【摘要】：調(diào)研發(fā)現(xiàn)職業(yè)教育經(jīng)費(fèi)保障機(jī)制存在的問(wèn)題已引起各方關(guān)注:職業(yè)院校一線教師認(rèn)為經(jīng)費(fèi)不足是職業(yè)教育辦學(xué)標(biāo)準(zhǔn)不達(dá)標(biāo)的重要原因,基礎(chǔ)能力建設(shè)和內(nèi)涵提升所需經(jīng)費(fèi)有待提高;業(yè)內(nèi)專家認(rèn)為公共財(cái)政投入不足、未建立生均經(jīng)費(fèi)撥款標(biāo)準(zhǔn)、行業(yè)企業(yè)投入不足是當(dāng)前最突出的問(wèn)題;學(xué)校方面則認(rèn)為主要問(wèn)題在于基建經(jīng)費(fèi)緊張、(生均)財(cái)政撥款不足、債務(wù)壓力較大、發(fā)展性經(jīng)費(fèi)短缺、學(xué)費(fèi)收費(fèi)偏低等。目前各地正在積極應(yīng)對(duì),其做法有助于引發(fā)形成對(duì)策思考。
[Abstract]:The investigation found that the problems existing in the fund guarantee mechanism of vocational education have aroused the attention of all parties: the teachers of vocational colleges and universities think that the lack of funds is the important reason why the standards of running vocational education do not meet the standards. The basic capacity construction and the connotation enhancement need to be improved, the experts in the industry think that the most outstanding problems are the insufficient public finance investment, the failure to establish the standard of the allocation of the students' average funds, and the insufficient investment of the industry and enterprises. On the other hand, the schools think that the main problems are the shortage of capital construction funds, the insufficient financial allocation (for students), the high debt pressure, the shortage of developmental funds, the low tuition fees and so on. At present each place is responding actively, its practice helps to initiate formation countermeasure thinking.
