公共產(chǎn)品視角下PPP模式應(yīng)用于高等職業(yè)教育的研究

【摘要】:自2014年開始,我國大力推行PPP模式,又稱政府和社會資本合作模式,在城市建設(shè)、公路鐵路、污水處理、垃圾處理等領(lǐng)域獲得廣泛的應(yīng)用。PPP模式不同于以往的偶發(fā)性政府與社會資本合作,而是以制度的形式強調(diào)通過政府和社會資本的合作,將社會資本引入到以前他們很少涉獵的領(lǐng)域,同時政府也可以減輕財政支出的壓力,并引入社會資本的管理技術(shù)和科學(xué)技術(shù),改變政府日趨僵化的行政系統(tǒng),提高政府效率。目前,我國高等職業(yè)教育領(lǐng)域存在著由政府主導(dǎo)的公辦職業(yè)院校和由社會資本主導(dǎo)的民辦職業(yè)院校,是政府為主、社會資本為補充的高等職業(yè)教育體系。經(jīng)過改革開放30多年的不斷發(fā)展變革,高職教育已成為我國教育體系中重要的組成部分,并為我國培養(yǎng)了大量的技能型或技術(shù)應(yīng)用型人才。但是我國高職教育在取得巨大成就的同時也面臨著一系列的問題,比如在經(jīng)費上投入不足、管理效率不高、教學(xué)質(zhì)量偏低等等,嚴重影響了高職教育在我國教育體系中地位,嚴重制約著高職教育對我國經(jīng)濟社會的促進作用。通過將PPP模式引入高等職業(yè)教育,可以發(fā)揮PPP模式的優(yōu)勢,促進我國高職教育的發(fā)展,緩解高職教育領(lǐng)域存在的問題,同時也可以完善目前高職教育領(lǐng)域存在的公辦院校的“校企合作”和民辦院校的“民辦公助”這樣松散的政府和社會資本合作。本文立足于職業(yè)教育的準公共性,通過六個部分的闡述,將PPP模式引入職業(yè)教育領(lǐng)域。第一部分主要闡述了選題的背景及意義、國內(nèi)外研究現(xiàn)狀、相關(guān)概念的界定;第二部分主要闡述本文研究的理論基礎(chǔ),包括公共產(chǎn)品理論和PPP理論,并以PPP模式的融資功能和管理功能作為后續(xù)章節(jié)的線索;第三部分首先闡述高等職業(yè)教育發(fā)展現(xiàn)狀,然后論述高等職業(yè)教育存在的問題,最后說明社會資本在高等職業(yè)教育領(lǐng)域發(fā)展現(xiàn)狀和制約的因素;第四部分論述職業(yè)教育PPP模式的適用性和可行性分析;第五部分論述職業(yè)教育PPP模式的機制設(shè)計,包括職業(yè)教育基礎(chǔ)設(shè)施PPP模式,公辦院!靶F蠛献鳌钡腜PP模式改進和民辦院!懊褶k公助”的PPP模式改進;第六部分是對本文的總結(jié)。
[Abstract]:Since the beginning of 2014, China's vigorous implementation of the PPP model, also known as the government and social capital cooperation mode in city construction, highway and railway, sewage treatment, garbage disposal and other widely used.PPP mode is different from the previous episodes of government and social capital cooperation, but in the form of the system emphasized by the government and social capital cooperation, the introduction of social capital to before they seldom dabbled in the field at the same time, the government can also reduce the pressure of fiscal expenditure, management technology and the introduction of social capital and the science and technology administrative system, change the government increasingly rigid, to improve the efficiency of the government. At present, the higher occupation education in our country exist in the field of government led public occupation colleges led by the social capital of private colleges is the main occupation, government, higher occupation education system of social capital as the supplement. After 30 years of reform and opening up Development and reform, higher vocational education has become an important part of our country's education system, and to develop skills or technical talents. But a large number of China's Higher Vocational Education in China has made great achievements but also facing a series of problems, such as funding investment insufficient, management efficiency is not high the teaching quality is low, and so on, seriously affecting the status of Higher Vocational Education in the education system of our country, seriously restricting the promotion of Higher Vocational Education in our country's economy and society. By introducing PPP model of higher occupation education, can play the advantages of PPP mode, promote the development of China's higher vocational education, higher vocational education has a problem in the field of ease at the same time, it can improve the existing vocational education in the field of public colleges and private colleges "school enterprise cooperation" of the "governmental support" loose government and social capital cooperation based. In the quasi public occupation education, through the six part of the paper, the PPP model into the occupation education field. The first part mainly expounds the background and significance of the topic, research status at home and abroad, the definition of related concepts; the second part mainly expounds the theoretical basis of this study, including the theory of public goods and the theory of PPP, and the the PPP mode of financing function and management function as the following chapters clues; the third part is the higher occupation education development status, and then discusses the existence of higher occupation education, the higher occupation education in the field of social capital in the development status and restriction factors; the fourth part discusses the feasibility and applicability of PPP mode of occupation education; mechanism the fifth part discusses the design of PPP mode including occupation education, occupation education infrastructure PPP mode, public colleges "school enterprise cooperation" mode PPP Improvement of private colleges and the "governmental support" of the PPP model; the sixth part is the summary of this article.
