改革開(kāi)放以來(lái)我國(guó)農(nóng)村職業(yè)教育政策研究

【摘要】:改革開(kāi)放以來(lái),在我國(guó)經(jīng)濟(jì)社會(huì)取得重大成就的同時(shí),我國(guó)的教育事業(yè)更實(shí)現(xiàn)了歷史性跨越,職業(yè)教育尤其是農(nóng)村職業(yè)教育更是如此。回顧農(nóng)村職業(yè)教育這三十多年的發(fā)展歷程可以發(fā)現(xiàn),其發(fā)展?fàn)顟B(tài)與政策的演替密切相關(guān)。近些年來(lái),隨著建設(shè)社會(huì)主義和諧社會(huì)和社會(huì)主義新農(nóng)村等理念的提出,農(nóng)村職業(yè)教育更被賦予新的意義,,如何更好地彰顯農(nóng)村職業(yè)教育的價(jià)值,不僅有賴(lài)于農(nóng)村職業(yè)教育政策的正確引導(dǎo)和規(guī)范,更需要農(nóng)村職業(yè)教育政策自身的修正與創(chuàng)新。從歷史的視角,研究當(dāng)代農(nóng)村職業(yè)教育政策的發(fā)展變遷,分析其影響因素,揭示其演變的特點(diǎn),可以為今后農(nóng)村職業(yè)教育政策的制定和完善,提供有力的借鑒與深刻的啟示。 本研究運(yùn)用文獻(xiàn)研究法、歷史研究法和比較研究法,結(jié)合教育學(xué)、政策學(xué)等相關(guān)理論,分四部分對(duì)改革開(kāi)放以來(lái)我國(guó)農(nóng)村職業(yè)教育政策,進(jìn)行深入的研究。 第一部分主要闡明了本研究的選題緣由和研究?jī)r(jià)值,對(duì)核心概念進(jìn)行界定,并對(duì)相關(guān)領(lǐng)域的研究進(jìn)行了綜述。 第二部分按照時(shí)間順序,將改革開(kāi)放以來(lái)的農(nóng)村職業(yè)教育政策變遷,劃分為四個(gè)階段,并逐一進(jìn)行詳細(xì)梳理,明確每一階段農(nóng)村職業(yè)教育政策的主要任務(wù)及其實(shí)施效果。 第三部分在對(duì)農(nóng)村職業(yè)教育政策歷史梳理的基礎(chǔ)上,分析農(nóng)村職業(yè)教育政策變遷的影響因素,即農(nóng)村經(jīng)濟(jì)體制改革因素、教育政策價(jià)值理念變遷因素和職業(yè)教育發(fā)展重心轉(zhuǎn)變因素。 第四部分結(jié)合各個(gè)時(shí)期農(nóng)村職業(yè)教育政策以及不同的影響因素,總結(jié)出改革開(kāi)放以來(lái)農(nóng)村職業(yè)教育政策的特點(diǎn):兼顧社會(huì)需要與個(gè)體需求,注重規(guī)模與質(zhì)量相統(tǒng)一,追求多元化的價(jià)值取向。在特點(diǎn)分析的基礎(chǔ)上,進(jìn)一步揭示當(dāng)代農(nóng)村職業(yè)教育政策變遷的啟示:完善農(nóng)村職業(yè)教育配套政策,增強(qiáng)政策的針對(duì)性;重視農(nóng)村職業(yè)教育政策法律化,確保政策的權(quán)威性;注重農(nóng)村職業(yè)教育個(gè)體需求,彰顯政策的公平性。
[Abstract]:Since the reform and opening up, China's economic and social achievements have been significant, at the same time, the cause of education in China has achieved a historic leap, vocational education, especially rural vocational education is even more so. Reviewing the development of rural vocational education for more than 30 years, it can be found that the development of rural vocational education is closely related to the succession of policies. In recent years, with the concept of building a harmonious socialist society and a new socialist countryside, rural vocational education has been given new significance, how to better highlight the value of rural vocational education, It not only depends on the correct guidance and standardization of rural vocational education policy, but also needs the revision and innovation of rural vocational education policy itself. From the perspective of history, this paper studies the development and vicissitude of rural vocational education policy, analyzes its influencing factors and reveals the characteristics of its evolution, which can provide a powerful reference and profound enlightenment for the formulation and perfection of rural vocational education policy in the future. This research uses the literature research method, the historical research method and the comparative research method, unifies the education, the policy and so on correlation theory, divides into four parts to carry on the thorough research to our country countryside vocational education policy since the reform and opening. The first part mainly expounds the reason and research value of this research, defines the core concepts, and summarizes the research in related fields. The second part divides the rural vocational education policy changes into four stages according to the order of time and clarifies the main task and the implementation effect of each stage of rural vocational education policy. The third part, on the basis of combing the history of rural vocational education policy, analyzes the influencing factors of rural vocational education policy change, that is, the factors of rural economic system reform. Educational policy value concept change factor and vocational education development center of gravity change factor. The fourth part summarizes the characteristics of rural vocational education policy since the reform and opening to the outside world, considering the social needs and individual needs, emphasizing the unity of scale and quality. Pursue the value orientation of diversification. Based on the analysis of the characteristics, this paper further reveals the enlightenment of the change of rural vocational education policy: perfecting the supporting policy of rural vocational education, strengthening the pertinence of the policy, emphasizing the legalization of rural vocational education policy, and ensuring the authority of the policy. Pay attention to the individual demand of rural vocational education, show the fairness of policy.
