【摘要】：中國為貫徹落實(shí)《國務(wù)院關(guān)于大力發(fā)展職業(yè)教育的決定》(國發(fā)[2005]35號)精神,教育部和財(cái)政部于2006年11月聯(lián)合啟動了“國家示范性高等職業(yè)院校建設(shè)計(jì)劃”,這項(xiàng)工程被譽(yù)為中國高水平高等職業(yè)院校建設(shè)的“211工程”�！笆晃濉逼陂g,國家安排20億元重點(diǎn)支持這100所高水平示范院校建設(shè),被列為“國家示范性高等職業(yè)院校建設(shè)計(jì)劃”的院校,要求在人才培養(yǎng)模式創(chuàng)新、實(shí)訓(xùn)基地建設(shè)、師資隊(duì)伍建設(shè)、課程體系和教學(xué)內(nèi)容改革等方面取得實(shí)質(zhì)性突破,爭取做發(fā)展的模范,改革的模范,管理的模范,以帶動全國高等職業(yè)院校深化改革,提升中國高等職業(yè)教育的整體水平。截止目前為止,該計(jì)劃已經(jīng)實(shí)施了十年有余。在這期間,河北省的高等職業(yè)院校經(jīng)過幾個批次的遴選,共有八所院校入選了“國家示范性高等職業(yè)院校建設(shè)計(jì)劃”,并且全部通過了驗(yàn)收組的驗(yàn)收。本文以河北省八所示范性高等職業(yè)院校的發(fā)展歷程為切入點(diǎn),利用文獻(xiàn)法和個案研究法,對八所示范性高職院校在示范院校建設(shè)期間,在人才培養(yǎng)模式、實(shí)驗(yàn)實(shí)訓(xùn)基地建設(shè)、師資隊(duì)伍建設(shè)、課程體系和教學(xué)內(nèi)容改革及社會服務(wù)能力建設(shè)五個方面的改革與成果進(jìn)行了研究與梳理,以期對其在建設(shè)期間的探索及成果有一個清晰的呈現(xiàn)。能夠?yàn)槠渌叩嚷殬I(yè)院校的發(fā)展提供一定的借鑒意義及示范帶頭作用。本文共包括以下幾部分的內(nèi)容。第一部分為緒論,對選題原因及意義、研究現(xiàn)狀、研究內(nèi)容、研究思路與方法、創(chuàng)新點(diǎn)與不足進(jìn)行了闡述,為后面的寫作做鋪墊。第二部分主要介紹“國家示范性高職院校建設(shè)計(jì)劃”的背景,包括核心概念的界定、示范性高職院校建設(shè)的目的及任務(wù)。第三部分對河北省示范性高職院校建設(shè)第一個階段示范性院校建設(shè)在工學(xué)結(jié)合人才培養(yǎng)模式創(chuàng)新、校內(nèi)外實(shí)驗(yàn)實(shí)訓(xùn)基地建設(shè)、專兼結(jié)合師資隊(duì)伍建設(shè)、課程體系與教學(xué)內(nèi)容改革、社會服務(wù)能力提升這幾方面的成果進(jìn)行了梳理。第四部分對河北省示范性高職院校建設(shè)第二個階段骨干高職院校建設(shè)在校企合作人才培養(yǎng)模式建設(shè)、校內(nèi)外實(shí)踐教學(xué)基地建設(shè)、雙師素質(zhì)教師團(tuán)隊(duì)建設(shè)、教學(xué)質(zhì)量保障體系建設(shè)、社會輻射能力擴(kuò)展等方面成果進(jìn)行了梳理。第五部分對河北省示范性高職院校建設(shè)過程中獲得的啟示進(jìn)行梳理。
[Abstract]:In order to implement the spirit of the decision of the State Council on vigorously developing Vocational Education (Guofa [2005] 35), In November 2006, the Ministry of Education and the Ministry of Finance jointly launched the National Model higher Vocational College Construction Plan, which is known as the "211 Project" for the construction of high-level vocational colleges and universities in China. The State has arranged 2 billion yuan to support the construction of these 100 high-level demonstration colleges and universities, which have been listed as the "National exemplary higher Vocational College Construction Plan", requiring the innovation of personnel training models, the construction of practical training bases, and the construction of teachers' ranks. We have made substantial breakthroughs in the reform of the curriculum system and the teaching content, striving to be a model for development, a model for reform and a model for management, so as to promote the deepening of reform in vocational colleges and universities throughout the country. Raise the overall level of higher vocational education in China. So far, the program has been implemented for more than a decade. During this period, vocational colleges in Hebei Province have been selected in several batches. A total of eight colleges and universities have been selected for the National Model higher Vocational College Construction Plan, and all of them have passed the acceptance inspection of the acceptance Group. This paper takes the development process of the eight exemplary vocational colleges in Hebei Province as the starting point. By using the method of literature and case study, this paper analyzes the construction of the personnel training model, the experimental training base and the teaching staff of the eight exemplary higher vocational colleges during the construction of the demonstration colleges. The reform and achievements of curriculum system, teaching content reform and social service capacity building are studied and sorted out. The purpose of this paper is to provide a clear presentation of its exploration and achievements during the construction period. It can provide certain reference significance and exemplary role for the development of other vocational colleges and universities. This paper includes the following parts. The first part is the introduction. The reasons and significance of the topic, the current research situation, the research contents, the research ideas and methods, the innovation points and shortcomings are expounded. The second part mainly introduces the background of the "National exemplary Vocational College Construction Plan". It includes the definition of core concepts, the purpose and task of the construction of exemplary higher vocational colleges. The third part is the innovation of the model college construction in the first stage of the construction of the model vocational colleges in Hebei Province. The construction of experimental training bases in and out of the school, and the reform of the curriculum system and the teaching content, in combination with the construction of the contingent of teachers, The fourth part is about the construction of the core vocational colleges in the second stage of the construction of the model vocational colleges in Hebei Province, and the construction of the cooperative talents training mode between the school and the enterprise, and the construction of the practical teaching base inside and outside the school. The fifth part combs the achievements in the construction of quality teachers' team, the construction of teaching quality guarantee system, the expansion of social radiation ability and so on. The fifth part combs the enlightenment gained in the process of the construction of the demonstration vocational colleges in Hebei Province.
