ISO9000在LC學院教育質(zhì)量評估項目中的應用研究

【摘要】:在這幾年里,我國教育事業(yè)獲得了國家及社會各界的高度關(guān)注,規(guī)模迅速擴大,而高等教育也因此有了長足的進步。高職教育屬于高等教育系統(tǒng)下的主要分支,它為我國提升現(xiàn)代化水準,深入踐行教育強國戰(zhàn)略,打造人才輩出的時代新格局做出了突出的貢獻。然而,隨著招生規(guī)模的不斷膨脹,教育水準優(yōu)劣不均的現(xiàn)象也變得更為明顯,由此引發(fā)了廣大社會主體的高度重視。當前,相關(guān)領(lǐng)域的專業(yè)人士一致認為:教育水準對于高職教育的長期存續(xù)與發(fā)展來講是至關(guān)重要的,因此,當務之急是要著力提升高職院校在教育方面的質(zhì)量水平,而其主要手段為強化教育質(zhì)量管理工作。所以,如何設(shè)立與高職教育的屬性特征相一致的質(zhì)量管理系統(tǒng)就變成了時下高職院校在增強教育水準方面需要首先解決的關(guān)鍵問題。 ISO9000質(zhì)量管理體系標準具有非常豐富的內(nèi)涵,雖然一開始是廣泛應用于軍事領(lǐng)域和服務行業(yè),但由于其自誕生以來,都一直處于不斷地完善、修訂中,因具有很好的科學性、適用性和廣泛性,近年來不斷被其他行業(yè)所借鑒,也廣泛應用于教育領(lǐng)域。從世界范圍來看,英國是率先引入ISO9000族標準提高高等學校教育質(zhì)量的國家;而目前全球通過ISO9000認證的學校和教育機構(gòu)數(shù)量已達500多所。因此,我國高職院校要全面和國際接軌、切實提升人才培養(yǎng)質(zhì)量和教育管理水平,將ISO9000族標準充分運用于教育實踐中,同時根據(jù)自身的具體情況,通過教育質(zhì)量管理系統(tǒng)來開展合理、可行的管理活動,這樣才能夠有效增強教育水準。但不容忽視的是,不論是在管理體制還是在教育方式上,我國教育行業(yè)都與西方國家存在著很大的不同,因此,作為國內(nèi)各大高職院校來講,‘怎樣根據(jù)自己的具體情況來應用ISO9000族標準,打造符合高職教育要求的質(zhì)量管理系統(tǒng),同時將其充分運用到實踐領(lǐng)域,是亟待解決的問題。 本文以質(zhì)量管理相關(guān)理論研究為基礎(chǔ),以LC學院教育質(zhì)量評估項目為例,將案例與規(guī)范兩種研究手段緊密聯(lián)系在一起進行分析。文章開篇對研究內(nèi)容、所處環(huán)境以及世界范圍內(nèi)的具體研究形勢進行了論述,并以此為前提,介紹了ISO9000族標準、質(zhì)量和質(zhì)量關(guān)系體系等基本術(shù)語,以及高職教育質(zhì)量體系等相關(guān)理論,同時闡釋了高職院校采取ISO9000族標準打造質(zhì)量管理系統(tǒng)所需遵循的規(guī)則及基本方法。接著,將LC學院所確立的教育質(zhì)量考核內(nèi)容作為研究對象,細致而深入地探討LC學院當前的教育水準、此內(nèi)容的執(zhí)行狀況和存在的缺陷與不足,在此前提之下,重點研究LC學院教育質(zhì)量評估項目中實施ISO9000的策略,提出一些具有可操作性、針對性具體方法,主要包括該項目的體系建設(shè)、其他配套措施等,并對實施后的效果進行了分析。最后,聯(lián)系之前所進行的分析論證,給高職院校采取ISO9000族標準管理自身教育水準的工作提供相應的參考意見。 通過本文的研究,希望能夠?qū)⒃撓冗M、合理、切實可行的管理手段廣泛運用到教育行業(yè)中去,以期能為廣大高職院校能較好地把ISO9000族標準的應用到教育管理中,并切實提升教育質(zhì)量提供參考。
[Abstract]:In the past few years, China's education gained national attention and all sectors of society, the rapid expansion of the scale of higher education, and it has made great progress. Higher vocational education is the main branch of higher education system, it is our country to improve the modernization level, in-depth strategic practice of education, made outstanding the contribution to create a new pattern in the era of talented people. However, with the continuous expansion of the scale of enrollment, education quality is uneven also becomes more obvious, which caused the attention of the society. At present, the relevant field professionals agree that education level for the long-term survival and development of Higher Vocational education is therefore, a pressing matter of the moment is crucial, to strive to enhance the level of quality education in higher vocational colleges, and the main means to strengthen the education quality management. So, how to set up The quality management system which is consistent with the attribute characteristics of higher vocational education has become the key problem that higher vocational colleges need to solve first.
The ISO9000 quality management system standard has very rich connotation, although the beginning is widely used in the military field and the service industry, but because of its since its birth, has been constantly improved, revised, with good scientific, applicability and universality, in recent years by other industry reference. It is widely used in the field of education. From the view of the world, Britain is the first introduction of ISO9000 standard to improve the quality of higher education in the country; and the current global ISO9000 certification by the number of schools and educational institutions has reached more than 500. Therefore, China's higher vocational colleges must be comprehensive and international standards, and effectively improve the quality of personnel training and education management the level of ISO9000 standard will be fully applied to the practice of education, at the same time according to their own specific circumstances, the education quality management system to carry out reasonable and feasible management activities, this What can effectively enhance the level of education. But can not be ignored, either in the management system or in the way of education, China's education industry and the western countries are very different, therefore, as a major of Vocational Colleges in China, "how to according to their specific circumstances to the application of ISO9000 standards, build to meet the quality management system of higher vocational education requirements, and at the same time make full use of the practice field, is a problem to be solved.
Study on relevant theories of quality management based on project evaluation, the quality of education LC College as an example, the case and the standard two methods together for analysis. The article begins with the research content, the research situation and the specific environment in the world are discussed, and on this basis, the ISO9000 standard terminology, basic quality and quality system, and the theory of higher vocational education quality system, and also explains the higher vocational colleges take ISO9000 standard rules and base to build quality management system required to follow this method. Then, the education quality assessment content established by LC College as the research object, and detailed to investigate the LC college education level, the content and the status of implementation of the existing defects and shortcomings, on this premise, focuses on the study of LC college education quality assessment project The implementation of ISO9000 strategy, and puts forward some operable and targeted specific methods, including the system construction of the project, other supporting measures, and the effect in practice is analyzed. Finally, analysis of the relationship before, to provide appropriate reference for higher vocational colleges to work ISO9000 standard management the level of education.
Through this research, I hope that this advanced, reasonable and practical management method can be widely applied to the education industry, in order to provide references for the majority of higher vocational colleges to better apply the ISO9000 standard to education management and effectively improve the quality of education.
