高等職業(yè)院校國(guó)際合作辦學(xué)教育的研究

【摘要】:具有高等教育和職業(yè)教育雙重屬性的高職教育,從誕生之初就伴隨著國(guó)家改革開(kāi)放的新政策,經(jīng)歷了逐步走向全方位開(kāi)放的歷程。高職院校中外合作辦學(xué)初級(jí)發(fā)展階段,政府在高職院校中外合作辦學(xué)中起著主導(dǎo)引領(lǐng)的作用,民間自主探索相對(duì)較少,合作辦學(xué)主要分布在沿海開(kāi)放城市,辦學(xué)模式多為松散式。后來(lái),高職院校自發(fā)探索中外合作辦學(xué)的意識(shí)增強(qiáng),合作項(xiàng)目及合作機(jī)構(gòu)向中西部地區(qū)擴(kuò)散,部分學(xué)校在開(kāi)設(shè)熱門(mén)專業(yè)的同時(shí)開(kāi)設(shè)特色專業(yè),合作辦學(xué)形成了融合式、嫁接式、松散式并存的模式。 如今,國(guó)家提升國(guó)際競(jìng)爭(zhēng)軟實(shí)力的需求,受教育者發(fā)展國(guó)際化就業(yè)能力的需求,國(guó)家政策引領(lǐng)發(fā)展,以及行業(yè)組織積極參與其中,我國(guó)高職院校國(guó)際合作辦學(xué)取得了新的進(jìn)展。隨著我國(guó)中外合作辦學(xué)類型和規(guī)模的進(jìn)一步擴(kuò)大,高職院校中外合作辦學(xué)進(jìn)入了快速發(fā)展的時(shí)期。高職院校中外合作辦學(xué)的發(fā)展在迎來(lái)了巨大機(jī)遇的同時(shí),也面臨著巨大的挑戰(zhàn);萆缘暮献髂繕(biāo)、規(guī)范化的質(zhì)量管理、制度化的監(jiān)管系統(tǒng)是高職領(lǐng)域中外合作辦學(xué)健康發(fā)展的理想狀態(tài)與應(yīng)然狀態(tài),而逐利性的合作目標(biāo)、無(wú)序化的發(fā)展現(xiàn)實(shí)、自發(fā)性的監(jiān)管現(xiàn)實(shí)卻是其健康發(fā)展的主要制約與實(shí)然狀態(tài)。因而,實(shí)然與應(yīng)然的疏離是我國(guó)高職院校中外合作辦學(xué)發(fā)展中的主要問(wèn)題。 高職院校需站位全局,理性分析國(guó)際合作辦學(xué)的問(wèn)題與原因,創(chuàng)新發(fā)展路徑。從創(chuàng)新教育管理者的理念,創(chuàng)新教師的教育理念,創(chuàng)新學(xué)生的學(xué)習(xí)理念的角度促進(jìn)理念創(chuàng)新,實(shí)現(xiàn)優(yōu)質(zhì)發(fā)展;從堅(jiān)持國(guó)際化與本土化的結(jié)合,堅(jiān)持綜合化與專門(mén)化的結(jié)合,堅(jiān)持統(tǒng)一化與多元化的結(jié)合的角度進(jìn)行特色引領(lǐng),實(shí)現(xiàn)內(nèi)涵發(fā)展;從促進(jìn)制度政策使用的最優(yōu)化,促進(jìn)信息資源共享的最大化,促進(jìn)物質(zhì)資源配置的科學(xué)化的角度進(jìn)行優(yōu)化資源,實(shí)現(xiàn)高效發(fā)展;從堅(jiān)持科學(xué)引進(jìn),,堅(jiān)持高效管理的角度進(jìn)行改革創(chuàng)新,實(shí)現(xiàn)綠色發(fā)展;從健全退出機(jī)制,完善統(tǒng)籌管理機(jī)制,創(chuàng)新人才培養(yǎng)機(jī)制的角度完善機(jī)制,實(shí)現(xiàn)制度化發(fā)展。總之,要從多個(gè)角度,調(diào)動(dòng)各方力量積極參與到高職院校國(guó)際合作辦學(xué)的發(fā)展中來(lái)。 教育主管部門(mén)和相關(guān)高校應(yīng)高度重視,順應(yīng)國(guó)際化發(fā)展的潮流,進(jìn)一步激發(fā)中外合作辦學(xué)的活力,應(yīng)著重推動(dòng)全國(guó)高等職業(yè)教育國(guó)際合作辦學(xué)向?qū)掝I(lǐng)域、高水平、深層次、可持續(xù)方向發(fā)展,提高高等職業(yè)學(xué)校的辦學(xué)水平和育人質(zhì)量,為建設(shè)教育強(qiáng)國(guó)、實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)又好又快的發(fā)展服務(wù)。
[Abstract]:Higher vocational education, with the dual attributes of higher education and vocational education, has experienced a gradual process of all-round opening up with the new policy of national reform and opening up from the beginning of its birth. In the primary development stage of Sino-foreign cooperation in higher vocational colleges, the government plays a leading and leading role in Sino-foreign cooperative running of higher vocational colleges, and there are relatively few private independent explorations, and cooperative schools are mainly distributed in open coastal cities. The mode of running a school is mostly loose. Later, higher vocational colleges spontaneously explored the awareness of Sino-foreign cooperation in running schools, and cooperation projects and cooperative institutions spread to the central and western regions. Some schools opened specialties with characteristics while offering popular specialties. A loosely coexisting pattern. Nowadays, the demand of the country to enhance the soft power of international competition, the demand of the educatee to develop the internationalized employment ability, the national policy to lead the development, and the active participation of the trade organizations, the international cooperation of higher vocational colleges in our country has made new progress. With the further expansion of the type and scale of Sino-foreign cooperation in running schools in China, Sino-foreign cooperation in higher vocational colleges has entered a period of rapid development. The development of Sino-foreign cooperation in higher vocational colleges is facing great opportunities as well as great challenges. The favorable cooperation goal, the standardized quality management, the institutionalized supervision system are the ideal state and the ought state of the healthy development of the Sino-foreign cooperation in the higher vocational field, while the goal of the cooperation based on the profit, the disorderly development reality, Spontaneous regulatory reality is the main restriction and reality of its healthy development. Therefore, the alienation of reality and necessity is the main problem in the development of Chinese-foreign cooperation in higher vocational colleges. Higher vocational colleges need to stand overall situation, rational analysis of the problems and causes of international cooperation in running schools, innovative development path. From the angle of innovating the idea of education manager, innovating teacher's education idea, innovating student's learning idea, promoting the idea innovation, realizing the high quality development, insisting on the combination of internationalization and localization, persisting in the combination of integration and specialization, Adhere to the integration of unity and diversity to guide the characteristics, realize the development of connotation, promote the optimization of the use of institutional policies, promote the maximum sharing of information resources, To promote the scientific allocation of material resources to optimize the resources to achieve efficient development; to adhere to the scientific introduction, adhere to the perspective of efficient management to reform and innovation, to achieve green development; to improve the withdrawal mechanism, improve the overall management mechanism, The angle of innovating talent training mechanism consummates mechanism, realizes systematization development. In a word, we should mobilize all sides to actively participate in the development of international cooperation in higher vocational colleges. Educational departments and relevant colleges and universities should attach great importance to it, conform to the trend of international development, further stimulate the vitality of Sino-foreign cooperation in running schools, and should focus on promoting the international cooperation in running higher vocational education across the country to a wide range, high level and deep level. Sustainable development, improving the level of higher vocational schools and the quality of education, for the construction of education power, the realization of economic and social development is good and fast service.
