【摘要】：過(guò)去的十多年中,蘇州職業(yè)教育與時(shí)俱進(jìn),憑借區(qū)域經(jīng)濟(jì)的快速發(fā)展邁上了一個(gè)新臺(tái)階,為提高勞動(dòng)者素質(zhì)、促進(jìn)產(chǎn)業(yè)優(yōu)化升級(jí)、實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)較好發(fā)展做出了巨大貢獻(xiàn)。但是,隨著蘇州市經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變、戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展以及工業(yè)化和城市化步伐加快,技能型、復(fù)合型的職業(yè)教育人才短缺的現(xiàn)象越來(lái)越突出,職業(yè)教育出現(xiàn)了人才的培養(yǎng)與經(jīng)濟(jì)發(fā)展需要相脫節(jié)的現(xiàn)象,人力資源問(wèn)題逐漸成為制約蘇州區(qū)域經(jīng)濟(jì)發(fā)展的“瓶頸”。職業(yè)教育面臨的困境是,如何培養(yǎng)出與經(jīng)濟(jì)社會(huì)發(fā)展,尤其是產(chǎn)業(yè)結(jié)構(gòu)調(diào)整需求相適應(yīng)的高素質(zhì)人才。 文章的主要內(nèi)容是：第一,梳理職業(yè)教育、產(chǎn)業(yè)結(jié)構(gòu)及其調(diào)整等核心概念。只有明確二者內(nèi)涵,才能把握二者的內(nèi)在關(guān)聯(lián)。第二,分析職業(yè)教育與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的關(guān)系。文章認(rèn)為,職業(yè)教育從多方面、多渠道影響產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,作用方式具有發(fā)散性、滯后性等特征。第三,調(diào)查并概括區(qū)域內(nèi)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的現(xiàn)狀及其人才需求趨勢(shì)。在一定程度上,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整受制于人力資源供給現(xiàn)狀的制約,職業(yè)教育的發(fā)展需要有超前的意識(shí)。第四,從產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的角度,分析蘇州市職業(yè)教育發(fā)展現(xiàn)狀及問(wèn)題。最后,在以上基礎(chǔ)上,提出產(chǎn)業(yè)結(jié)構(gòu)調(diào)整背景下的蘇州職業(yè)教育發(fā)展對(duì)策與建議。 教育的發(fā)展和變革從來(lái)不是單一因素影響的結(jié)果,而是包括內(nèi)部動(dòng)力和外部政治、經(jīng)濟(jì)、文化等在內(nèi)的諸因素綜合作用的產(chǎn)物。文章期望從職業(yè)教育內(nèi)外部主要因素出發(fā),在區(qū)域產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的大背景下,構(gòu)建職業(yè)教育發(fā)展策略,在專業(yè)結(jié)構(gòu)、層次結(jié)構(gòu)和人才素質(zhì)結(jié)構(gòu)方面適應(yīng)新時(shí)期的發(fā)展需要,以實(shí)現(xiàn)職業(yè)教育與經(jīng)濟(jì)社會(huì)發(fā)展的有效對(duì)接。
[Abstract]:In the past ten years, the vocational education in Suzhou has advanced with the times and advanced to a new level with the rapid development of regional economy, which has made great contributions to the improvement of the quality of workers, the promotion of industrial optimization and upgrading, and the realization of better economic and social development.However, with the transformation of Suzhou's economic development mode, the development of strategic emerging industries and the acceleration of industrialization and urbanization, the shortage of skilled and complex vocational education personnel is becoming more and more prominent.The problem of human resources has gradually become the "bottleneck" that restricts the development of regional economy in Suzhou, because of the disconnection between the training of talents and the needs of economic development.The dilemma of vocational education is how to cultivate high-quality talents who can meet the needs of economic and social development, especially the adjustment of industrial structure.The main contents of this paper are as follows: first, combing the core concepts of vocational education, industrial structure and its adjustment.Only by clarifying the connotation of the two, can we grasp the internal relationship between them.Second, analyze the relationship between vocational education and industrial structure adjustment.The article holds that vocational education influences the adjustment of industrial structure from many aspects and channels, and has the characteristics of divergence and lag.Third, investigate and generalize the current situation and talent demand trend of the industrial structure adjustment in the region.To a certain extent, the adjustment of industrial structure is restricted by the present situation of human resource supply, and the development of vocational education needs to have advanced consciousness.Fourth, from the angle of industrial structure adjustment, analyze the present situation and problems of Suzhou vocational education development.Finally, on the basis of above, the countermeasures and suggestions of Suzhou vocational education development under the background of industrial structure adjustment are put forward.The development and transformation of education is never the result of single factor, but the result of comprehensive action of internal power, external politics, economy, culture and so on.Based on the main internal and external factors of vocational education and under the background of the adjustment of regional industrial structure, the article expects to construct the development strategy of vocational education, to adapt to the development needs of the new era in the aspects of professional structure, hierarchy structure and talent quality structure.In order to realize the effective docking between vocational education and economic and social development.
