【摘要】：21世紀(jì)以來,世界上許多國家出臺相關(guān)的職業(yè)教育政策、戰(zhàn)略,加大職業(yè)教育改革和發(fā)展。面對紛繁復(fù)雜的國內(nèi)外形勢,澳大利亞近十年來不斷出臺新的政策戰(zhàn)略,以推動(dòng)職業(yè)教育的發(fā)展。因此,研究澳大利亞近10年來職業(yè)教育政策的發(fā)展,對我國職業(yè)教育的改革具有啟示意義。 本文由六部分內(nèi)容構(gòu)成： 第一部分說明了本研究的緣起,對國內(nèi)外關(guān)于澳大利亞職業(yè)教育政策發(fā)展的相關(guān)研究進(jìn)行了綜述,對核心概念進(jìn)行了界定,交代了研究思路和研究方法。 第二部分介紹了《塑造未來——澳大利亞2004-2010職業(yè)教育國家戰(zhàn)略》出臺的背景、三個(gè)遠(yuǎn)景和四個(gè)具體目標(biāo)、目標(biāo)實(shí)現(xiàn)策略,并分析了該戰(zhàn)略的特點(diǎn)。 第三部分闡釋了《職業(yè)教育新的發(fā)展方向》的內(nèi)容,詳細(xì)闡述了新的國家方針,即職業(yè)教育由國家管理和責(zé)任框架、行業(yè)企業(yè)領(lǐng)導(dǎo)和國家技能框架。 第四部分分析了《未來的基礎(chǔ)：國家培訓(xùn)體系管理、構(gòu)建和市場設(shè)計(jì)建議》中提出的建立高等教育管理機(jī)構(gòu)的建議和具體措施。 第五部分對《技能促進(jìn)繁榮——職業(yè)教育路線圖》進(jìn)行了解讀。在澳洲技能委員會的主導(dǎo)下,通過先前頒布的《未來的基礎(chǔ)：國家培訓(xùn)體系管理、構(gòu)建和市場設(shè)計(jì)建議》,最終出臺了《路線圖》。該部分詳細(xì)介紹了《路線圖》的內(nèi)容和具體實(shí)施。 第六部分闡釋了澳大利亞職業(yè)教育政策發(fā)展對我國的啟示,包括：完善職業(yè)教育管理體系、建立健全職業(yè)教育投資機(jī)制、建立質(zhì)量監(jiān)管制度、發(fā)揮行業(yè)企業(yè)在職業(yè)教育體制中的作用。
[Abstract]:Since the 21 st century, many countries in the world have issued relevant vocational education policies and strategies to strengthen the reform and development of vocational education. In the face of complicated domestic and international situation, Australia has issued new policies and strategies in recent ten years to promote the development of vocational education. Therefore, the study of the development of vocational education policy in Australia in the past 10 years has enlightening significance for the reform of vocational education in China. This paper consists of six parts: the first part explains the origin of this study, summarizes the domestic and foreign research on the development of vocational education policy in Australia, and defines the core concepts. The research ideas and methods are explained. The second part introduces the background of "shaping the Future-the National Strategy of Vocational Education in Australia 2004-2010", three prospects and four specific objectives, the realization strategy of the goal, and analyzes the characteristics of the strategy. The third part explains the content of "New Development Direction of Vocational Education", and expounds the new national policy in detail, that is, vocational education is managed and responsible by the state, the leadership of industry and enterprise and the framework of national skills. The fourth part analyzes the foundation of the future: the suggestions and concrete measures for the establishment of higher education management institutions put forward in National training system Management, Construction and Market Design. The fifth part interprets the Road Map of Vocational Education: skills for Prosperity. Under the leadership of the Australian skills Commission, the roadmap was finally released through the previously published "the basis for the Future: recommendations for the Management, Construction and Market Design of the National training system". This part introduces the content and implementation of Roadmap in detail. The sixth part explains the enlightenment to our country from the development of Australian vocational education policy, including perfecting the management system of vocational education, establishing and perfecting the investment mechanism of vocational education, and establishing the quality supervision system. Give play to the role of enterprises in the vocational education system.
