民辦職業(yè)教育存在的問題及對(duì)策探析

【摘要】:近年來,國家出臺(tái)多項(xiàng)政策支持、鼓勵(lì)職業(yè)教育,這給民辦職業(yè)教育帶來了更多的發(fā)展機(jī)遇。民辦職業(yè)學(xué)校在良好的政策指導(dǎo)下,如雨后春筍般紛紛建立,但是辦學(xué)混亂,惡意招生等問題突顯,使得民辦職業(yè)學(xué)校成為“賺錢”的代名詞。發(fā)現(xiàn)問題并對(duì)其進(jìn)行剖析和解決將是本文的重點(diǎn)。 本文共分四個(gè)部分:第一部分,緒論。主要對(duì)選題背景和意義、文獻(xiàn)綜述、研究方法等進(jìn)行說明。第二部分,對(duì)職業(yè)教育的涵義和民辦職業(yè)教育進(jìn)行闡述。第三部分,民辦職業(yè)教育的基本現(xiàn)狀分析。第四部分,民辦職業(yè)教育發(fā)展的途徑。第三、第四部分,均是從政府與自身兩方面來進(jìn)行問題的提出和對(duì)策研究。其中第三部分主要提出了民辦職業(yè)學(xué)校發(fā)展過程中管理體制松散、教學(xué)改革薄弱、經(jīng)費(fèi)來源單一、師資隊(duì)伍不健全、生源數(shù)量、質(zhì)量低、公辦民辦教育地位不平等以及政府扶持力度不夠等問題。這些問題在第四部分中,通過文獻(xiàn)法、比較法等研究方法,借鑒了美國、德國等優(yōu)秀辦學(xué)經(jīng)驗(yàn),并通過總結(jié)本人在民辦職業(yè)教育多年工作實(shí)踐的基礎(chǔ)上,給予了詳盡的對(duì)策回答。此外,在克服民辦職業(yè)學(xué)校辦學(xué)弊端中,提出民辦職業(yè)教育必須以特色辦學(xué)為理念,以提高學(xué)生的思想道德為基礎(chǔ),以校企聯(lián)合保障就業(yè)為目標(biāo),創(chuàng)立品牌優(yōu)化資源等一些切實(shí)可行的對(duì)策和建議,,力圖增強(qiáng)我國民辦職業(yè)教育在今后發(fā)展中的科學(xué)性、時(shí)代性與可持續(xù)性。
[Abstract]:In recent years, the state has issued a number of policy support to encourage vocational education, which has brought more opportunities for the development of private vocational education. Under the guidance of good policies, private vocational schools have been established one after another. However, the confusion of running a school and malevolent enrollment make the private vocational school become the synonym of "making money". It will be the focus of this paper to find the problem and to analyze and solve it. This paper is divided into four parts: the first part, introduction. The main topics of the background and significance, literature review, research methods and so on. The second part. The meaning of vocational education and private vocational education are expounded. The third part, the basic status of private vocational education analysis. 4th, private vocational education development approach. Third, 4th parts. The third part mainly points out the loose management system, weak teaching reform and single source of funds in the development of private vocational schools. The teaching staff is not perfect, the number of students is low, the quality is low, the status of public private education is not equal, and the government support is not enough. In the 4th part, through the methods of literature, comparative law and other research methods. Learn from the United States, Germany and other outstanding school experience, and through the summary of private vocational education on the basis of years of work practice, to give detailed countermeasures. In addition, in overcoming the shortcomings of private vocational schools. This paper puts forward some feasible countermeasures and suggestions for private vocational education, such as the idea of running a school with special features, improving students' ideology and morality, taking the joint guarantee of employment between school and enterprise as the goal, creating brand and optimizing resources, and so on. This paper tries to strengthen the scientific, contemporary and sustainable development of private vocational education in China.
