臨河地區(qū)實(shí)施幼兒園目標(biāo)管理問(wèn)題與對(duì)策研究

【摘要】: 幼兒園目標(biāo)管理是以目標(biāo)為中心進(jìn)行的一系列管理活動(dòng)。它始終以目標(biāo)作為出發(fā)點(diǎn)和歸宿,特別強(qiáng)調(diào)以目標(biāo)指導(dǎo)行動(dòng),以成果和貢獻(xiàn)作為管理活動(dòng)的重點(diǎn),強(qiáng)調(diào)目標(biāo)實(shí)現(xiàn)的整體意識(shí)。目標(biāo)管理是一種系統(tǒng)整體的管理方法,同時(shí)又是一種自我管理的方法,一種重視成果的管理方法。因此非常適合于具有一定主觀能動(dòng)性,又重視自我價(jià)值實(shí)現(xiàn)的幼兒園教職工群體的管理。 20世紀(jì)90年代,幼兒園將目標(biāo)管理引入自身管理中,證實(shí)目標(biāo)管理對(duì)于提高幼兒園管理水平與效能起著非常重要的作用。但是目標(biāo)管理是針對(duì)企業(yè)管理提出的,由于幼兒園管理本身的特性——教育性,所以幼兒園在運(yùn)用目標(biāo)管理時(shí)出現(xiàn)了一些問(wèn)題,影響幼兒園管理水平的提高。臨河地區(qū)的幼兒園為提高管理效能,絕大多數(shù)幼兒園運(yùn)用了目標(biāo)管理。在運(yùn)用目標(biāo)管理的這些年里,也出現(xiàn)了一些問(wèn)題影響幼兒園管理效能的提高。本研究通過(guò)研究臨河實(shí)施幼兒園目標(biāo)管理現(xiàn)狀與存在問(wèn)題,并對(duì)存在的問(wèn)題提出針對(duì)性的意見(jiàn),希望可以提高臨河區(qū)幼兒園目標(biāo)管理水平,并為其他幼兒園提供借鑒經(jīng)驗(yàn)。 本研究向臨河區(qū)10所幼兒園的部分教師發(fā)放了問(wèn)卷,并對(duì)6位園長(zhǎng)和2名保教主任進(jìn)行了訪談,在研究過(guò)程中具體運(yùn)用文獻(xiàn)法、問(wèn)卷和訪談?wù){(diào)查法。通過(guò)對(duì)120位教職工的問(wèn)卷調(diào)查獲取定量數(shù)據(jù),分析概括出一般性結(jié)論,并選擇其中4位幼兒園園長(zhǎng)進(jìn)行訪談,全面獲得幼兒園實(shí)施目標(biāo)管理現(xiàn)狀的資料,分析影響其效能的原因,獲得了真實(shí)而可靠的資料。 本研究在分析目標(biāo)管理理論與實(shí)踐研究、學(xué)校目標(biāo)管理理論與實(shí)踐研究與幼兒園目標(biāo)管理相關(guān)研究的基礎(chǔ)上,以臨河地區(qū)幼兒園目標(biāo)管理工作為例,結(jié)合收集的資料,對(duì)臨河地區(qū)實(shí)施幼兒園目標(biāo)管理的概況進(jìn)行了介紹。首先,將臨河地區(qū)實(shí)施幼兒園目標(biāo)目標(biāo)管理的歷程分為三個(gè)階段,即起步階段、逐步完善階段和深化階段。其次,根據(jù)調(diào)查發(fā)現(xiàn)臨河地區(qū)幼兒園目標(biāo)管理已經(jīng)初見(jiàn)成效,無(wú)論是教育主管部門還是幼兒園都建立較完善的目標(biāo)管理考核體系,對(duì)于提高幼兒園管理水平起到了非常重要的作用。第三,雖然目標(biāo)管理在幼兒園管理運(yùn)用中發(fā)揮了重要的作用,但是仍然在目標(biāo)制定、目標(biāo)分解、目標(biāo)管理實(shí)施過(guò)程的控制和考核方面存在問(wèn)題。究其原因在于:幼兒園教職工的思想、知識(shí)結(jié)構(gòu)與目標(biāo)管理的要求存在偏差;缺乏民主參與、有效的溝通、回饋、修正與監(jiān)督機(jī)制;幼兒園目標(biāo)管理考核周期過(guò)長(zhǎng);校辦園缺乏辦園自主權(quán);教育主管部門引導(dǎo)、檢查力度不夠。 最后,針對(duì)臨河地區(qū)幼兒在實(shí)施目標(biāo)管理中存在的問(wèn)題,從目標(biāo)管理實(shí)施前的準(zhǔn)備、保證目標(biāo)管理過(guò)程的暢通、保證民主參與、幼兒園組織文化、校辦幼兒園自主權(quán)、教育主管部門等方面提出了有針對(duì)性的建議。
[Abstract]:Kindergarten objective management is a series of management activities centered on objectives. It always takes the goal as the starting point and the end result, with special emphasis on the goal guiding the action, the result and the contribution as the focal point of the management activity, and emphasizes the overall consciousness of the goal achievement. Objective management is not only a systematic management method, but also a self-management method, a results-based management method. Therefore, it is very suitable for the management of kindergarten teaching staff which has certain subjective initiative and pays attention to the realization of self-value. In the 1990s, the kindergarten introduced the goal management into its own management, which proved that the goal management plays a very important role in improving the management level and efficiency of the kindergarten. However, the objective management is aimed at the enterprise management. Because of the characteristics of kindergarten management itself-education, there are some problems in the application of goal management, which affect the improvement of kindergarten management level. In order to improve the efficiency of management, most kindergartens in Linhe area use objective management. In the years of using objective management, there are some problems affecting the improvement of kindergarten management efficiency. Through studying the present situation and existing problems of implementing the goal management of kindergartens in Linhe District, this study puts forward some suggestions on the existing problems, hoping to improve the level of objective management of kindergartens in Linhe District and provide reference experience for other kindergartens. This study distributed questionnaires to some teachers of 10 kindergartens in Linhe District, and interviewed 6 school directors and 2 nursing directors. In the course of the research, literature method, questionnaire and interview survey method were used. Through the questionnaire survey of 120 teaching staff to obtain the quantitative data, the general conclusion is analyzed and summarized, and 4 kindergarten directors are selected to interview, so as to obtain the information of the current situation of the implementation of the goal management in the kindergartens. The reasons that affect its effectiveness are analyzed, and real and reliable data are obtained. On the basis of analyzing the theory and practice of objective management, the theory and practice of school objective management and the related research of kindergarten objective management, this study takes the object management work in Linhe area as an example and combines the collected data. This paper introduces the general situation of implementing the goal management of kindergartens in Linhe area. Firstly, the course of implementing the goal management of kindergarten in Linhe area is divided into three stages: starting stage, perfecting stage and deepening stage. Secondly, according to the investigation, it is found that the target management of kindergartens in Linhe area has already achieved initial results, both the competent education departments and kindergartens have established a more perfect assessment system of objective management. It plays a very important role in improving the level of kindergarten management. Third, although objective management plays an important role in the application of kindergarten management, there are still some problems in the aspects of goal formulation, goal decomposition, control and assessment of the implementation process of goal management. The reasons lie in: the deviation between the thought, knowledge structure and objective management of kindergarten staff; the lack of democratic participation, effective communication, feedback, correction and supervision mechanism; The school-run garden lacks the autonomy to run the garden, and the competent department of education guides and inspects it insufficiently. Finally, in view of the problems existing in the implementation of target management in Linhe area, from the preparation before the implementation of target management, to ensure the smooth process of goal management, democratic participation, kindergarten organizational culture, school kindergarten autonomy, The department in charge of education and other aspects put forward targeted suggestions.
