重慶市職業(yè)教育對經濟增長的帶動效應研究

【摘要】:我國正處在工業(yè)化中期,基礎性技術人才需求主要需要職業(yè)教育來供給。同時,我國目前缺乏高附加值的產業(yè),這也與我國的職業(yè)教育相對滯后、缺少具備高技能的基礎性技術人才有很大關系。因此,職業(yè)教育對我國產業(yè)發(fā)展和經濟增長至關重要。 重慶市具有大城市、大農村、大庫區(qū)、大山區(qū)的特殊市情,城鄉(xiāng)二元結構矛盾突出,貧富、城鄉(xiāng)、區(qū)域等三個差距明顯。西永保稅區(qū)和兩江新區(qū)的設立及重慶出口加工業(yè)的發(fā)展急需更多的具備專業(yè)技術的基礎人才。為此,重慶的農村勞動力可以通過職業(yè)教育轉化為專業(yè)基礎人才,為重慶電子、機械等行業(yè)提供優(yōu)質急需的人才資源,解決農村剩余勞動力就業(yè),推進城鄉(xiāng)經濟協(xié)調發(fā)展。 在緒論中本文先是對前期準備工作進行了基礎性的介紹,其次在國內沒有相關針對重慶市級區(qū)域的專項研究的前提下,本文在選題上進行了突破。通過研究重慶職業(yè)教育對重慶職業(yè)教育發(fā)展的貢獻,從而為提出促進重慶職業(yè)教育發(fā)展的對策提供邏輯支持。第二章首先對本文研究的對象,重慶市職業(yè)教育進行了界定,接著介紹了論文所用的理論,如人力資本理論、內生經濟增長理論等理論,為重慶市職業(yè)教育對經濟增長的帶動效應研究提供理論依據(jù)。第三章主要是背景介紹,第一部分介紹了我國職業(yè)教育的發(fā)展現(xiàn)狀、法律法規(guī)的建設以及當前存在的問題;第二部分介紹了重慶市職業(yè)教育的現(xiàn)狀,論文需要以此為基礎論證重慶職業(yè)教育對經濟增長的貢獻,接著詳細介紹了當前重慶市職業(yè)教育存在的局限;第三部分從兩者關系的角度開始解釋職業(yè)教育與經濟發(fā)展的關系,得出經濟發(fā)展決定職業(yè)教育發(fā)展、職業(yè)教育對經濟發(fā)展具有反作用的互動關系,從理論上明確了兩者存在的密切聯(lián)系。第四章主要分析重慶職業(yè)教育對經濟發(fā)展的貢獻,并對上一章的理論提出實踐支持,通過對最近12年的GDP和職業(yè)教育投資的數(shù)據(jù)為基礎,進行了職業(yè)教育投資增長率對GDP增長率的線性回歸分析、職業(yè)教育投資增長與GDP增長因果關系檢驗。最終得出,上述研究結果表明,職業(yè)教育投資與重慶市GDP增長存在較強互動關系,職業(yè)教育經費總投入增加能夠大幅度帶動國內生產總值的增長,反過來GDP的增長又會帶動職業(yè)教育投資投入的增長,,職業(yè)教育投資對GDP增長的貢獻率約為98%,因此加強職業(yè)教育就很有必要。面對重慶市職業(yè)教育發(fā)展的問題,本文在第五章借鑒國外職業(yè)教育發(fā)展的經驗,如德國的雙元制職業(yè)教育模式、日本的職業(yè)教育體系、以及新西蘭的經驗,總結出國外職業(yè)教育對我國職業(yè)教育的啟示。 最后,第六章提出了本文的研究結論:職業(yè)教育投資與重慶GDP增長存在較強互動關系,職業(yè)教育投資對GDP增長的貢獻率約為98%,重慶市必須大力加強職業(yè)教育建設。接著針對重慶市現(xiàn)存職業(yè)教育體系、職業(yè)教育發(fā)展面臨的問題,結合國外發(fā)展職業(yè)教育的有益經驗,提出了促進重慶職業(yè)教育發(fā)展的政策建議:通過推進職業(yè)教育管理體制改革、改革職業(yè)教育辦學體制、加大職業(yè)教育資金投入、與高校聯(lián)合,改善教育資源要素配置、人才培養(yǎng)適合市場需求、學校內部教師隊伍建設、營造職業(yè)教育觀念等多種舉措進行職業(yè)教育改革。
[Abstract]:Our country is in the middle of industrialization, and the demand of basic technical talents is mainly supplied by vocational education. At the same time, our country is short of high value-added industry, which is also relative to the lag of Vocational Education in our country. There is a great relationship between the lack of highly skilled basic technical personnel. Crucial.
Chongqing has a special city situation in large cities, large rural, big reservoir area and large mountain area. The two yuan structural contradiction between urban and rural areas is prominent, the gap between the rich and the poor, the urban and rural areas and the region is obvious. The establishment of the West Yong free trade zone and the Liangjiang New Area and the development of the Chongqing export processing industry urgently need more basic talents with special technical skills. Therefore, the rural labor force in Chongqing is available. Through the transformation of vocational education into professional basic talents, it provides high quality talent resources for Chongqing electronics, machinery and other industries, solves the employment of rural surplus labor, and promotes the coordinated development of urban and rural economy.
In the introduction, the first is the basic introduction to the preparatory work. Secondly, on the premise that there is no specific research on the city level of Chongqing in China, this article has made a breakthrough on the topic. Through the study of the contribution of Chongqing vocational education to the development of Vocational Education in Chongqing, to promote the development of Vocational Education in Chongqing. The second chapter is to provide logical support. The second chapter first defines the object of this paper, and then introduces the theories used in the thesis, such as the theory of human capital and the theory of endogenous economic growth, which provide the theoretical basis for the study of the economic growth in Chongqing by vocational education. The third chapter is mainly on the back of the theory. The first part introduces the present situation of the development of Vocational Education in China, the construction of laws and regulations and the existing problems. The second part introduces the present situation of Vocational Education in Chongqing. This paper is based on this paper to demonstrate the contribution of Chongqing vocational education to economic growth, and then introduces the existence of Vocational Education in Chongqing in detail. The third part begins to explain the relationship between vocational education and economic development from the angle of the relationship between the two, and draws a conclusion that the economic development determines the development of vocational education and the interaction relationship between the vocational education and the economic development. The close relationship between the two is clarified in theory. The fourth chapter mainly analyzes the economic development of Chongqing vocational education. The contribution of the exhibition, and the practical support of the theory of the previous chapter, is based on the data of GDP and vocational education investment in the last 12 years. The linear regression analysis of the growth rate of vocational education investment to the GDP growth rate, the causal relationship between the growth of vocational education investment and the GDP growth are tested. Finally, the results of the above study show that the vocational education is professional teaching. There is a strong interaction relationship between education investment and the growth of GDP in Chongqing. The increase of total investment in vocational education can greatly promote the growth of GDP. In turn, the growth of GDP will lead to the increase of investment in vocational education investment, and the contribution rate of vocational education investment to GDP growth is about 98%. Therefore, it is necessary to strengthen vocational education. In the case of the development of Vocational Education in Chongqing, the fifth chapter draws lessons from the experience of the development of foreign vocational education, such as the dual system of Vocational Education in Germany, the system of Vocational Education in Japan, and the experience of New Zealand, and summarizes the introduction of Vocational Education in foreign countries to China's vocational education.
Finally, the sixth chapter puts forward the conclusion of this paper: there is a strong interaction relationship between vocational education investment and the growth of GDP in Chongqing, the contribution rate of vocational education investment to GDP growth is about 98%, and the vocational education construction must be strengthened vigorously. Then, the existing vocational education system in Chongqing, the problems facing the development of vocational education, and the combination of the country with the current vocational education development. With the beneficial experience of developing vocational education in the outside world, the policy suggestions are put forward to promote the development of Vocational Education in Chongqing: through the reform of the management system of vocational education, the reform of the vocational education system, the increase of the investment in the vocational education, the combination of the universities and the universities, the improvement of the allocation of the elements of educational resources, the training of the talents for the market and the teachers' ranks in the school. Constructing and building the concept of vocational education and other measures to carry out vocational education reform.
