【摘要】:隨著農(nóng)村產(chǎn)業(yè)化的發(fā)展,新農(nóng)村建設(shè)及要求,新型農(nóng)民的需求越來越多,農(nóng)村人才結(jié)構(gòu)不斷變化,農(nóng)村人才需求呈現(xiàn)新形勢。黑龍江省是我國農(nóng)業(yè)大省,雖然黑龍江省城鎮(zhèn)化水平逐年提高,但是黑龍江省農(nóng)村人口數(shù)量在黑龍江省總?cè)丝跀?shù)量中的比重仍然不少,黑龍江省的農(nóng)村人才建設(shè)是促進(jìn)黑龍江省農(nóng)村發(fā)展的關(guān)鍵,發(fā)展農(nóng)村教育尤其是發(fā)展農(nóng)村職業(yè)教育就成為黑龍江省新農(nóng)村建設(shè)的重要途徑。農(nóng)村職業(yè)教育的主要目標(biāo)是培養(yǎng)農(nóng)村各類專業(yè)技術(shù)人才,主要任務(wù)是對農(nóng)業(yè)科學(xué)技術(shù)成果的應(yīng)用和推廣。發(fā)展農(nóng)村職業(yè)教育更是在黑龍江省新農(nóng)村的城鎮(zhèn)化和現(xiàn)代化的發(fā)展進(jìn)程中發(fā)揮著重要的作用。發(fā)展農(nóng)村職業(yè)教育有利于轉(zhuǎn)移農(nóng)村勞動力和增加農(nóng)民收入,有利于提高農(nóng)民文化素質(zhì),有利于農(nóng)民更好的掌握先進(jìn)的生產(chǎn)技術(shù),有利于塑造新型農(nóng)民。發(fā)展農(nóng)村職業(yè)教育是促進(jìn)黑龍江省農(nóng)村社會全面發(fā)展的重要途徑,是建設(shè)社會主義新農(nóng)村的重要保障。雖然黑龍江省農(nóng)村職業(yè)教育在發(fā)展的過程中取得了較好的成績,促進(jìn)了黑龍江省的經(jīng)濟(jì)發(fā)展和社會進(jìn)步,但是黑龍江省農(nóng)村職業(yè)教育在發(fā)展中仍然存在不少問題,只有深入對黑龍江省的農(nóng)村職業(yè)教育的發(fā)展現(xiàn)狀進(jìn)行整體的研究分析,才能更透徹的認(rèn)識黑龍江省農(nóng)村職業(yè)教育在發(fā)展過程中存在的問題,找到解決問題的有效對策,更好的促進(jìn)農(nóng)村職業(yè)教育的發(fā)展和社會的發(fā)展。本文主要采用理論與實(shí)際相結(jié)合的方式對黑龍江省農(nóng)村職業(yè)教育的現(xiàn)狀和出現(xiàn)的問題進(jìn)行深入的剖析,本文對黑龍江省農(nóng)村職業(yè)教育的闡述主要分為四部分。第一部分是通過充分收集文獻(xiàn)資料,并對文獻(xiàn)資料進(jìn)行整理和分析,對農(nóng)村職業(yè)教育的基本概念及相關(guān)概念進(jìn)行界定,并對基本理論進(jìn)行比較詳細(xì)的闡述,總結(jié)歸納了農(nóng)村職業(yè)教育四大基礎(chǔ)理論,分別是社會分層理論、人力資本理論、公共產(chǎn)品理論和職業(yè)教育學(xué)科理論對農(nóng)村職業(yè)教育進(jìn)行概念界定。第二部分對黑龍江省農(nóng)村職業(yè)教育的發(fā)展、地位、教育體系、教育模式經(jīng)行概述。并以農(nóng)村職業(yè)教育的相關(guān)理論為指導(dǎo),對黑龍江省農(nóng)村職業(yè)教育現(xiàn)狀及發(fā)展過程中出現(xiàn)的問題進(jìn)行歸納分析。第三部分主要分析了美國、德國、日本和澳大利亞先進(jìn)的農(nóng)村教育的經(jīng)驗(yàn),以及國外先進(jìn)經(jīng)驗(yàn)對黑龍江省的農(nóng)村職業(yè)教育的啟示。第四部分主要根據(jù)前面國外先進(jìn)經(jīng)驗(yàn)的總結(jié)和前面理論研究的基礎(chǔ)上提出一系列黑龍江省農(nóng)村職業(yè)教育發(fā)展的對策和建議。因此,本研究針對黑龍江省現(xiàn)階段農(nóng)村職業(yè)教育現(xiàn)實(shí)情況和黑龍江省農(nóng)村職業(yè)教育發(fā)展過程中存在的問題進(jìn)行分析,并借鑒國外經(jīng)驗(yàn)為黑龍江省農(nóng)村職業(yè)教育的發(fā)展提供了建議,為黑龍江省農(nóng)村職業(yè)教育的決策提供了借鑒參考。相信黑龍江省農(nóng)村職業(yè)教育會不斷的向更高的目標(biāo)發(fā)展,黑龍江省農(nóng)村職業(yè)教育將邁向更加輝煌的未來。
[Abstract]:With the development of rural industrialization, the construction and requirements of new countryside, the demand of new farmers is more and more, the structure of rural talents is constantly changing, and the demand for rural talents presents a new situation. Heilongjiang Province is a big agricultural province in China. Although the urbanization level in Heilongjiang Province is increasing year by year, the rural population of Heilongjiang Province still has a large proportion in the total population of Heilongjiang Province. The construction of rural talents in Heilongjiang Province is the key to promote the development of rural areas in Heilongjiang Province. The development of rural education, especially rural vocational education, has become an important approach to the construction of new rural areas in Heilongjiang Province. The main goal of rural vocational education is to train all kinds of rural professional and technical talents, and the main task is to apply and popularize the achievements of agricultural science and technology. The development of rural vocational education plays an important role in the process of urbanization and modernization of the new countryside in Heilongjiang Province. The development of rural vocational education is beneficial to the transfer of rural labor force and increase of farmers' income, to the improvement of farmers' cultural quality, to the better grasp of advanced production technology by farmers and to the shaping of new farmers. The development of rural vocational education is an important way to promote the overall development of rural society in Heilongjiang Province and an important guarantee for building a new socialist countryside. Although the rural vocational education in Heilongjiang Province has made good achievements in the process of development and promoted the economic development and social progress of Heilongjiang Province, there are still many problems in the development of rural vocational education in Heilongjiang Province. Only by deeply studying and analyzing the present situation of rural vocational education in Heilongjiang Province, can we understand the problems existing in the development of rural vocational education in Heilongjiang Province, and find out the effective countermeasures to solve the problems. Better promote the development of rural vocational education and social development. This article mainly uses the theory and the actual way to carry on the thorough analysis to the Heilongjiang Province countryside vocational education present situation and the appearing question, this article mainly divides into four parts to the Heilongjiang province countryside vocational education elaboration. The first part is to define the basic concepts of rural vocational education and related concepts, and elaborate the basic theory in detail. Four basic theories of rural vocational education are summarized, which are social stratification theory, human capital theory, public product theory and vocational education discipline theory to define the concept of rural vocational education. The second part summarizes the development, status, educational system and educational model of rural vocational education in Heilongjiang province. Under the guidance of the relevant theories of rural vocational education, the present situation and problems in the development of rural vocational education in Heilongjiang Province are summarized and analyzed. The third part mainly analyzes the experience of advanced rural education in the United States, Germany, Japan and Australia, as well as the enlightenment of foreign advanced experience to rural vocational education in Heilongjiang Province. The fourth part puts forward a series of countermeasures and suggestions on the development of rural vocational education in Heilongjiang Province based on the summary of the foreign advanced experience and the previous theoretical research. Therefore, the present situation of rural vocational education in Heilongjiang Province and the problems existing in the development of rural vocational education in Heilongjiang Province are analyzed. It also provides suggestions for the development of rural vocational education in Heilongjiang province and a reference for the decision-making of rural vocational education in Heilongjiang province. I believe that rural vocational education in Heilongjiang Province will continue to develop to a higher goal, rural vocational education in Heilongjiang Province will move towards a more brilliant future.
