社會(huì)化背景下中職學(xué)校后勤服務(wù)外包策略研究

【摘要】:1985年始,啟動(dòng)了探索后勤社會(huì)化改革,中職學(xué)校后勤改革走過(guò)了近三十年的歷程,成就令人矚目,后勤管理體制、運(yùn)行機(jī)制已初步理順,制約中職教育快速發(fā)展的瓶頸已初步打破,中職學(xué)校后勤保障能力得以極大改觀。但隨著改革的深入推進(jìn),許多深層次、“深水區(qū)”的復(fù)雜問(wèn)題紛紛暴露出來(lái),特別是2003年至今,多數(shù)中職學(xué)校后勤改革落入困境,改革的步子停滯不前。由于改革的思想認(rèn)識(shí)不到位,體制機(jī)制轉(zhuǎn)變沒(méi)有完全落實(shí),政府指導(dǎo)缺失,未真正發(fā)揮應(yīng)有的作用,外部條件還有待發(fā)展成熟,中職學(xué)校后勤市場(chǎng)資源與社會(huì)市場(chǎng)資源還缺乏相互作用、相互結(jié)合。中職學(xué)校自辦社會(huì)傳統(tǒng)思維和自辦后勤的封閉格局還沒(méi)有根本解決,構(gòu)建市場(chǎng)機(jī)制和社會(huì)化方向、滿足大力發(fā)展中職教育需求的新型后勤保障體系的目標(biāo)還遠(yuǎn)未達(dá)到。繼續(xù)推進(jìn)深化改革,亟需新的理論理念指導(dǎo),亟需新的出路、新的模式。 本文立足中職學(xué)校后勤社會(huì)化改革的具體實(shí)踐,綜觀其研究成果,對(duì)中職學(xué)校社會(huì)化改革的進(jìn)程進(jìn)行了全面的梳理,詳細(xì)評(píng)述了三種具有代表性的改革模式,全面闡釋了后勤社會(huì)化改革中存在的問(wèn)題及成因,以解決和突破存在的問(wèn)題為主線,研究和闡述了深化后勤改革的新思路、新方法,明確提出了服務(wù)外包這一新型的后勤保障模式,并就如何實(shí)施外包提出了新建議。全文分為四個(gè)部分:第一部分緒論,簡(jiǎn)略闡述了論文的選題背景、研究目的、意義和概念解釋;第二部分,,主要回顧中職學(xué)校后勤改革的發(fā)展歷程,全面分析了制約后勤社會(huì)化改革的主要問(wèn)題;第三部分,簡(jiǎn)要分析了中職學(xué)校服務(wù)外包的作用、先決條件和具體實(shí)施方案;第四部分,就政府發(fā)揮統(tǒng)籌引領(lǐng)和學(xué)校承擔(dān)改革重任兩個(gè)主要方面,闡述了中職學(xué)校后勤服務(wù)外包的主要運(yùn)行途徑。
[Abstract]:Since 1985, the reform of logistics socialization has been initiated. The reform of logistics in secondary vocational schools has gone through nearly 30 years. The achievements are remarkable. The logistics management system and operation mechanism have been preliminarily straightened out. The bottleneck restricting the rapid development of secondary vocational education has been broken, and the logistic support ability of secondary vocational schools has been greatly improved. However, with the deepening of the reform, many deep problems of "deep water area" have been exposed, especially since 2003, most secondary vocational school logistics reform has fallen into a dilemma, and the pace of reform has stagnated. Because the ideological understanding of the reform is not in place, the transformation of the system and mechanism has not been fully implemented, the guidance of the government has not been fully implemented, and the proper role has not really been brought into play, the external conditions have yet to be developed and mature. Secondary vocational school logistics market resources and social market resources also lack of interaction and integration. The traditional thinking of self-running society and the closed pattern of self-running logistics in secondary vocational schools have not been solved fundamentally. The goal of constructing market mechanism and socializing direction to meet the needs of developing vocational education is far from being reached. To deepen the reform, we need new theoretical guidance, a new way and a new model. Based on the concrete practice of logistics socialization reform in secondary vocational schools, this paper reviews the research results, makes a comprehensive review of the process of socialization reform in secondary vocational schools, and comments on three representative reform models in detail. This paper comprehensively explains the problems and causes in the reform of logistics socialization, taking the solution and breakthrough of the existing problems as the main line, studies and expounds the new ideas and methods of deepening the reform of logistics. This paper puts forward the new logistics support mode of service outsourcing, and puts forward some new suggestions on how to implement outsourcing. The thesis is divided into four parts: the first part is introduction, which briefly describes the background, research purpose, significance and conceptual explanation of the thesis; the second part, mainly reviews the development of secondary vocational school logistics reform. The third part, briefly analyzes the role of secondary vocational school service outsourcing, prerequisites and specific implementation plan; the fourth part, This paper expounds the main operating ways of logistics service outsourcing in secondary vocational schools from the two main aspects of the government giving play to the overall planning and leading and the school undertaking the important task of reform.
