河北省高職院校畢業(yè)生就業(yè)質(zhì)量評(píng)價(jià)體系研究

【摘要】:就業(yè)是現(xiàn)代社會(huì)生活中一個(gè)非常重要的問(wèn)題,是國(guó)民經(jīng)濟(jì)發(fā)展的基礎(chǔ),更是國(guó)家穩(wěn)定的基礎(chǔ)。就業(yè)為市場(chǎng)經(jīng)濟(jì)條件下的個(gè)人提供了生存和發(fā)展的基本條件。高等教育大眾化后期,提升高等教育質(zhì)量是我們現(xiàn)階段高等教育的重點(diǎn)工作。為了全面系統(tǒng)提升我國(guó)高等教育的質(zhì)量,《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010—2020)中提出要對(duì)教育質(zhì)量評(píng)價(jià)和人才評(píng)價(jià)的制度進(jìn)行全面的改革。高職院校畢業(yè)生就業(yè)質(zhì)量越來(lái)越被國(guó)家、社會(huì)及學(xué)校重視與關(guān)心,衡量高校辦學(xué)水平的高低,畢業(yè)生的就業(yè)質(zhì)量已成為一個(gè)重要指標(biāo)。所以,提高畢業(yè)生就業(yè)水平、提升就業(yè)質(zhì)量已越來(lái)越成為目前高校重點(diǎn)工作。目前,隨著人力資源市場(chǎng)競(jìng)爭(zhēng)的日益加劇,高職畢業(yè)生就業(yè)難問(wèn)題引起了社會(huì)各界的廣泛關(guān)注。教育部在評(píng)價(jià)高等院校畢業(yè)生就業(yè)工作的過(guò)程中,把“一次性就業(yè)率”作為核心指標(biāo),推動(dòng)了高等學(xué)校大學(xué)生就業(yè)工作的改革與發(fā)展。但是“一次性就業(yè)率”只能反映出某一階段就業(yè)人數(shù)數(shù)量的情況,不能對(duì)整體就業(yè)的質(zhì)量上作出科學(xué)評(píng)價(jià)。因此,要認(rèn)真分析影響高職院校畢業(yè)生就業(yè)質(zhì)量氋低的各種因素,設(shè)計(jì)出一套切實(shí)可行的、涵蓋影響就業(yè)質(zhì)量高低的主要因素的高職院校畢業(yè)生就業(yè)質(zhì)量評(píng)價(jià)系,為當(dāng)前教育行政部門(mén)提供一套科學(xué)性、準(zhǔn)確性的體系。為了解高職院校畢業(yè)生的就業(yè)狀況,提高高職院校畢業(yè)生就業(yè)質(zhì)量,本研究對(duì)河北省高職院校畢業(yè)生的就業(yè)質(zhì)量評(píng)價(jià)體系做了詳細(xì)研究。由此,筆者首先通過(guò)查閱相關(guān)文獻(xiàn),對(duì)以往關(guān)于就業(yè)質(zhì)量的研究進(jìn)行搜集整理,并進(jìn)行了論述,包括國(guó)內(nèi)外的研究現(xiàn)狀及理論依據(jù)。其次,結(jié)合現(xiàn)階段河北省高職院校畢業(yè)生的特點(diǎn)和實(shí)際情況,選擇出河北省高職院校畢業(yè)生就業(yè)質(zhì)量的評(píng)價(jià)內(nèi)容,運(yùn)用問(wèn)卷調(diào)查法、德?tīng)柗品?構(gòu)建出評(píng)價(jià)體系的初步模型。再次,結(jié)合層次分析法和相關(guān)數(shù)學(xué)計(jì)算軟件,確定各指標(biāo)的權(quán)重,確定最終的評(píng)價(jià)體系。最后簡(jiǎn)要介紹評(píng)價(jià)體系的實(shí)施過(guò)程及建議。
[Abstract]:Employment is a very important issue in modern social life and the basis for the development of the national economy. Employment provides the basic conditions for the survival and development of individuals in the market economy. In the later period of popularization of higher education, Improving the quality of higher education is the key work of our higher education at the present stage. In order to improve the quality of higher education in China comprehensively and systematically, it is proposed in the outline of the National medium and long term Education Reform and Development Plan 2010-2020 that the quality of education should be evaluated. Comprehensive reform of the system of evaluation of talents. The quality of employment of graduates from higher vocational colleges has been more and more popular in the country. Society and schools attach importance to and care, measure the level of running a university, graduate employment quality has become an important indicator. Therefore, improve the employment level of graduates, Improving the quality of employment has become an increasingly important task in colleges and universities. At present, with the increasing competition in the human resources market, The difficulty of obtaining employment for higher vocational graduates has aroused widespread concern from all walks of life. The Ministry of Education regards "one-time employment rate" as the core index in the process of evaluating the employment work of graduates in colleges and universities. It has promoted the reform and development of the employment of college students. But the "one-off employment rate" can only reflect the number of employed people in a certain period, and can not make a scientific evaluation on the quality of the overall employment. It is necessary to carefully analyze the various factors that affect the employment quality of the graduates of higher vocational colleges, and design a set of feasible and main factors that affect the employment quality of the graduates of higher vocational colleges, namely, the evaluation department of the employment quality of the graduates in higher vocational colleges. To provide a set of scientific and accurate system for the current educational administrative departments, to understand the employment situation of graduates of higher vocational colleges and to improve the quality of employment of graduates in higher vocational colleges, This study makes a detailed study on the evaluation system of the employment quality of the graduates of higher vocational colleges in Hebei Province. Secondly, according to the characteristics and actual conditions of the graduates of higher vocational colleges in Hebei Province at present, the evaluation content of employment quality of graduates of higher vocational colleges in Hebei Province is selected, and the method of questionnaire is used to evaluate the employment quality of graduates in higher vocational colleges in Hebei Province. The Delphi method is used to construct the preliminary model of the evaluation system. Thirdly, the weight of each index is determined and the final evaluation system is determined by using AHP and related mathematical calculation software. Finally, the implementation process and suggestions of the evaluation system are briefly introduced.
