高職院校國家助學(xué)金政策問題研究

【摘要】:自1952年“人民助學(xué)金”制度出臺以來,為適應(yīng)社會發(fā)展和高等教育自身發(fā)展的需要,同時解決貧困大學(xué)生在校期間的經(jīng)濟(jì)困難,國家制定了一系列的助學(xué)政策。2007年我國新的國家助學(xué)金政策正式確立至今也有6年的時間了,在此期間該項政策的實施解決了我國高校特別是高職院校許多貧困學(xué)生的實際困難,體現(xiàn)了政府的公共管理職能。但同時,該項政策本身所存在的缺陷在新形勢下又一定程度上影響了政府公共管理職能的實現(xiàn)效率。 本文通過對相關(guān)文獻(xiàn)資料的搜集、整理和分析,了解了我國高校助學(xué)金政策的發(fā)展歷史及各階段的相關(guān)規(guī)定,和近年來普通高校助學(xué)金政策的執(zhí)行情況。同時對長沙市兩所高職院校進(jìn)行實地調(diào)研和訪談,調(diào)查、分析了目前學(xué)生對國家助學(xué)金政策的認(rèn)知情況及該項政策的實際執(zhí)行效果。綜合各方面的調(diào)查研究發(fā)現(xiàn)當(dāng)前我國現(xiàn)行的高校國家助學(xué)金政策本身存在價值取向不明確;資助對象認(rèn)定體系不科學(xué)等問題。同時,在政策執(zhí)行過程中存在執(zhí)行主體不獨立,不專業(yè);宣傳工作不到位;名額分配制度僵化;心理救助缺失等問題。通過對比美國、英國、日本等發(fā)達(dá)國家在高校助學(xué)金政策方面的不同處理辦法,及其各自所取得的成效和先進(jìn)經(jīng)驗。對我國現(xiàn)行的國家助學(xué)金政策提出以下改革意見:對于政策本身,要明確價值取向;制定科學(xué)的認(rèn)定標(biāo)準(zhǔn)和評定程序。在政策執(zhí)行過程中做到明確執(zhí)行主體,強(qiáng)化其職能;加大宣傳力度;設(shè)立資助政策“套餐”;加大復(fù)核力度,建立長效監(jiān)督機(jī)制;加強(qiáng)心理救助。
[Abstract]:Since the "people's Grant" system was introduced in 1952, in order to meet the needs of social development and the development of higher education itself, at the same time to solve the economic difficulties of poor college students. The state has formulated a series of student aid policies. In 2007, the new national financial aid policy has been established for six years. During this period, the implementation of this policy has solved the practical difficulties of many poor students in colleges and universities, especially in higher vocational colleges, and reflected the public management functions of the government. But at the same time. The defects of the policy itself affect the efficiency of the government's public management function to a certain extent in the new situation. Through the collection, collation and analysis of the relevant literature, this article has understood the history of the development of the stipend policy of colleges and universities and the relevant regulations of each stage. And in recent years, the implementation of financial aid policy in colleges and universities. At the same time, two vocational colleges in Changsha were investigated and interviewed. This paper analyzes the students' cognition of the state grant policy and the actual effect of the policy. Through the investigation and research in all aspects, it is found that the current national grant policy of colleges and universities in our country has no value orientation in itself. Clear; At the same time, in the process of policy implementation, the executive body is not independent and unprofessional; The propaganda work is not in place; Rigid quota allocation system; Through the comparison of the United States, the United Kingdom, Japan and other developed countries in college grant policy in different ways. And their respective achievements and advanced experiences. This paper puts forward the following suggestions on the reform of China's current national grant policy: to the policy itself, it is necessary to make clear the value orientation; Establish scientific standards and evaluation procedures. In the process of policy implementation, make clear the main body of implementation, strengthen its functions; Strengthen propaganda; The establishment of a subsidy policy "package"; Strengthen the review and establish a long-term supervision mechanism; Strengthen psychological assistance.
