【摘要】：隸屬關(guān)系是影響高職院校辦學(xué)的重要因素。隸屬關(guān)系以高職教育的基本屬性作為自我建構(gòu)的內(nèi)在邏輯,包括行政體制中縱向?qū)蛹?jí)設(shè)計(jì)的"省級(jí)統(tǒng)籌說"與"市級(jí)統(tǒng)籌說"和橫向職能配置的"單一部門管理型說"與"多部門管理型說"。隸屬關(guān)系的職能表現(xiàn)為主管部門對高職院校領(lǐng)導(dǎo)干部的管理體制、經(jīng)費(fèi)來源渠道、辦學(xué)自主權(quán)具有影響力。解決隸屬關(guān)系影響問題的策略包括:以省級(jí)政府為主統(tǒng)籌管理,吸收單一部門管理模式的優(yōu)點(diǎn)實(shí)行教育部門主導(dǎo)、行業(yè)廳局參與的多部門分散管理;在內(nèi)涵方面,要打破隸屬部門界限組建干部團(tuán)隊(duì),以省級(jí)財(cái)政為主實(shí)行無差別撥款,擴(kuò)大高職院校的辦學(xué)自主權(quán)。
[Abstract]:The subordinate relationship is an important factor affecting the running of higher vocational colleges, and the basic attributes of higher vocational education are taken as the internal logic of self-construction. The "provincial overall planning theory" and "municipal overall planning theory" and "single-department management theory" and "multi-sector management theory" of horizontal function allocation are included in the vertical hierarchy design of the administrative system. The function of the subordinate relationship is manifested as the competent department. The management system of leading cadres in higher vocational colleges, The strategies to solve the problem include: the provincial government is the main overall management, the advantages of the single sector management model should be absorbed, and the education sector will lead the management. In terms of connotation, it is necessary to break down the limits of subordinate departments to set up a cadre team, to give priority to provincial finance and to implement non-differentiated allocations, and to expand the autonomy of higher vocational colleges in running a school.
