職業(yè)教育社會伙伴關(guān)系研究

【摘要】:改革開放以來,我國職業(yè)教育有了長足的發(fā)展,但是目前職業(yè)教育發(fā)展也面對很多問題和挑戰(zhàn)。在這些問題中,職業(yè)教育及培訓(xùn)機(jī)構(gòu)與政府、企業(yè)、社會的關(guān)系問題是一個比較值得關(guān)注的問題。職業(yè)教育及培訓(xùn)機(jī)構(gòu)與政府、企業(yè)、社會的關(guān)系,直接對職業(yè)教育的發(fā)展產(chǎn)生影響。本研究試圖從職業(yè)教育社會伙伴關(guān)系的角度,對職業(yè)教育及培訓(xùn)機(jī)構(gòu)與政府、企業(yè)、社會的關(guān)系進(jìn)行梳理研究,同時結(jié)合國外職業(yè)教育社會伙伴關(guān)系成功經(jīng)驗(yàn)與機(jī)制進(jìn)行研究,為我國職業(yè)教育的發(fā)展提供理論依據(jù)和借鑒經(jīng)驗(yàn)。 本研究首先從職業(yè)教育社會伙伴關(guān)系的基本原理研究入手,隨著對職業(yè)教育社會伙伴關(guān)系的內(nèi)涵、特征、角色、影響因素等問題的深入研究、對職業(yè)教育社會伙伴關(guān)系機(jī)制的深入探索、對國外職業(yè)教育社會伙伴關(guān)系經(jīng)驗(yàn)的比較研究,不斷地對我國職業(yè)教育的發(fā)展和存在的問題進(jìn)行反思與思考。 本研究提出以下學(xué)術(shù)觀點(diǎn)和結(jié)論: 第一,本研究首先從分析職業(yè)教育社會伙伴關(guān)系的內(nèi)涵入手,進(jìn)而分析其特征、價值與角色,對職業(yè)教育社會伙伴關(guān)系的類型和影響因素、建立過程進(jìn)行分析,這為后續(xù)研究奠定基礎(chǔ)!昂献鞴糙A”是職業(yè)教育社會伙伴關(guān)系前提,政府、職業(yè)教育及培訓(xùn)機(jī)構(gòu)、行業(yè)/企業(yè)、社會中介組織形成合力提高職業(yè)教育質(zhì)量、促進(jìn)企業(yè)和區(qū)域經(jīng)濟(jì)發(fā)展是共同發(fā)展目標(biāo)。 第二,本研究圍繞利益機(jī)制、交往機(jī)制、政策機(jī)制等三個方面對職業(yè)教育社會伙伴關(guān)系機(jī)制進(jìn)行剖析,從而歸納出以下結(jié)論:即利益是職業(yè)教育社會伙伴關(guān)系的內(nèi)驅(qū)力,利益問題是一個關(guān)系到維系職業(yè)教育社會伙伴關(guān)系的生存和發(fā)展的根本性問題,利益分配與分享是影響職業(yè)教育社會伙伴關(guān)系運(yùn)行和發(fā)展的關(guān)鍵。交往機(jī)制是職業(yè)教育社會伙伴關(guān)系共生的途徑,職業(yè)教育社會伙伴關(guān)系各成員之間的交往是建立在相互需要基礎(chǔ)上的,是一種資源互動式的交往,是一種互惠他利、相互服務(wù)的交往。政策機(jī)制是職業(yè)教育社會伙伴關(guān)系發(fā)展的推動力,它體現(xiàn)了職業(yè)教育社會伙伴關(guān)系利益分配和協(xié)調(diào)。 第三,本研究在對國外職業(yè)教育社會伙伴關(guān)系進(jìn)行研究時,選擇了澳大利亞和立陶宛兩國作為案例,并分別對職業(yè)教育社會伙伴關(guān)系的產(chǎn)生背景、類型、發(fā)展原則、角色、職業(yè)教育體系嬗變、成員等幾個方面內(nèi)容進(jìn)行探討。研究發(fā)現(xiàn)兩國職業(yè)教育社會伙伴關(guān)系既有相似之處又有所區(qū)別。相似之處:兩國職業(yè)教育體系都有模仿其他國家的經(jīng)歷;政府積極發(fā)揮自己的作用,制定相關(guān)政策、加大資金投入;行業(yè)/企業(yè)、社會中介組織都積極參與職業(yè)教育。不同之處:由于兩國職業(yè)教育體系演變存在差異,職業(yè)教育社會伙伴關(guān)系的類型也存在差異;政府對職業(yè)教育撥款的方式不同,職業(yè)教育社會伙伴關(guān)系成員之間的競爭激烈程度不同;社會中介組織的職能存在細(xì)微差別。 第四,本研究分析了各歷史階段“合作發(fā)展”理念在職業(yè)教育發(fā)展中的應(yīng)用,剖析了我國職業(yè)教育所面臨的挑戰(zhàn)和存在的問題,剖析了我國發(fā)展職業(yè)教育社會伙伴關(guān)系所面臨的困境。論文提出我國職業(yè)教育發(fā)展策略:和諧共生,互惠利他;統(tǒng)籌協(xié)調(diào),共求發(fā)展;加大投入,政策扶持;服務(wù)社會,增進(jìn)對話。
[Abstract]:Since the reform and opening - up , China ' s vocational education has had a lot of problems and challenges . In these problems , the relationship between vocational education and training institutions and the government , enterprise and society is a matter of concern . In this study , the relationship between vocational education and training institutions and government , enterprise and society is directly influenced . This study tries to study the relationship between vocational education and training institutions and government , enterprise and society from the perspective of vocational education social partnership , and studies the successful experience and mechanism of vocational education social partnership abroad , and provides theoretical basis and reference experience for the development of vocational education in China .

This paper first starts with the basic theory of vocational education social partnership , with the deep research on the connotation , characteristics , role and influencing factors of vocational education social partnership , deeply explores the social partnership mechanism of vocational education , makes a comparative study on the experience of social partnership of vocational education abroad , and continuously rethinks and thinks about the development and existing problems of vocational education in China .

The following academic viewpoints and conclusions are presented in this study :

First , this study begins with the analysis of the connotation of the social partnership of vocational education , then analyzes its characteristics , value and role , analyzes the types and influencing factors and establishment process of the social partnership of vocational education , which lays the foundation for the follow - up study .

Secondly , this study analyzes the mechanism of professional education social partnership based on three aspects of interest mechanism , communication mechanism and policy mechanism , and concludes that the benefit is the inner driving force of the social partnership of vocational education , and the benefit is the key to the operation and development of the social partnership of vocational education . The communication mechanism is the communication between the members of vocational education and social partnership . It is a kind of interactive communication between members of vocational education and social partnership . It is a driving force for the development of social partnership of vocational education . It embodies the distribution and coordination of social partnership interests of vocational education .

Third , in the study of the social partnership of vocational education abroad , this study selected both Australia and Lithuania as a case , and discussed the background , type , development principle , role , career education system and membership of vocational education social partnership respectively .
The government will play its own role actively , formulate relevant policies , and increase the investment of funds ;
Industry / enterprise and social intermediary organizations are actively involved in vocational education . The difference is that there are differences in the types of vocational education social partnership because of the differences in the evolution of vocational education system in the two countries ;
The government is different in the way of appropriation of vocational education , and the competition intensity among the members of vocational education and social partnership is different ;
There are subtle differences in the functions of social intermediary organizations .

Fourth , this study analyzes the application of the concept of " cooperative development " in the development of vocational education , analyses the challenges and problems faced by vocational education in our country , analyses the difficulties faced by the development of vocational education social partnership in our country , and puts forward the strategies for the development of vocational education in China : harmonious coexistence and mutual benefit ;
Co - ordinate and coordinate and seek development ;
Increase investment and policy support ;
Serve the community and promote dialogue .
