【摘要】:武漢城市圈,除了包括中心城市武漢外,還囊括周邊一百千米范圍內的黃石、天門、潛江、孝感、仙桃、鄂州、黃岡、咸寧等8個城市。所構成的8+1的城市區(qū)域經濟聯(lián)合體,是湖北省產業(yè)和生產要素最密集、最具活力的地區(qū),,是湖北省經濟發(fā)展的核心區(qū)域。在這樣一個涵蓋眾多城市,面積廣泛,人口密集的區(qū)域內,為了均衡城市間的發(fā)展,提高生活水平和人民素質,需要大力改革和發(fā)展作為其智力保障的中等職業(yè)教育。隨著中部崛起戰(zhàn)略的實施,武漢城市圈內乃至整個湖北省的經濟和產業(yè)都發(fā)生了翻天覆地的變化,經濟產業(yè)結構進入了快速調整時期。新型工業(yè)化的發(fā)展和新產業(yè)集群的形成,對武漢城市圈中等職業(yè)教育提出了新挑戰(zhàn)。為了建立資源節(jié)約型和環(huán)境友好型的兩型社會,武漢城市圈內的經濟與工業(yè)要實現集約式發(fā)展、城鄉(xiāng)統(tǒng)籌發(fā)展,以及人地協(xié)調地和諧發(fā)展,要走出一條綠色環(huán)保,生態(tài)持久的可持續(xù)發(fā)展路子。這樣也對武漢城市圈中等職業(yè)教育提出了新的要求。 本文在中等職業(yè)教育協(xié)作體制上,嘗試提出了在武漢城市圈內由政府部門攜手職業(yè)院校和各行業(yè)內企業(yè),共同構建一個資源共享、協(xié)同培養(yǎng)人才的中等職業(yè)教育聯(lián)盟。在聯(lián)盟內聯(lián)合政府,以及相關部門、教育部門、各地區(qū)中等職業(yè)院校、各行業(yè)、企業(yè)、工廠多方力量,攜手共同發(fā)展武漢城市圈的中等職業(yè)教育,實現資源共享,使中等職業(yè)教育在各地區(qū)的統(tǒng)籌管理,統(tǒng)籌規(guī)劃發(fā)展。 本文在中等職業(yè)教育辦學形式上,嘗試提出了首先通過“校!遍g的合作,整合縣市省各級學校的教育資源,然后通過“校企”間的合作,由產業(yè)指導教學,實現專業(yè)知識同實際操作接軌,最后通過“校校、校企”之間的協(xié)作,實現文化專業(yè)課的基礎知識的培訓、專業(yè)技能的培訓、企業(yè)頂崗實操的培訓三階段的有機結合。將政府、地方、學校、企業(yè)的資源進行整合,各取所長,分階段的針對性教學。 本文從現象分析到經驗總結,然后到理論概述,最后到對策建議。此過程,在收集國內外各種相關的理論資料、學術研究、實踐經驗的基礎上,首先宏觀把握武漢城市圈內中等職業(yè)教育的發(fā)展現狀,主要從學校的規(guī)模布局、師資力量、資源投入三方面的數據進行分析。然后再找出發(fā)展中所突出的中等職業(yè)教育惡性競爭加劇、資源共享障礙、不均衡的發(fā)展、不均衡的建設分布、辦學模式單一、校企合作有限,就業(yè)質量不高等突出問題。并針對問題分析歸納出三點原因,即武漢城市圈中等職業(yè)教育缺乏有效的辦學體制,缺乏統(tǒng)籌的辦學管理,缺乏科學的辦學形式。最后針對問題的原因提出構建武漢城市圈中等職業(yè)教育的聯(lián)盟辦學體制、統(tǒng)籌武漢城市圈中等職業(yè)教育的聯(lián)盟辦學管理、創(chuàng)建武漢城市圈中等職業(yè)教育聯(lián)盟辦學形式的對策建議。
[Abstract]:Wuhan City Circle, in addition to the central city of Wuhan, also includes the surrounding 100 km of Yellowstone, Tianmen, Qianjiang, Xiaogan, Xiantao, Ezhou, Huanggang, Xianning and other 8 cities. The 8. 1% urban regional economic union is the most intensive and dynamic region of Hubei province, which is the core area of economic development of Hubei province. In such a region which covers many cities, has a wide area and is densely populated, in order to balance the development of cities and improve the living standards and people's quality, it is necessary to reform and develop the secondary vocational education as its intellectual security. With the implementation of the strategy of the rise of central China, the economy and industry in Wuhan city circle and the whole Hubei Province have undergone earth-shaking changes, and the economic industrial structure has entered a period of rapid adjustment. The development of the new industrialization and the formation of the new industrial cluster have posed a new challenge to the secondary vocational education in Wuhan City Circle. In order to build a resource-conserving and environment-friendly society, the economy and industry in Wuhan's urban circle should achieve intensive development, urban and rural development as a whole, and harmonious development between people and land. Ecological sustainable development path. This also put forward new request to Wuhan city circle secondary vocational education. In this paper, in the cooperation system of secondary vocational education, we try to put forward a secondary vocational education alliance in Wuhan city circle, in which government departments join hands with vocational colleges and enterprises in various industries to share resources and train talents in cooperation. In the coalition government, as well as relevant departments, education departments, secondary vocational colleges, industries, enterprises and factories in various regions, working hand in hand to develop secondary vocational education in Wuhan City Circle, and realize the sharing of resources, Secondary vocational education in the overall management of regional planning and development. In the form of secondary vocational education, this paper attempts to integrate the educational resources of the schools at all levels of the county and city through the cooperation between the schools, and then through the cooperation between the "schools and enterprises" to guide the teaching by industry. Finally, through the cooperation between "school, school and enterprise", we can realize the organic combination of the basic knowledge training, the professional skill training and the training of the enterprise. Integrate the resources of government, local, school and enterprise. This article from the phenomenon analysis to the experience summary, then to the theory summary, finally to the countermeasure proposal. In this process, on the basis of collecting all kinds of relevant theoretical data, academic research and practical experience at home and abroad, first of all, we grasp the development status of secondary vocational education in Wuhan city circle, mainly from the scale distribution of schools, the strength of teachers, Three aspects of resource input data analysis. Then find out the outstanding problems in the development of secondary vocational education, such as intensified vicious competition, obstacles to resource sharing, unbalanced development, unbalanced construction and distribution, single mode of running a school, limited cooperation between schools and enterprises, low quality of employment, and so on. According to the analysis of the problems, there are three reasons: the lack of effective school running system, the lack of overall management and the lack of scientific form of running a school in Wuhan City Circle. Finally, aiming at the reasons of the problems, the paper puts forward the construction of the alliance running school system of the secondary vocational education in Wuhan urban circle, and plans the management of the secondary vocational education in Wuhan city circle. The countermeasures and suggestions of establishing the secondary vocational education alliance in Wuhan city circle.
