制度分析視角下我國高等職業(yè)教育發(fā)展研究

【摘要】:目前,我國對職業(yè)教育的關(guān)注和重視,達(dá)到了職業(yè)教育發(fā)展以來前所未有的程度。由于職業(yè)教育與經(jīng)濟(jì)社會發(fā)展的密切關(guān)系以及國家對發(fā)展職業(yè)教育的重視,職業(yè)教育的發(fā)展已經(jīng)成為社會各界和從事教育研究的工作者特別關(guān)注的熱點(diǎn)問題。高等職業(yè)教育由于其自身所具有的高等性和職業(yè)性的雙重特征,在構(gòu)建國民教育體系和終身教育體系過程當(dāng)中發(fā)揮了雙重重要作用,可以說高等職業(yè)教育既是我國經(jīng)濟(jì)發(fā)展建設(shè)的重要基礎(chǔ),又是我國教育事業(yè)發(fā)展的戰(zhàn)略重點(diǎn)。 最近的十余年時間里,我國的高等職業(yè)教育無論是在辦學(xué)規(guī)模、招生數(shù)量,還是人才培養(yǎng)質(zhì)量等方面均取得了一定的成績。但是,必須面對的問題是,一方面國家對高等職業(yè)教育的發(fā)展越來越重視,另一方面,,高等職業(yè)教育的發(fā)展現(xiàn)狀與其應(yīng)該扮演的角色之間存在著很大的反差,高等職業(yè)教育的發(fā)展面臨重重困境,生源危機(jī)、畢業(yè)生就業(yè)錯位、缺乏吸引力等問題成為制約高等職業(yè)教育發(fā)展的瓶頸。 基于高等職業(yè)教育的發(fā)展現(xiàn)狀以及面臨的困境,教育研究者和高等職業(yè)教育工作者將高等職業(yè)教育的發(fā)展作為共同關(guān)注的問題,對高等職業(yè)教育的研究也一直沒有間斷過,但是還有諸多問題尚待深入探討。鑒于以往對高等職業(yè)教育問題研究的方法、理論和工具等方面存在著過于簡約的問題,本研究選擇制度分析的視角對高等職業(yè)教育的發(fā)展進(jìn)行深入研究,根據(jù)制度經(jīng)濟(jì)學(xué)對制度的分類,從正式制度、非正式制度兩方面分析高等職業(yè)教育發(fā)展困境的制度歸因,通過理論分析和邏輯推演及制度建構(gòu),力求揭示正式制度和非正式制度影響下的高等職業(yè)教育發(fā)展的內(nèi)在邏輯,從教育法律制度、教育組織制度、教育運(yùn)行機(jī)制以及高等職業(yè)教育價值觀、個人教育選擇等維度,探尋高等職業(yè)教育發(fā)展的制度安排,為高等職業(yè)教育發(fā)展提供完善和改進(jìn)的建議,并提供學(xué)理支持。 本研究由以下幾個部分組成: 第一部分為本研究的導(dǎo)言,主要介紹本研究的研究緣起、研究意義、研究方法,對已有相關(guān)研究進(jìn)行綜述,并提出本研究的創(chuàng)新與之處。 第二部分為本研究的第一章,概念詮釋與理論解讀。對制度、正式制度、非正式制度等核心概念進(jìn)行界定及理解,并闡釋本研究的理論基礎(chǔ)。 第三部分為本研究的第二章、第三章,這兩章主要對我國高等職業(yè)教育正式制度、非正式制度進(jìn)行概念界定及維度劃分,構(gòu)建高等職業(yè)教育發(fā)展的正式制度、非正式制度的實(shí)踐行為框架,對我國高等職業(yè)教育正式制度、非正式制度的形成、發(fā)展、現(xiàn)狀進(jìn)行研究。 第四部分為本研究的第四章,重點(diǎn)審視我國高等職業(yè)教育發(fā)展所面臨的困境。 第五部分為本研究的第五章,主要內(nèi)容為建立高等職業(yè)教育研究的正式制度、非正式制度分析框架,分別從正式制度、非正式制度視角分析我國高等職業(yè)教育發(fā)展困境的原因,并將制約我國高等職業(yè)教育發(fā)展的原因歸類呈現(xiàn)。 第六部分為本研究的第六章,從制度分析的視角分析國外高等職業(yè)教育發(fā)展的經(jīng)驗(yàn)與啟示,通過比較研究,為構(gòu)建我國高等職業(yè)教育發(fā)展的制度安排提供可借鑒的理論和實(shí)踐基礎(chǔ)。 第七部分為第七章,我國高等職業(yè)教育發(fā)展的制度安排。從正式制度、非正式制度的五個維度出發(fā),建立適合我國高等職業(yè)教育發(fā)展的制度安排,為高等職業(yè)教育的持續(xù)發(fā)展提供理論依據(jù)及實(shí)踐建議。
[Abstract]:Because of the close relationship between vocational education and economic and social development and the importance of the country to the development of vocational education , the development of vocational education has become a hot topic of special concern to all sectors of society and workers engaged in educational research .
In the last ten years , China ' s higher vocational education has made some achievements in the aspects of school size , enrollment quantity and quality of personnel training . However , there is a great deal of contrast between the development of higher vocational education and the role of higher vocational education . On the other hand , the development of higher vocational education is confronted with serious difficulties , the development of higher vocational education faces serious difficulties , the source crisis , the dislocation of graduates ' employment and the lack of attraction are the bottleneck restricting the development of higher vocational education .
On the basis of the present situation of higher vocational education and the difficulties faced , educational researchers and higher vocational educators have not interrupted the development of higher vocational education as a common concern , but there are still many problems still to be discussed . In view of the past research methods , theories and tools of higher vocational education , the author tries to reveal the internal logic of the development of higher vocational education through theoretical analysis and logical deduction and system construction .
The study consists of the following parts :
The first part is the introduction of the research , mainly introduces the research reasons , the research significance , the research method , the existing related research and puts forward the innovation and place of this study .
The second part is the first chapter , the concept interpretation and the theoretical interpretation of the study . The core concepts such as system , formal system and informal system are defined and understood , and the theoretical basis of this study is explained .
The third part is the second chapter and the third chapter of the study . The two chapters mainly study the formal system of higher vocational education , the definition of the informal system and the dimension division , the formal system of the development of higher vocational education , the practice behavior framework of the informal system , the formal system of higher vocational education in China , the formation , development and the present situation of the informal system .
The fourth part is divided into the fourth chapter of the study , focusing on the dilemma faced by the development of higher vocational education in our country .
The fifth part is the fifth chapter of the study , the main contents are the formal system of establishing higher vocational education research , the informal system analysis framework , the analysis of the causes of the development dilemma of higher vocational education in our country from the perspective of formal system and informal system , and the reasons for restricting the development of higher vocational education in China .
The sixth part is divided into the sixth chapter of the study , from the perspective of system analysis , the experience and inspiration of the foreign higher vocational education development are analyzed , and the theoretical and practical basis for the construction of the system arrangement for the development of higher vocational education in our country is provided through comparative study .
The seventh part is the system arrangement of the development of higher vocational education in China . From the five dimensions of the formal system and the informal system , the system arrangement suitable for the development of higher vocational education in China is established , which provides theoretical basis and practical advice for the sustainable development of higher vocational education .
