【摘要】：職業(yè)教育質(zhì)量是職業(yè)教育的生命線。21世紀(jì)以來(lái),世界各國(guó)都在積極制定相關(guān)政策方案,加強(qiáng)對(duì)職業(yè)教育質(zhì)量的管理,以更好地改進(jìn)與提升本國(guó)職業(yè)教育質(zhì)量,實(shí)現(xiàn)職業(yè)教育的可持續(xù)發(fā)展。2008年4月9日歐盟委員會(huì)于向歐盟議會(huì)和歐盟委理事會(huì)提交了建立歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架的意見(jiàn)。2009年5月11日,歐盟議會(huì)和歐盟理事會(huì)批準(zhǔn)并正式采用了該意見(jiàn)。此后,該框架在歐盟范圍內(nèi)推廣實(shí)施。本文以歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架為研究對(duì)象,試圖對(duì)歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架產(chǎn)生的背景、研制過(guò)程、主要內(nèi)容、特點(diǎn)與作用等進(jìn)行全面、深入和系統(tǒng)的研究,以期能對(duì)我國(guó)職業(yè)教育質(zhì)量保障方面提供有益啟示。 本文由五部分內(nèi)容構(gòu)成： 第一部分為引言部分,說(shuō)明了本研究的緣起,介紹了目前國(guó)內(nèi)外對(duì)歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架的研究情況,并對(duì)核心概念進(jìn)行了界定。 第二部分為背景分析,從時(shí)代背景、理論基礎(chǔ)兩個(gè)維度分析了歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架產(chǎn)生的背景。 第三部分為框架的內(nèi)容分析,從質(zhì)量保障和改進(jìn)過(guò)程、監(jiān)控過(guò)程、質(zhì)量指標(biāo)三部分對(duì)歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架的主要內(nèi)容作了系統(tǒng)闡述。 第四部分為特點(diǎn)與作用分析,基于上文對(duì)歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架的全面理解,從多個(gè)角度分析了其特點(diǎn)與主要作用。 第五部分為啟示部分,通過(guò)對(duì)歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架的全面分析、總結(jié),結(jié)合當(dāng)前我國(guó)職業(yè)教育質(zhì)量保障的現(xiàn)狀,闡釋了歐盟職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架對(duì)我國(guó)職業(yè)教育質(zhì)量保障的有益啟示。
[Abstract]:The quality of vocational education is the lifeline of vocational education since the 21st century, countries all over the world are actively formulating policies and programs to strengthen the quality of vocational education management, in order to better improve and improve the quality of vocational education in their own countries. Achieving sustainable development of vocational education. On 9 April 2008, the European Commission submitted its views to the European Parliament and the Council of the European Commission on the establishment of the EU reference Framework for quality Assurance of Vocational Education and training. On 11 May 2009, The opinion was approved and formally adopted by the European Parliament and the Council of the European Union. Since then, the framework has been promoted and implemented within the EU. In this paper, the reference frame of quality assurance of vocational education and training in EU is taken as the research object, and the background, development process, main contents, characteristics and functions of the reference frame of quality assurance of vocational education and training in EU are discussed. Further and systematic research is expected to provide beneficial enlightenment to the quality assurance of vocational education in China. This paper is composed of five parts: the first part is the introduction part, which explains the origin of this study, and introduces the current domestic and foreign research on the reference framework of quality assurance of vocational education and training in the European Union. And the core concept is defined. The second part is the background analysis, from the era background, the theory foundation two dimensions has analyzed the European Union vocational education and the training quality assurance reference frame to produce the background. The third part is the content analysis of the framework, from the quality assurance and improvement process, the monitoring process, the quality index three parts to the EU vocational education and training quality assurance reference frame main content has made the system elaboration. The fourth part is the analysis of characteristics and functions. Based on the comprehensive understanding of the European Union's reference framework of quality assurance of vocational education and training, this paper analyzes its characteristics and main functions from several angles. The fifth part is the enlightenment part, through the comprehensive analysis to the European Union vocational education and training quality assurance reference frame, summarizes, unifies our country vocational education quality guarantee present situation, This paper expounds the reference frame of quality assurance of vocational education and training in EU and its beneficial enlightenment to the quality assurance of vocational education in China.
