評價(jià)中心技術(shù)在張家口職技學(xué)院干部選任中的應(yīng)用研究

【摘要】:高職院校干部隊(duì)伍是教育教學(xué)和管理服務(wù)活動(dòng)中的中堅(jiān)力量,始終起著承上啟下、上傳下達(dá)的橋梁和紐帶作用。但由于高職院校在新形勢下面臨的機(jī)遇和挑戰(zhàn),使的干部選任工作表露出了一些不足,高職院校領(lǐng)導(dǎo)干部的選拔任用工作直接影響著高等職業(yè)教育事業(yè)的發(fā)展前景。如何更好的提高干部選拔任用的實(shí)效性,更加科學(xué)的進(jìn)行干部配備,在高職院校是個(gè)急需研究的課題,評價(jià)中心是一種新的人事測評過程,把評價(jià)中心技術(shù)運(yùn)用到干部選拔任用工作當(dāng)中,能夠更好的給所選干部提供多角度能力的展現(xiàn)機(jī)會,也能使所選干部更加適合崗位工作。 本文在總結(jié)張家口職技術(shù)學(xué)院干部隊(duì)伍選拔任用工作現(xiàn)狀的基礎(chǔ)上,通過查閱和研究國內(nèi)外有關(guān)干部選拔任用工作的研究成果,以了解和掌握國內(nèi)外有關(guān)干部選拔任用工作中存在的問題和干部選拔任用工作方法和技術(shù)的研究現(xiàn)狀,借助對評價(jià)中心技術(shù)的研究,并運(yùn)用到學(xué)院干部選拔任用工作當(dāng)中,,系統(tǒng)分析干部隊(duì)伍的特點(diǎn)及選拔任用工作存在的問題,進(jìn)行全面分析。構(gòu)建張家口職技學(xué)院干部勝任模型,進(jìn)一步設(shè)定評價(jià)方案,對評價(jià)方法合理選用,科學(xué)確定評價(jià)指標(biāo)的權(quán)重和評價(jià)標(biāo)準(zhǔn)的等級劃分,為具體實(shí)施評價(jià)方案做好前期準(zhǔn)備,選擇評價(jià)目標(biāo),確定分析評價(jià)職位崗位,選擇被評價(jià)人員和培訓(xùn)評委。在具體實(shí)施過程中合理安排時(shí)間和地點(diǎn),認(rèn)真做好材料準(zhǔn)備工作,對實(shí)施過程科學(xué)管理,實(shí)施好質(zhì)量控制和評委討論,撰寫評價(jià)報(bào)告和評價(jià)結(jié)果反饋等環(huán)節(jié),從而建立較適合張職院特點(diǎn)的干部選拔任用工作體系。
[Abstract]:The cadre team in higher vocational colleges is the backbone force in the educational teaching and management service activities, which always acts as a bridge and link between the preceding and the following. However, due to the opportunities and challenges faced by higher vocational colleges under the new situation, the work sheet of selecting and appointing cadres in higher vocational colleges has revealed some shortcomings. The selection and appointment of leading cadres in higher vocational colleges has a direct impact on the development prospects of higher vocational education. How to improve the effectiveness of the selection and appointment of cadres and the more scientific allocation of cadres is an urgent research topic in higher vocational colleges. The evaluation center is a new process of personnel evaluation. Applying the technique of evaluation center to the selection and appointment of cadres can better provide the cadres with the opportunity to display their abilities from many angles and also make the cadres more suitable for the post work. On the basis of summarizing the present situation of the selection and appointment of cadres in Zhangjiakou Vocational and Technical College, this paper reviews and studies the research results of the selection and appointment of cadres at home and abroad. In order to understand and master the problems existing in the selection and appointment of cadres at home and abroad and the present research situation of the methods and techniques of the selection and appointment of cadres, and with the aid of the research on the technology of the evaluation center, and apply it to the work of selecting and appointing cadres in colleges, Systematic analysis of the characteristics of cadres and selection and appointment of existing problems, comprehensive analysis. To construct the cadre competency model of Zhangjiakou Vocational and Technical College, to further set up the evaluation scheme, to select the evaluation method reasonably, to scientifically determine the weight of the evaluation index and the grade division of the evaluation standard, and to prepare for the concrete implementation of the evaluation scheme. Select the evaluation target, determine the position of the evaluation position, select the person to be evaluated and train the judges. In the concrete implementation process, we should arrange the time and place reasonably, conscientiously prepare the materials, manage the implementation process scientifically, implement the quality control and the discussion of the judges, write the evaluation report and feedback the evaluation results, etc. So as to establish a more suitable for the characteristics of the cadre selection and appointment work system.
