【摘要】：在社會(huì)轉(zhuǎn)型和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的大背景下,建立公共實(shí)訓(xùn)基地,對(duì)于人才戰(zhàn)略的實(shí)施有著重要的意義和積極的作用。本文立足于福州的區(qū)域?qū)嶋H,主要通過文獻(xiàn)研究法、調(diào)查研究法和比較研究法對(duì)福州市公共實(shí)訓(xùn)基地的建設(shè)和運(yùn)行進(jìn)行了研究。能力本位理論、資源整合理論和區(qū)域經(jīng)濟(jì)理論是公共實(shí)訓(xùn)基地建設(shè)和運(yùn)行的理論基礎(chǔ)。研究表明,在福州市建設(shè)公共實(shí)訓(xùn)基地,不僅是完善公共服務(wù)體系、緩解就業(yè)矛盾、構(gòu)建學(xué)習(xí)型社會(huì)的有效舉措,更是學(xué)校、企業(yè)和社會(huì)公民謀求發(fā)展的迫切訴求。但福州市的職業(yè)教育資源和培訓(xùn)資源的分布有其自身的特點(diǎn),在福州市建設(shè)公共實(shí)訓(xùn)基地應(yīng)因地制宜。因此,針對(duì)福州市的區(qū)域現(xiàn)狀,在公共實(shí)訓(xùn)基地的建設(shè)方面,提出要走綜合性和專業(yè)性相互補(bǔ)充的體系化建設(shè)道路,并提出“統(tǒng)籌規(guī)劃,合理布局；分層定位,立體發(fā)展；廣泛覆蓋,形成體系；需求導(dǎo)向,適時(shí)調(diào)整”的公共實(shí)訓(xùn)基地體系建設(shè)策略。在公共實(shí)訓(xùn)基地的運(yùn)行方面,提出要遵循政府宏觀調(diào)控、校企雙元主體、市場(chǎng)化企業(yè)化三大運(yùn)行原則,在此基礎(chǔ)上,建立健全“臂距”管理機(jī)制、長(zhǎng)效扶持機(jī)制、校企合作機(jī)制、項(xiàng)目外包機(jī)制、彈性師資機(jī)制、市場(chǎng)效益機(jī)制和多元評(píng)價(jià)機(jī)制等七大運(yùn)行機(jī)制。
[Abstract]:Under the background of social transformation and upgrading of industrial structure, the establishment of public training base plays an important and positive role in the implementation of talent strategy. Based on the regional reality of Fuzhou, this paper mainly studies the construction and operation of Fuzhou public training base through the methods of literature research, investigation and comparative research. Ability-based theory, resource integration theory and regional economic theory are the theoretical basis for the construction and operation of public training bases. The research shows that the construction of public training base in Fuzhou is not only an effective measure to perfect the public service system, alleviate the employment contradiction, and build a learning society, but also an urgent demand for the development of schools, enterprises and social citizens. However, the distribution of vocational education and training resources in Fuzhou has its own characteristics, so the construction of public training base in Fuzhou should be adapted to local conditions. Therefore, in view of the regional situation of Fuzhou, in the construction of public training base, it is proposed that we should take the road of systematic construction that is comprehensive and professional complementary to each other, and put forward "overall planning, rational layout, stratified positioning, three-dimensional development;" Extensive coverage, formation of system; demand-oriented, timely adjustment of "public training base system construction strategy." In the operation of the public training base, it is proposed to follow the three operating principles of government macro-control, the dual main body of the school and enterprise, and the marketization of enterprises. On this basis, the management mechanism of "arm distance" should be established and perfected, and the long-term support mechanism should be established. There are seven operating mechanisms, such as cooperation mechanism of school and enterprise, project outsourcing mechanism, flexible teacher mechanism, market benefit mechanism and multiple evaluation mechanism.
