職業(yè)院校人力資源管理中存在的問(wèn)題與對(duì)策研究

【摘要】:近年來(lái),我國(guó)高等職業(yè)教育發(fā)展加速,伴隨著國(guó)家大力推行教育體制創(chuàng)新與改革,高職教育也邁入了一個(gè)嶄新的多元發(fā)展階段。高等職業(yè)教育在我國(guó)高等教育面臨多重挑戰(zhàn)的情況下表現(xiàn)出勃勃生機(jī),新軍突起成為一股新生力量,為社會(huì)各行各業(yè)提供了各類專門的應(yīng)用型、技能型人才,為國(guó)家建設(shè)做出了重大貢獻(xiàn)。但高職教育的崛起也伴隨著起步晚、經(jīng)驗(yàn)不足、人力資源管理水平低下等問(wèn)題。 本文首先對(duì)人力資源管理概念及國(guó)內(nèi)外對(duì)高職教育研究與管理現(xiàn)狀的回顧和總結(jié)的基礎(chǔ)上,,深入全面的梳理出我國(guó)高等職業(yè)教育學(xué)校在人力資源管理中所出現(xiàn)的問(wèn)題,體現(xiàn)為師資隊(duì)伍學(xué)歷較低,數(shù)量供不應(yīng)求;管理人員職業(yè)化程度較低,人力資源管理觀念落后;管理模式與院校發(fā)展不適配;人員結(jié)構(gòu)不合理等,并探討了這些問(wèn)題所產(chǎn)生的原因。通過(guò)系統(tǒng)分析我國(guó)高等職業(yè)技術(shù)學(xué)院的內(nèi)外部環(huán)境、人力資源管理中的問(wèn)題,分析其問(wèn)題發(fā)生的原因,并以湖南鐵道職業(yè)技術(shù)學(xué)院為例,為改進(jìn)我國(guó)高職院校的人力資源管理提供建議和對(duì)策,幫助各高職院校轉(zhuǎn)變?nèi)肆Y源管理觀念,建立新型內(nèi)部管理模式、優(yōu)化人力資源結(jié)構(gòu)、完善高校管理機(jī)制和制度等。本文旨在通過(guò)高職院校的人力資源管理分析,轉(zhuǎn)變傳統(tǒng)的人事管理舊模式、舊觀念,從而發(fā)現(xiàn)更科學(xué)高效的人力資源管理模式來(lái)推動(dòng)我國(guó)高等職業(yè)教育的發(fā)展。 本研究成果對(duì)我國(guó)職業(yè)院校提高其辦學(xué)質(zhì)量和社會(huì)地位,培養(yǎng)出更多適應(yīng)社會(huì)需求的高質(zhì)量人才,實(shí)現(xiàn)學(xué)院可持續(xù)發(fā)展具有重要的指導(dǎo)與參考作用。但同時(shí)也應(yīng)該看到任何有效管理方法和模式都不是一勞永逸的,而是要根據(jù)學(xué)院發(fā)展的實(shí)際情況及我國(guó)職業(yè)院校總體狀況的變化做出適當(dāng)調(diào)整。
[Abstract]:In recent years, the development of higher vocational education in China has accelerated, and with the country vigorously promoting the innovation and reform of the educational system, higher vocational education has entered a new stage of pluralistic development. Higher vocational education is full of vitality under the situation that our country's higher education is facing many challenges. The new army has become a new force, providing all kinds of specialized applied and skilled talents for various industries of the society. It has made a great contribution to national construction. However, the rise of higher vocational education is accompanied by problems such as late start, lack of experience and low level of human resource management. On the basis of reviewing and summarizing the concept of human resource management and the current research and management of higher vocational education at home and abroad, this paper makes a thorough and comprehensive analysis of the problems in human resource management in higher vocational education schools in China. This is reflected in the low educational background of the teaching staff, the shortage of the number of teachers, the low degree of professionalization of the management staff, the backward concept of human resource management, the unsuitable management mode and the development of the colleges and universities, the unreasonable personnel structure, etc. The causes of these problems are also discussed. Through the systematic analysis of the internal and external environment of higher vocational and technical colleges in China, the problems in human resource management, the causes of the problems, and taking Hunan Railway Vocational and Technical College as an example, In order to improve the human resource management of higher vocational colleges in our country, it provides suggestions and countermeasures to help the higher vocational colleges to change the concept of human resources management, to establish a new internal management model, to optimize the human resources structure, and to perfect the management mechanism and system of colleges and universities. Through the analysis of human resource management in higher vocational colleges, this paper aims to change the old mode and concept of traditional personnel management, so as to find a more scientific and efficient mode of human resource management to promote the development of higher vocational education in our country. The research results have important guidance and reference function for our vocational colleges to improve their running quality and social status, cultivate more high-quality talents to meet the needs of the society and realize the sustainable development of the colleges. But at the same time, we should also see that any effective management methods and models are not once and for all, but should be adjusted according to the actual situation of the development of the college and the change of the overall situation of the vocational colleges in our country.
