【摘要】： 幼兒園園長負(fù)責(zé)制是幼兒園內(nèi)部管理體系的核心,是幼兒園正常運行的前提,是幼兒園在上級宏觀領(lǐng)導(dǎo)下,以園長全面負(fù)責(zé)為核心,同黨支部保證監(jiān)督、教職工民主管理有機結(jié)合,為實現(xiàn)幼兒園工作目標(biāo),充分發(fā)揮行政領(lǐng)導(dǎo)職能的三位一體管理新格局。但園長負(fù)責(zé)制的全面實施過程中,發(fā)現(xiàn)一系列問題,甚至與實施的初衷相違背,大大影響了幼兒園管理及教育教學(xué)質(zhì)量的提高。因此,及時有效地解決這些問題,關(guān)系到幼兒園園長負(fù)責(zé)制的健康運行,對豐富和發(fā)展我國幼兒教育管理科學(xué),具有一定的積極作用,對完善幼兒園管理體制也具有一定的實際指導(dǎo)意義。 本研究從管理學(xué)、教育管理學(xué)的角度,結(jié)合對呼市地區(qū)的幼兒園內(nèi)部管理體制實行現(xiàn)狀進行調(diào)研與考察,了解和分析本地區(qū)公辦幼兒園園長負(fù)責(zé)制運行的實際情況及發(fā)展趨勢,并對園長負(fù)責(zé)制管理理論進行進一步的探討和研究,這將對我國幼兒園管理學(xué)科的建設(shè)具有一定的積極作用,也會對園長負(fù)責(zé)制的理論建設(shè)起到添磚加瓦的作用。 該研究的成果具有以下幾方面的實踐意義:第一次較系統(tǒng)和全面地了解和分析呼市地區(qū)公辦幼兒園園長負(fù)責(zé)制實行現(xiàn)狀,發(fā)現(xiàn)問題,并進行客觀分析;對呼市地區(qū)進一步健全和完善公辦幼兒園內(nèi)部管理體制,提升幼兒園管理水平具有積極的指導(dǎo)意義;對園長進一步理解園長負(fù)責(zé)制的內(nèi)涵,認(rèn)識園長自身的角色和地位,發(fā)揮在管理中的積極作用具有一定的推動作用;可為教育行政部門或幼兒園主辦部門加強對幼兒園內(nèi)部管理的指導(dǎo)、監(jiān)督提供針對性的建議,并為其制定相關(guān)政策和制度提供一定的依據(jù)。 本研究主要采用了文獻法、問卷調(diào)查法、訪談決策三種方法。 通過調(diào)查發(fā)現(xiàn),呼市地區(qū)公辦幼兒園的園長負(fù)責(zé)制在運行過程中存在這對園長負(fù)責(zé)的理解和操作上存在偏差;管理體制不全,監(jiān)控不得力;園長的能力素質(zhì)制約園長負(fù)責(zé)制正常運行;行政部門在管理方面干擾太多,影響園長行使自主權(quán)等問題。 研究針對園長負(fù)責(zé)制體制建設(shè)提出:完善園長任職條件及評估體系,把好園長的選拔任用關(guān);上級主管部門要進一步完善責(zé)權(quán)利統(tǒng)一的園長負(fù)責(zé)制;加強幼兒園負(fù)責(zé)制的內(nèi)外部監(jiān)督;幼兒園管理者要注意自身素質(zhì)的提高等對策。
[Abstract]:The responsibility system of the kindergarten head is the core of the kindergarten internal management system and the premise of the normal operation of the kindergarten. Under the macro leadership of the higher level and with the overall responsibility of the kindergarten director as the core, the kindergarten ensures supervision with the Party branch. In order to realize the goal of kindergarten work and give full play to the trinity management pattern of administrative leadership function, the democratic management of teaching staff is combined organically. However, a series of problems, even contrary to the original intention of the implementation, have been found in the overall implementation of the responsibility system of the head of the kindergarten, which has greatly affected the improvement of the management of kindergartens and the quality of education and teaching. Therefore, to solve these problems in a timely and effective manner is related to the healthy operation of the kindergarten chief responsibility system, and plays a positive role in enriching and developing the science of early childhood education management in our country. Also has certain practical guidance significance to consummate the kindergarten management system. From the angle of management and education management, this study investigates and inspects the present situation of the internal management system of kindergartens in the city of Huhhot, understands and analyzes the actual situation and the development trend of the responsibility system of the heads of public kindergartens in this area. Further research on the management theory of the responsibility system will play a positive role in the construction of kindergarten management discipline in China, and it will also play a role in the theoretical construction of the responsibility system of the head of the garden. The results of this study have the following practical significance: for the first time, we systematically and comprehensively understand and analyze the current situation of the implementation of the responsibility system for the heads of public kindergartens in Hohhot, find out the problems, and carry out objective analysis; It has positive guiding significance to further improve and perfect the internal management system of public kindergartens and improve the management level of kindergartens. To further understand the connotation of the chief responsibility system, to understand the role and status of the head of the garden, to play an active role in the management has a certain role; It can help the educational administrative department or kindergarten organizing department to strengthen the guidance to the kindergarten internal management, to supervise and provide some pertinent suggestions, and to provide some basis for the establishment of relevant policies and systems. This research mainly adopts three methods: literature method, questionnaire survey method and interview decision-making method. Through the investigation, it is found that there is a deviation in the understanding and operation of the responsibility system for the public kindergartens in the city of Huhhot, the management system is not complete, the monitoring system is not effective, the management system is not complete, and the supervision system is not effective. The ability and quality of the head of the garden restrict the normal operation of the responsibility system of the director, and the administrative department interferes with too much in the management, which affects the exercise of the autonomy of the director of the garden. According to the system construction of the responsibility system of the head of the garden, the author puts forward the following points: perfecting the conditions and evaluation system of the chief of the garden, selecting and appointing the director of the garden, and further perfecting the responsibility system of the director of the garden under the unified responsibility and power of the superior department in charge; The internal and external supervision of kindergarten responsibility system should be strengthened, and the kindergarten managers should pay attention to the improvement of their own quality.
