【摘要】:長期以來,中等職業(yè)學(xué)校普遍未給予后勤隊伍建設(shè)工作應(yīng)有的重視,缺少后勤員工隊伍發(fā)展規(guī)劃,缺少對后勤員工隊伍的培養(yǎng)、培訓(xùn)。中等職業(yè)學(xué)校對于使用的臨時工,用工方式多種多樣,用工過程中的不規(guī)范、不合法現(xiàn)象很普遍,用工隨意性大,用工風(fēng)險也大。《勞動合同法》、《社會保險法》的相繼頒布施行,事業(yè)單位人事制度改革的緩慢推進,中等職業(yè)學(xué)校學(xué)生個性化服務(wù)需求的日益增長,使中等職業(yè)學(xué)校后勤用工面臨著新形勢新問題,用工制度改革面臨新的挑戰(zhàn)。問題如果不能得到正確、有效的解決,將直接影響中等職業(yè)學(xué)校后勤社會化改革的進程與成效,影響到中等職業(yè)學(xué)校后勤的穩(wěn)定與發(fā)展,是事關(guān)中等職業(yè)學(xué)校和諧、穩(wěn)定、發(fā)展的重要因素。 當前,中等職業(yè)學(xué)校后勤用工中存在的主要問題,一是用人制度不健全,勞動關(guān)系不平等;二是薪酬福利制度不完善,,同工不同酬的問題嚴重;三是人力資源開發(fā)不足,人員結(jié)構(gòu)不合理。 深入分析問題產(chǎn)生的原因,有法律規(guī)定及執(zhí)法的局限性、國家對事業(yè)單位后勤用工方面的政策缺乏等法律、政策方面的原因,有中等職業(yè)學(xué)校方面的原因;同時,臨時工本身也存在原因,主要表現(xiàn)在缺乏危機意識和競爭意識,社會保險、勞動法律知識欠缺。深化中等職業(yè)學(xué)校后勤用工制度改革,要堅持政府主導(dǎo)、社會效益優(yōu)先、以人為本的原則,有選擇的實施服務(wù)外包,引入社會優(yōu)質(zhì)企業(yè)提升后勤服務(wù);有選擇的采取勞務(wù)派遣用工方式,依法實現(xiàn)規(guī)范用工;有選擇的采取非全日制用工方式,合理降低用工成本;在關(guān)鍵崗位實行“準事業(yè)編制”,破解中等職業(yè)學(xué)校后勤高技能人才隊伍建設(shè)瓶頸。同時,應(yīng)健全中等職業(yè)學(xué)校后勤隊伍建設(shè)機制,建立健全科學(xué)公正的績效評價體系,激發(fā)人才潛能;加強協(xié)調(diào)合作力度,優(yōu)化學(xué)校后勤用工監(jiān)管模式。
[Abstract]:For a long time, secondary vocational schools generally do not give the logistics team construction work due attention, lack of logistics staff development plan, lack of logistics staff training. Training. Secondary vocational schools for the use of temporary workers, the use of a variety of ways, the process of employment is not standardized, illegal phenomenon is very common, the use of arbitrary large, the risk of employment is also large. (Labor contract Law). The "Social Insurance Law" has been promulgated and implemented one after another, the personnel system reform of public institutions is advancing slowly, and the demand for individualized service of secondary vocational school students is increasing day by day. So that the secondary vocational school logistics labor is faced with new situation and new problems, the employment system reform faces new challenges. If the problem can not be correctly, effective solution. It will directly affect the process and effect of the socialization reform of the secondary vocational school logistics, and affect the stability and development of the secondary vocational school logistics. It is an important factor related to the harmony, stability and development of the secondary vocational school. At present, the main problems existing in the logistics employment in secondary vocational schools are as follows: first, the employment system is not perfect, and the labor relations are not equal; Second, the compensation and welfare system is not perfect, and the problem of different pay for equal work is serious; Third, the human resources development is insufficient, the personnel structure is unreasonable. Deep analysis of the causes of the problem, there are legal provisions and limitations of law enforcement, the lack of government policy on the logistics of institutions, such as the lack of laws, policy reasons, there are secondary vocational school reasons; At the same time, temporary workers themselves also exist reasons, mainly in the lack of crisis awareness and competition awareness, social security, lack of knowledge of labor law. Deepening the reform of secondary vocational school logistics employment system, we should adhere to government-led. Social benefit priority, people-oriented principle, selective implementation of service outsourcing, introduction of high-quality social enterprises to enhance logistics services; Selectively adopting the method of labor dispatch and standardizing employment according to law; Adopt the part-time employment mode selectively and reduce the labor cost reasonably; At the same time, we should perfect the construction mechanism of secondary vocational school logistics team. Establish a scientific and fair performance evaluation system to stimulate the potential of talent; Strengthen coordination and cooperation, optimize the school logistics labor supervision model.
