【摘要】：《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》及《國務(wù)院關(guān)于當(dāng)前發(fā)展學(xué)前教育的若干意見》為重啟新時(shí)期托幼公共服務(wù)事業(yè)的發(fā)展奠定了政策基礎(chǔ)。隨著我國生育政策的調(diào)整,未來幾年將帶來一定規(guī)模嬰幼兒人口的增長,由此導(dǎo)致家庭對(duì)托幼服務(wù)的需求會(huì)呈剛性增長,這將給我國托幼公共服務(wù)事業(yè)的發(fā)展帶來全新的機(jī)遇和嚴(yán)峻的挑戰(zhàn)。但相比現(xiàn)實(shí)需要,目前3歲以下托幼公共服務(wù)的發(fā)展還相對(duì)滯后,政府和社會(huì)包括學(xué)界對(duì)3歲以下托幼公共服務(wù)理念的理解和宣傳普及還存在一些問題,不利于今后托幼公共服務(wù)事業(yè)的進(jìn)一步發(fā)展。為此,本研究從社會(huì)學(xué)、學(xué)前教育學(xué)和人口學(xué)的綜合視角出發(fā),對(duì)3歲以下托幼公共服務(wù)理念進(jìn)行再思考,認(rèn)為應(yīng)進(jìn)一步在全社會(huì)樹立3歲以下托幼服務(wù)是公共服務(wù)的理念,并要重新確立解除婦女后顧之憂和教育幼兒的雙重目標(biāo);政府應(yīng)繼續(xù)承擔(dān)發(fā)展托幼公共服務(wù)的主體責(zé)任,通過統(tǒng)籌規(guī)劃與合理布局,適度擴(kuò)大面向3歲以下嬰幼兒的托幼公共服務(wù)。
[Abstract]:The outline of the National medium and long term Education Reform and Development Program (2010-2020) and the State Council's opinions on the current development of preschool education have laid a policy foundation for restarting the development of child-care public services in the new period. With the adjustment of our country's fertility policy, it will bring about a certain increase in infant and child population in the next few years, which will lead to a rigid increase in the demand of families for child-care services. This will bring new opportunities and severe challenges to the development of nursery public service in our country. However, compared with the actual needs, the development of public services for children under the age of 3 is still relatively lagging behind, and there are still some problems in understanding and popularizing the concept of public services for children under the age of three by the government and society, including the academic circles. It is unfavorable to the further development of the public service for nursery and child care in the future. Therefore, from the perspective of sociology, preschool education and demography, this study reconsiders the concept of public service for children under 3 years of age, and holds that the concept of public service for children under 3 should be further established in the whole society. The government should continue to assume the main responsibility for the development of child-care public services through overall planning and rational distribution. Appropriate expansion of child-care services for infants and children under 3 years of age.
