mechanism of private higher vocational colleges from the aspects of input mechanism, internal operation mechanism, supervision and security mechanism, talent training mechanism, compensation mechanism and so on. Then based on the current situation and achievements of the private vocational colleges in Anhui Province, the problems and reasons of the management mechanism of the private vocational colleges in Anhui Province are discussed. Finally, suggestions are put forward to improve the management mechanism of the private vocational colleges in Anhui Province.
