職業(yè)教育立法與制度創(chuàng)新:國際比較的啟示

【摘要】:近年我國職業(yè)教育法修訂工作備受教育立法部門和職業(yè)教育領(lǐng)域相關(guān)利益機(jī)構(gòu)關(guān)注。立法作為一種社會(huì)治理手段,在形塑德國和英美國家職業(yè)教育發(fā)展實(shí)踐中發(fā)揮著重要作用。德國相關(guān)立法從制度框架上保障了學(xué)校和企業(yè)間、聯(lián)邦與各州間溝通和協(xié)調(diào)渠道,而英美國家在相關(guān)領(lǐng)域立法則相對(duì)較為松散和分立。我國修訂職業(yè)教育法,關(guān)鍵是處理好職業(yè)教育法與其他教育立法間的交叉關(guān)系,且須以職業(yè)教育制度創(chuàng)新為前提,包括強(qiáng)化以省為主的職教治理與經(jīng)費(fèi)統(tǒng)籌機(jī)制,對(duì)面向不同行業(yè)或職業(yè)領(lǐng)域的職業(yè)教育進(jìn)行分類改造,以及在發(fā)展條件相對(duì)成熟的行業(yè)或職業(yè)領(lǐng)域重組或創(chuàng)建專業(yè)性的法人社團(tuán)組織。
[Abstract]:In recent years, the revision of the Vocational Education Law in China has attracted the attention of the educational legislative departments and the relevant interest organizations in the field of vocational education. Legislation as a means of social governance, It plays an important role in shaping the practice of vocational education development in Germany and the United States and the United States. The relevant German legislation guarantees the channels of communication and coordination between schools and enterprises, between the federal and the states, and between the federal and the states in the framework of the system. However, the legislation of Anglo-American countries in related fields is relatively loose and separate. The key to the revision of vocational education law in China is to properly handle the intersecting relationship between vocational education law and other educational legislation, and must take the innovation of vocational education system as the premise. Including strengthening the provincial vocational education governance and funding coordination mechanism, and reforming the vocational education in different industries or vocational fields into different categories. And in the relatively mature development of the industry or occupation to restructure or create professional corporate organizations.
