我國地方普惠性民辦園教師政策分析及其啟示

【摘要】:國內(nèi)有關(guān)普惠性民辦園發(fā)展的地方政策探索主要有兩種路徑:一是通過普惠性民辦園管理政策保障教師隊(duì)伍建設(shè),二是直接為普惠性民辦園教師隊(duì)伍建設(shè)提供財(cái)政支持。兩種路徑的政策開發(fā)重點(diǎn)都優(yōu)先放在教師待遇的保障上。地方政策探索帶來的啟示有:政府對(duì)普惠性民辦園的財(cái)政投入不應(yīng)只用于辦園,更應(yīng)用于支持教師隊(duì)伍建設(shè);教師隊(duì)伍建設(shè)應(yīng)"政策投入"與"財(cái)政投入"并舉;應(yīng)"待遇""質(zhì)量"兩手抓;應(yīng)打破教師隊(duì)伍的"身份制"管理,保障合格教師的合法權(quán)益;政府提供財(cái)政支持的前提應(yīng)是普惠性民辦園的"非營利性"。
[Abstract]:There are two main ways to explore local policies on the development of inclusive private gardens in China: one is to guarantee the construction of teachers through the management policy of inclusive private gardens, and the other is to provide financial support for the construction of teachers' ranks of inclusive private gardens. The policy development of the two paths gives priority to the guarantee of teachers' treatment. The revelations brought by the exploration of local policies are as follows: the financial input of the government to the inclusive private garden should not only be used to set up the garden, but also to support the construction of the teachers' contingent, and the construction of the teachers' contingent should be carried out simultaneously with the "policy input" and "financial input"; The "treatment" and "quality" should be paid attention to at the same time, the management of "identity system" of teachers should be broken, and the legitimate rights and interests of qualified teachers should be protected. The premise of the financial support of the government should be the "non-profit" of the inclusive private garden.
