臺灣高等技職教育國際化政策研究——基于教育政策文本的分析

【摘要】:高職院校國際化實踐需要宏觀政策作指導(dǎo);趯ξ覈_灣10項專門性國際化法規(guī)文件的分析,其國際化宏觀政策呈現(xiàn)出如下規(guī)律:政府從戰(zhàn)略高度重視教育國際化,文本凸顯技職教育國際化核心要素,并展示了從"練內(nèi)功"到"走出去"再到"招進來"的政策發(fā)展趨勢,具有配套性、精細性、績效性和周期性的特征。結(jié)合臺灣經(jīng)驗,從大陸高職教育國際化政策進度來看,建議在改革舉措的細節(jié)設(shè)計上可考慮或體現(xiàn)穩(wěn)定并持續(xù)的經(jīng)費投入原則、均衡卻差異化的財政撥款原則、量化并標準化的績效評價原則。
[Abstract]:The practice of internationalization in higher vocational colleges needs the guidance of macro policy.Based on the analysis of 10 specialized internationalization laws and regulations in Taiwan, the macro policy of internationalization shows the following rules: the government attaches great importance to the internationalization of education from a strategic point of view, and the text highlights the core elements of internationalization of technical and vocational education.It also shows the trend of policy development from "practicing internal work" to "going out" to "recruiting in", which has the characteristics of matching, fineness, performance and periodicity.Based on the Taiwan experience and the progress of the internationalization policy of higher vocational education in mainland China, it is suggested that the principle of stable and sustained expenditure and the principle of balanced but differentiated financial allocation should be considered or embodied in the detailed design of the reform measures.Quantified and standardized performance evaluation principles.
