【摘要】：當(dāng)前，學(xué)生軍訓(xùn)工作在國(guó)家的倡導(dǎo)下，素質(zhì)教育的時(shí)代背景下，受到越來(lái)越多的重視。天津市作為全國(guó)職業(yè)教育相對(duì)發(fā)達(dá)地區(qū)，如何在高職院校內(nèi)更好的完成學(xué)生軍訓(xùn)工作，克服學(xué)生軍訓(xùn)工作過(guò)程中存在的問(wèn)題，并提出有效的解決策略，成為當(dāng)前的關(guān)鍵點(diǎn)。 本文在分析、綜述國(guó)內(nèi)外高校學(xué)生軍訓(xùn)工作發(fā)展的現(xiàn)狀、總結(jié)國(guó)內(nèi)外高校學(xué)生軍訓(xùn)工作經(jīng)驗(yàn)與啟示的基礎(chǔ)上，結(jié)合天津市的實(shí)際情況，闡述了高職院校學(xué)生軍訓(xùn)工作過(guò)程中存在的問(wèn)題，并具體分析了高職院校學(xué)生軍訓(xùn)工作中產(chǎn)生問(wèn)題的原因：由于重視程度不夠而導(dǎo)致的長(zhǎng)效性差，由于師資短缺而導(dǎo)致的人員配置不夠，由于軍訓(xùn)時(shí)間的不合理導(dǎo)致的軍事理論課教學(xué)質(zhì)量不高，軍訓(xùn)內(nèi)容簡(jiǎn)單，由于思想工作的不到位導(dǎo)致的軍訓(xùn)過(guò)程中學(xué)生的積極性不高，由于體制機(jī)制的不健全導(dǎo)致的培養(yǎng)方案不完善，，培養(yǎng)目標(biāo)尚未完全實(shí)現(xiàn)。 針對(duì)當(dāng)前高職院校學(xué)生軍訓(xùn)過(guò)程中存在的問(wèn)題，提出以下建議：首先，以國(guó)家相關(guān)部門、天津市教委等相關(guān)部門、高職院校自身、輔導(dǎo)員、班集體為參與主體的各部門或個(gè)人要加強(qiáng)對(duì)高等職業(yè)教育學(xué)生軍訓(xùn)工作的宣傳力度；其次，要建立自上而下的完善獨(dú)立的軍訓(xùn)工作機(jī)構(gòu)，加大學(xué)生軍訓(xùn)基地建設(shè)，提高軍訓(xùn)基地的利用率，培養(yǎng)專業(yè)的師資力量來(lái)保障高職院校學(xué)生軍訓(xùn)工作的機(jī)構(gòu)和人員的落實(shí)；再次，要規(guī)范學(xué)生軍訓(xùn)工作的機(jī)構(gòu)設(shè)置，規(guī)范學(xué)生軍訓(xùn)工作的人員培養(yǎng)和使用標(biāo)準(zhǔn)，規(guī)范軍訓(xùn)理論課的教材，豐富軍訓(xùn)的內(nèi)容，保障學(xué)生軍訓(xùn)工作的規(guī)范化；然后，要建立一支以本校教師為主的軍事理論課師資隊(duì)伍，并將其納入到教師編制之中，完善教師的競(jìng)爭(zhēng)和考核機(jī)制，提高幫訓(xùn)教官的素質(zhì)，加強(qiáng)紀(jì)律管理以保障師資的穩(wěn)定和質(zhì)量；繼而，要加強(qiáng)學(xué)生軍訓(xùn)期間的心理輔導(dǎo)和思想教育，積極做好軍訓(xùn)前的動(dòng)員工作，開展多種形式的文體活動(dòng)，緩解參訓(xùn)學(xué)生的心理壓力；最后，要完善政策、法律法規(guī)保障體系，建立收支清晰，來(lái)源充足的經(jīng)費(fèi)保障體系，建立充足的師資人員保障體系，加強(qiáng)各協(xié)同部門的合作配合。
[Abstract]:At present, the work of student military training has been paid more and more attention under the background of the times of quality education and initiated by the country. As a relatively developed area of vocational education in the whole country, how can Tianjin, as a relatively developed area of vocational education, better complete the work of military training for students in higher vocational colleges? It is a key point to overcome the problems existing in the process of military training for students and to put forward effective solutions. On the basis of analyzing and summarizing the current situation of the development of military training for college students at home and abroad, and summarizing the experience and enlightenment of military training work in colleges and universities at home and abroad, this paper combines the actual situation of Tianjin. This paper expounds the problems existing in the process of military training for students in higher vocational colleges, and analyzes the causes of the problems in the work of military training for students in higher vocational colleges. Due to the shortage of teachers, the staffing is not enough, the teaching quality of the military theory course is not high, the content of the military training is simple, and the enthusiasm of the middle school students in the military training process is not high due to the lack of ideological work. Due to the imperfect institutional mechanism, the training program is not perfect, and the training goal has not been fully realized. In view of the problems existing in the process of military training for students in higher vocational colleges, the following suggestions are put forward: first, with the relevant departments of the State, Tianjin Education Commission and other relevant departments, the higher vocational colleges themselves, the counselors, The class collective should strengthen the propaganda of the military training work of the students in higher vocational education for the participating departments or individuals. Secondly, it is necessary to establish a top-down, perfect and independent military training work organization, and to add the construction of military training bases for college students. To improve the utilization rate of military training bases and train professional teachers to ensure the implementation of the institutions and personnel of the military training work for students in higher vocational colleges; thirdly, to standardize the institutional setting of military training work for students. We should standardize the standards for training and using students in military training, standardize the teaching materials of military training theory courses, enrich the contents of military training, and ensure the standardization of military training work for students. And it should be brought into the teacher establishment, perfect the competition and examination mechanism of teachers, improve the quality of help trainers, strengthen discipline management to ensure the stability and quality of teachers, and then strengthen the psychological guidance and ideological education of students during military training. We should actively do a good job of mobilization before military training, carry out various forms of recreational and cultural activities, and relieve the psychological pressure of the students participating in the training. Finally, we should improve policies, laws and regulations, and establish a system of financial security with clear income and expenditure and sufficient sources of funding. Establish adequate teacher support system, and strengthen the cooperation of various departments.
