【摘要】：20世紀(jì)80年代以來(lái)，我國(guó)的民辦高職院校得到了長(zhǎng)足的發(fā)展，有效緩解了高等教育需求增長(zhǎng)與教育資源不足的矛盾。我國(guó)民辦高職院校在取得巨大成就的同時(shí)也面臨著許多困難，其中最主要的困難就是資金短缺。民辦高職院校與公立高校不完全相同，民辦高職院校有其自身的特殊性：辦學(xué)資金由社會(huì)力量自籌，面向市場(chǎng)，自負(fù)盈虧，發(fā)展面臨著一系列的特殊問(wèn)題。因此，融資問(wèn)題己經(jīng)成為制約民辦高職院校發(fā)展的瓶頸因素。 本文采用案例分析、比較分析以及文獻(xiàn)法對(duì)湖南外國(guó)語(yǔ)職業(yè)學(xué)院的融資現(xiàn)狀進(jìn)行了研究。湖南外國(guó)語(yǔ)職業(yè)學(xué)院的融資方式主要有學(xué)費(fèi)、貸款、社會(huì)捐贈(zèng)、企業(yè)投資、后勤社會(huì)化等。湖南外國(guó)語(yǔ)職業(yè)學(xué)院融資雖然實(shí)現(xiàn)了方式多樣，但是實(shí)質(zhì)卻比較單一，存在不少問(wèn)題：學(xué)費(fèi)己無(wú)更大的上漲空間，在短時(shí)間內(nèi)無(wú)法改變社會(huì)捐贈(zèng)很少的狀況，學(xué)院貸款也因?yàn)樾刨J政策的限制難以滿足學(xué)院發(fā)展的需要。其他如后勤社會(huì)化等融資方式雖然在湖南外國(guó)語(yǔ)職業(yè)學(xué)院得到了實(shí)施，但是不能成為學(xué)院的主要融資方式。湖南外國(guó)語(yǔ)職業(yè)學(xué)院的融資現(xiàn)狀很難保證其自身的持續(xù)發(fā)展，因此，解決當(dāng)前湖南外國(guó)語(yǔ)職業(yè)學(xué)院融資存在的問(wèn)題，實(shí)現(xiàn)多元化融資是促進(jìn)學(xué)院發(fā)展的迫切需要。通過(guò)對(duì)美國(guó)和日本這兩個(gè)私立學(xué)校發(fā)達(dá)國(guó)家融資模式比較，得出對(duì)我國(guó)的啟示：要健全相關(guān)的法律制度;政府要加大對(duì)民辦高校的支持;民辦高校要爭(zhēng)取社會(huì)力量的幫助，拓寬融資渠道等等。在此基礎(chǔ)上本文提出了針對(duì)湖南外國(guó)語(yǔ)職業(yè)學(xué)院多元化融資問(wèn)題的對(duì)策和建議。
[Abstract]:Since 1980s, the private higher vocational colleges in our country have got considerable development. It effectively alleviates the contradiction between the increasing demand for higher education and the shortage of educational resources. Private vocational colleges in our country have made great achievements and are facing many difficulties at the same time. The most important difficulty is the shortage of funds. Private higher vocational colleges and public colleges are not exactly the same, private higher vocational colleges have their own particularity: school funds by the social forces of self-financing, market-oriented, self-financing. Development is faced with a series of special problems, therefore, the financing problem has become a bottleneck factor restricting the development of private vocational colleges. This paper uses case study, comparative analysis and literature method to study the current financing situation of Hunan Foreign language Vocational College. The main financing methods of Hunan Foreign language Vocational College are tuition, loan and social donation. Enterprise investment, logistics socialization, etc. Although the financing of Hunan Foreign language Vocational College has achieved a variety of ways, but the substance is relatively single, there are many problems: tuition has no more room to rise. It is impossible to change the state of social donation in a short period of time. College loan also because of the restrictions of credit policy can not meet the needs of the development of the college. Other financing methods such as logistics socialization have been implemented in Hunan Foreign language Vocational College. However, it can not become the main financing mode of Hunan Foreign language Vocational College. The current financing situation of Hunan Foreign language Vocational College is very difficult to ensure its own sustainable development, therefore, to solve the current financing problems of Hunan Foreign language Vocational College. The realization of diversified financing is the urgent need to promote the development of the college. By comparing the financing models of the two developed countries, the United States and Japan, the author draws the enlightenment to our country: perfecting the relevant legal system; The government should increase its support to private colleges and universities; Private colleges and universities should strive for the help of social forces, broaden the financing channels and so on. On this basis, this paper puts forward the countermeasures and suggestions for the diversification of financing problems in Hunan Foreign language Vocational College.
