【摘要】：隨著跨境勞務(wù)合作的持續(xù)深化,中國勞務(wù)輸出由低端勞動密集型向技能型、知識型人力資本輸出轉(zhuǎn)型,給職業(yè)技術(shù)教育帶來新的機遇和挑戰(zhàn)。大數(shù)據(jù)分析表明,"一帶一路"沿線國家的工業(yè)化進程不一,但第二產(chǎn)業(yè)整體仍具較高的吸納就業(yè)的能力,國家之間的技術(shù)技能人才流動有助于各國實現(xiàn)產(chǎn)出和就業(yè)的均衡發(fā)展。然而,中國職業(yè)技術(shù)人才在培養(yǎng)規(guī)模、職業(yè)技能素質(zhì)、國際化水平、地區(qū)布局和專業(yè)結(jié)構(gòu)上,都與"一帶一路"倡議需求存在一定的差距,無法很好地適應(yīng)國際勞務(wù)合作深化和國際投資擴大帶來的需求增長。對此,未來應(yīng)以開放視角預(yù)估"一帶一路"沿線國家職業(yè)技術(shù)技能人才供需,規(guī)劃職業(yè)教育發(fā)展規(guī)模;擴展職業(yè)技術(shù)人才培養(yǎng)渠道,提升跨境勞務(wù)合作人員素質(zhì);加強職業(yè)技術(shù)教育國際化程度,推動職業(yè)教育"走出去"和"引進來";優(yōu)化職業(yè)技術(shù)人才培養(yǎng)地區(qū)和專業(yè)布局,提升中國與"一帶一路"國家人才對接程度,使職業(yè)教育體系更好地服務(wù)于"一帶一路"國家戰(zhàn)略。
[Abstract]:With the continuous deepening of cross-border labor cooperation, China's labor export has changed from low-end labor-intensive to skilled, knowledge-based human capital export, which brings new opportunities and challenges to vocational and technical education. Big data analysis shows that the industrialization process of the countries along the "Belt and Road" is different, but the secondary industry as a whole still has a higher ability to absorb employment, and the flow of skilled personnel among countries is helpful to realize the balanced development of output and employment. However, there is a certain gap between the scale of training, the quality of vocational skills, the level of internationalization, the regional layout and the professional structure of Chinese vocational and technical talents, and the demand of "Belt and Road" initiative. Can not adapt to the deepening of international labor cooperation and the expansion of international investment demand growth. Therefore, in the future, we should estimate the demand and supply of vocational and technical talents in the countries along "Belt and Road" from an open perspective, plan the scale of vocational education development, expand the channels of vocational and technical personnel training, and improve the quality of cross-border labor cooperation personnel. Strengthen the internationalization of vocational and technical education, promote vocational education to "go out" and "bring in", optimize the area and professional layout of vocational and technical personnel training, and enhance the degree of talent docking between China and "Belt and Road" countries, To make the vocational education system better serve the "Belt and Road" national strategy.
