【摘要】：在全國學(xué)前教育開始復(fù)蘇的大背景下,武漢市的學(xué)前教育事業(yè)正穩(wěn)步發(fā)展,解決“入園難”有了新的突破和進(jìn)展。目前,武漢市正試圖轉(zhuǎn)變學(xué)前教育的發(fā)展方針,大力發(fā)展公辦幼兒園,加強(qiáng)示范園的建設(shè),規(guī)范民辦園的管理,并預(yù)計(jì)將學(xué)前教育納入政府資助,但是由于辦學(xué)體制、經(jīng)費(fèi)來源、資助體系、教師隊(duì)伍、管理調(diào)控等方面存在問題,要解決好幼兒入園困境還任重道遠(yuǎn)。 本研究通過文獻(xiàn)法、歷史研究法和訪談法對(duì)武漢市中心城區(qū)“入園難”問題的現(xiàn)狀、解決難點(diǎn)和產(chǎn)生原因進(jìn)行分析,并闡述了部分國家、地區(qū)的先進(jìn)經(jīng)驗(yàn)對(duì)武漢解決“入園難”問題的啟示,最終提出解決“入園難”問題的建議。 本文建議可以從完善辦園機(jī)制、拓展經(jīng)費(fèi)來源、擴(kuò)充教師隊(duì)伍、增強(qiáng)管理力量入手,根據(jù)本地特色,尋求可操作的實(shí)際解決辦法。具體包括：采取“四大舉措”來辦好公辦園,體現(xiàn)公辦園的主體地位；從審批、投入和收費(fèi)來規(guī)范民辦園；加大財(cái)政性經(jīng)費(fèi)投入并合理分配教育經(jīng)費(fèi),包括新改擴(kuò)幼兒園、弱勢(shì)兒童資助、公辦園民辦園建設(shè)：吸引民間資本聯(lián)合辦學(xué),委托管理：健全教師培養(yǎng)和培訓(xùn)機(jī)制,完善教師編制標(biāo)準(zhǔn)、職稱體系、工資待遇；健全地方學(xué)前教育政策,包括弱勢(shì)兒童的資助、經(jīng)費(fèi)的投入、保教質(zhì)量三個(gè)方面,并落實(shí)到位；恢復(fù)并發(fā)展各級(jí)學(xué)前教育管理機(jī)構(gòu),健全管理聯(lián)席會(huì)議制度。
[Abstract]:Under the background of the revival of preschool education in the whole country, the cause of preschool education in Wuhan is developing steadily, and a new breakthrough and progress has been made in solving the problem of entering the kindergarten. At present, Wuhan is trying to change the development policy of preschool education, vigorously developing public kindergartens, strengthening the construction of demonstration gardens, standardizing the management of private gardens, and anticipating that pre-school education will be included in the government subsidy, but because of the school running system, There are some problems in the aspects of fund source, financial aid system, teachers' team, management and control, so it is still a long way to solve the difficulties of children entering the school. Through the methods of literature, history research and interview, this study analyzes the present situation of the problem of "difficult access to gardens" in Wuhan central city, and analyzes the difficulties and causes, and expounds some countries. The region's advanced experience enlightens Wuhan to solve the problem of "difficult to enter the garden", and finally puts forward some suggestions to solve the problem of "difficult to enter the garden". This paper suggests that we can improve the mechanism of running the garden, expand the sources of funds, expand the teaching staff, strengthen the management power, and seek practical solutions according to the local characteristics. It includes: adopting "four major measures" to run the public garden well, reflecting the main position of the public garden, standardizing the private garden from the examination and approval, the input and the charge; Increase financial expenditure and allocate education funds rationally, including newly expanded kindergartens, subsidies for disadvantaged children, construction of privately run public gardens: attracting private capital to run schools jointly, entrusting management, improving the mechanism of teacher training and training, Perfect the teacher establishment standard, the title system, the salary treatment; Improve the local preschool education policy, including the disadvantaged children's financial aid, the investment of funds, the quality of education, and put into place, restore and develop the management institutions of preschool education at all levels, and improve the system of joint management.
