【摘要】：秦皇島技師學(xué)院(原秦皇島市高級技工學(xué)校)是一所以機(jī)電專業(yè)為主的國家重點(diǎn)技工院校，自1958年建校以來，一直秉承“厚德強(qiáng)能”的辦學(xué)理念，深化改革，加強(qiáng)專業(yè)建設(shè)和師資隊(duì)伍建設(shè)，顯示出突出的辦學(xué)特色和雄厚的辦學(xué)實(shí)力。隨著社會主義市場經(jīng)濟(jì)的快速發(fā)展，職業(yè)教育，尤其是技工教育面臨著諸多機(jī)遇和挑戰(zhàn)，秦皇島技師學(xué)院想要快步前進(jìn)，必須制定合理的發(fā)展戰(zhàn)略。 本文從中國勞動力市場上的供需矛盾出發(fā)，參照國內(nèi)外職業(yè)教育發(fā)展的先進(jìn)經(jīng)驗(yàn)和教訓(xùn)，以戰(zhàn)略管理理論為基礎(chǔ)、配合SWOT分析方法，詳細(xì)分析了秦皇島技師學(xué)院發(fā)展的外部環(huán)境和內(nèi)部環(huán)境，找出了學(xué)院發(fā)展存在的機(jī)會和威脅，同時(shí)明確了自身存在的優(yōu)勢和劣勢；根據(jù)建立起來的SWOT模型和相關(guān)的理論分析，提出了學(xué)院發(fā)展的戰(zhàn)略，并進(jìn)一步制定出了戰(zhàn)略實(shí)施的措施和保障。 在學(xué)院發(fā)展戰(zhàn)略制定的過程中，，本文結(jié)合學(xué)院的堅(jiān)持以就業(yè)為導(dǎo)向、以能力為本位、校企合作、工學(xué)結(jié)合的辦學(xué)方向，有針對性的從辦學(xué)結(jié)構(gòu)、硬件建設(shè)、管理改革、專業(yè)建設(shè)、人才引進(jìn)、校園文化、德育建設(shè)和特色建設(shè)等八個(gè)方面提出了最具操作性的戰(zhàn)略實(shí)施計(jì)劃，并從硬件、管理、資金和組織四個(gè)方面構(gòu)建出一個(gè)較為完整的戰(zhàn)略保障體系，最終規(guī)劃出秦皇島技師學(xué)院未來的發(fā)展戰(zhàn)略。同時(shí)，本文通過對秦皇島技師學(xué)院的個(gè)案進(jìn)行整合，也為其他職業(yè)院校，尤其是技工院校的發(fā)展戰(zhàn)略的制定得供了參照。
[Abstract]:Qinhuangdao College of Mechanics (formerly Qinhuangdao Senior Technical School) is a national key technical college which is mainly majoring in mechanical and electrical engineering. Since its establishment in 1958, it has been adhering to the idea of "Hou de Qiang Neng" and deepening the reform. Strengthen the construction of specialty and teaching staff, show outstanding characteristics and strong strength of running a school. With the rapid development of socialist market economy, vocational education, especially the education of craftsmen, is facing many opportunities and challenges. If Qinhuangdao technician college wants to make rapid progress, it must formulate a reasonable development strategy. Starting from the contradiction between supply and demand in China's labor market and referring to the advanced experience and lessons of the development of vocational education at home and abroad, this paper bases on the theory of strategic management and cooperates with SWOT analysis method. This paper analyzes the external and internal environment of Qinhuangdao Institute of Mechanics in detail, finds out the opportunities and threats of the development of Qinhuangdao College, and at the same time defines the advantages and disadvantages of its own existence, according to the established SWOT model and related theoretical analysis, The development strategy of the college is put forward, and the measures and guarantee of implementing the strategy are worked out. In the course of making the development strategy of the college, this paper combines the college's adherence to the orientation of employment, the ability as the standard, the cooperation between the school and the enterprise, the combination of work and learning, and the reform of school structure, hardware construction and management. Professional construction, talent introduction, campus culture, moral education construction and characteristic construction, etc., put forward the most operable strategic implementation plan, and put forward the most operable strategic implementation plan from the aspects of hardware and management. Four aspects of capital and organization build a relatively complete strategic security system, and finally plan the future development strategy of Qinhuangdao Institute of Mechanics. At the same time, by integrating the case of Qinhuangdao technician College, this paper provides a reference for the development strategy of other vocational colleges, especially the technical colleges.
