【摘要】：現(xiàn)代學(xué)徒制的發(fā)展需要利益相關(guān)者的支持和協(xié)作,然而由于各方主體的利益訴求不同,并且缺乏相應(yīng)的協(xié)調(diào)機(jī)制,導(dǎo)致現(xiàn)代學(xué)徒制的運(yùn)行效果大打折扣。具體來看,除了職業(yè)院校以外,政府、企業(yè)、行業(yè)等核心利益相關(guān)者的主體虛化現(xiàn)象較為突出,集中表現(xiàn)在政府主體錯(cuò)位,陷入宏觀頂層制度設(shè)計(jì)不足與微觀行政干預(yù)過多的雙重困局;企業(yè)主體缺位,缺乏穩(wěn)固的利益協(xié)調(diào)機(jī)制導(dǎo)致參與動(dòng)力不足;行業(yè)主體失位,法定功能薄弱導(dǎo)致其行為效力不足。對(duì)此,應(yīng)著力強(qiáng)化各利益主體的職責(zé)權(quán)限,理順各主體的關(guān)系。具體而言,政府應(yīng)做好立法建制和頂層設(shè)計(jì),加強(qiáng)職能轉(zhuǎn)向;職業(yè)院校應(yīng)充分發(fā)揮教育職能,謀求發(fā)展突破;企業(yè)應(yīng)全程參與,發(fā)揮辦學(xué)主體作用;行業(yè)應(yīng)搭建校企合作平臺(tái),發(fā)揮協(xié)調(diào)指導(dǎo)功能。
[Abstract]:The development of modern apprenticeship system needs the support and cooperation of stakeholders. However, due to the different interests of all parties and the lack of corresponding coordination mechanism, the operation effect of modern apprenticeship system is greatly reduced. Specifically, in addition to vocational colleges and universities, the government, enterprises, industries and other core stakeholders of the main body of the phenomenon is more prominent, concentrated in the government subject dislocation, It falls into the dual dilemma of inadequate design of macro-top-level system and excessive micro-administrative intervention; the absence of the main body of the enterprise and the lack of a solid mechanism of interest coordination lead to insufficient participation power; the loss of the main body of the industry and the weakness of the legal function lead to the lack of the effectiveness of its behavior. In view of this, we should strengthen the responsibility and authority of each interest subject and straighten out the relationship between them. Specifically, the government should do a good job in the legislative system and top-level design, strengthen the function shift; vocational colleges and universities should give full play to the educational function, seek for a breakthrough in development; enterprises should participate in the whole process, play the role of the main role of the school, the industry should build a school-enterprise cooperation platform, Give play to the function of coordination and guidance.
