【摘要】：現(xiàn)代學(xué)徒制是技術(shù)技能型人才培養(yǎng)的重要制度載體和促進就業(yè)、實現(xiàn)社會公平的重要支撐。國外的現(xiàn)代學(xué)徒制除自身作為一種制度而存在之外,其外部還存在著與之匹配的若干制度。我國現(xiàn)代學(xué)徒制發(fā)展中對現(xiàn)代學(xué)徒制的制度性認識并不統(tǒng)一,在現(xiàn)代學(xué)徒制度發(fā)展路徑的選擇上更傾向于外在制度的建構(gòu),而對內(nèi)在規(guī)則與外在制度間的互動以及外在制度規(guī)則之間的層次結(jié)構(gòu)關(guān)注不足。因此,我國現(xiàn)代學(xué)徒制的制度化既要強調(diào)內(nèi)在規(guī)則的制度化,也應(yīng)強調(diào)學(xué)徒制外在法規(guī)、條例等制度規(guī)則之間體系的架構(gòu)。
[Abstract]:The modern apprenticeship system is an important system carrier for the cultivation of technical talents and an important support to promote employment and realize social equity. In addition to its existence as a system, the foreign modern apprenticeship system also has some corresponding systems. In the development of modern apprenticeship system in China, the institutional understanding of modern apprenticeship system is not uniform, and the choice of development path of modern apprenticeship system is more inclined to the construction of external system. However, insufficient attention is paid to the interaction between internal rules and external institutions and the hierarchical structure of external institutional rules. Therefore, the institutionalization of modern apprenticeship system in our country should not only emphasize the institutionalization of internal rules, but also emphasize the structure of the system between the rules and regulations of the apprenticeship system.
