【摘要】：大力發(fā)展職業(yè)教育是提高全民族素質(zhì)的重要途徑，把職業(yè)學(xué)校做大做強(qiáng)的思路由來(lái)已久。伴隨東北老工業(yè)基地的調(diào)整改造，企業(yè)結(jié)構(gòu)調(diào)整、產(chǎn)品更新、技術(shù)升級(jí)等建設(shè)現(xiàn)代化企業(yè)的步伐，國(guó)家從2002年11月8日召開(kāi)中國(guó)共產(chǎn)黨第十六次全國(guó)代表大會(huì)開(kāi)始，到目前為止已召開(kāi)16次專題會(huì)議，研究東北地區(qū)老工業(yè)基地振興的戰(zhàn)略問(wèn)題。2002年，國(guó)務(wù)院召開(kāi)職業(yè)教育工作會(huì)議，做出了大力發(fā)展職業(yè)教育決定。2010年國(guó)家召開(kāi)了全國(guó)教育工作會(huì)議，胡錦濤主席、溫家寶總理在會(huì)議上做出重要講話，指出推動(dòng)教育全面協(xié)調(diào)發(fā)展，要把職業(yè)教育納入經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃，完善支持職業(yè)教育發(fā)展政策，動(dòng)員全社會(huì)力量興辦職業(yè)教育。國(guó)家制定實(shí)施了《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要（2010-2020年）》，教育部制定實(shí)施了《中等職業(yè)教育改革創(chuàng)新行動(dòng)計(jì)劃（2010-2020）》，都在積極推進(jìn)職業(yè)教育的發(fā)展。為進(jìn)一步提高辦學(xué)水平，服務(wù)地方經(jīng)濟(jì)發(fā)展，根據(jù)教職成【2010】9號(hào)文件精神，沈陽(yáng)市裝備制造工程學(xué)校特申報(bào)國(guó)家中等職業(yè)教育改革發(fā)展示范學(xué)校。 本文以沈陽(yáng)市裝備制造工程學(xué)校國(guó)家改革發(fā)展示范校建設(shè)項(xiàng)目為研究對(duì)象，以項(xiàng)目管理理論和質(zhì)量控制理論為理論基礎(chǔ)，以教育行業(yè)國(guó)家改革發(fā)展示范校建設(shè)項(xiàng)目成功建設(shè)經(jīng)驗(yàn)為借鑒，對(duì)沈陽(yáng)市裝備制造工程學(xué)校國(guó)家改革發(fā)展示范校建設(shè)項(xiàng)目質(zhì)量控制問(wèn)題進(jìn)行研究，提出項(xiàng)目質(zhì)量控制的體系以及質(zhì)量管理控制的保障措施。 本文主要分為四章： 第一章，首先簡(jiǎn)述研究的背景、目的與意義；其次回顧項(xiàng)目質(zhì)量管理和項(xiàng)目質(zhì)量控制理論以及風(fēng)險(xiǎn)管理理論，為下文對(duì)沈陽(yáng)市裝備制造工程學(xué)校國(guó)家中等職業(yè)教育改革發(fā)展示范學(xué)校建設(shè)項(xiàng)目的質(zhì)量控制研究提供理論支撐；最后簡(jiǎn)述研究的主要內(nèi)容。 第二章，主要介紹了沈陽(yáng)市裝備制造工程學(xué)校的情況和國(guó)家中等職業(yè)教育改革發(fā)展示范學(xué)校建設(shè)項(xiàng)目的概況，，分析了沈陽(yáng)市裝備制造工程學(xué)校國(guó)家中等職業(yè)教育改革發(fā)展示范學(xué)校建設(shè)項(xiàng)目的可行性和對(duì)示范校建設(shè)項(xiàng)目進(jìn)行質(zhì)量控制的必要性。 第三章，結(jié)合沈陽(yáng)市裝備制造工程學(xué)校進(jìn)行示范校建設(shè)項(xiàng)目的特點(diǎn)和具體要求，制定了沈陽(yáng)市裝備制造工程學(xué)校示范校建設(shè)項(xiàng)目質(zhì)量控制的方案，在方案中明確了質(zhì)量控制的目標(biāo)與質(zhì)量控制的組織結(jié)構(gòu)，并對(duì)項(xiàng)目質(zhì)量控制的風(fēng)險(xiǎn)管理問(wèn)題進(jìn)行了深入的分析和防范。 第四章，為進(jìn)一步保證沈陽(yáng)市裝備制造工程學(xué)校國(guó)家職業(yè)教育改革發(fā)展示范校建設(shè)項(xiàng)目質(zhì)量控制管理目標(biāo)的順利實(shí)現(xiàn)，本文又從沈陽(yáng)市裝備制造工程學(xué)校示范校建設(shè)項(xiàng)目質(zhì)量控制的政策與機(jī)制保障、制度與管理保障、人力資源與資金保障三個(gè)方面，對(duì)項(xiàng)目質(zhì)量控制的保障措施進(jìn)行了研究。 最后，對(duì)本文所得的研究結(jié)論進(jìn)行了簡(jiǎn)要概述。 總之，通過(guò)對(duì)該校示范校建設(shè)項(xiàng)目質(zhì)量控制問(wèn)題的研究，為沈陽(yáng)市裝備制造工程學(xué)校國(guó)家職業(yè)教育改革發(fā)展示范校建設(shè)項(xiàng)目質(zhì)量目標(biāo)的實(shí)現(xiàn)、為貫徹黨的十六大和十六屆六中全會(huì)精神、全面實(shí)現(xiàn)振興東北老工業(yè)基地的戰(zhàn)略目標(biāo)、落實(shí)省市政府提出的“十一五”期間的工作目標(biāo)、構(gòu)建培養(yǎng)高素質(zhì)的技能型人才環(huán)境，也為其他同類學(xué)校建設(shè)具有重要的指導(dǎo)和借鑒意義。
[Abstract]:The development of vocational education is an important way to improve the quality of the whole nation. It has a long history to make the vocational school bigger and stronger. With the adjustment and transformation of the old northeast industrial base, the adjustment of the enterprise structure, the renewal of the products, the upgrading of technology and so on, the state has held the Sixteenth National Communist Party of China from November 8, 2002. At the beginning of the Congress, 16 special conferences have been held so far to study the strategic issue of the revitalization of the old industrial bases in the Northeast.2002, the State Council convened a working conference on vocational education, and the country held a national education meeting on the decision to develop vocational education for.2010. President Hu Jintao and Premier Wen Jiabao did it at the meeting. In order to promote the comprehensive and coordinated development of education, we should bring vocational education into the planning of economic and social development, improve the policy of supporting vocational education and mobilize all social forces to set up vocational education. The state has formulated and implemented the plan of the national medium and long term education reform and development plan (2010-2020 years), and the Ministry of education has formulated and implemented the secondary vocational education. The action plan (2010-2020) of the innovation and innovation of industry education (2010-2020) is actively promoting the development of vocational education. In order to further improve the level of school education and serve the development of local economy, according to the spirit of Document No. 9 (2010), the equipment manufacturing engineering school of Shenyang has specially declared the state secondary vocational education reform and development demonstration school.
Based on the project management theory and the quality control theory as the theoretical basis, this paper takes the project management theory and the quality control theory as the theoretical basis, taking the successful construction experience of the national reform and development of the education industry as the reference, and the demonstration of the national reform and development demonstration of the equipment manufacturing engineering school in Shenyang, and the demonstration of the national reform and development of the equipment manufacturing engineering school in Shenyang. Finally, the conclusions of this paper are briefly summarized.
In a word, through the study of the quality control of the construction project of the school demonstration school, the realization of the quality goal of the construction project of the national vocational education reform and development demonstration school of Shenyang equipment manufacturing engineering school is realized. In order to carry out the spirit of the party's sixteen and the sixth Plenary Session of the 16th CPC Central Committee, the strategic goal of revitalizing the northeast old industrial base is fully realized and the province is implemented.
