【摘要】：發(fā)展學前教育公共服務,必須建立學前教育公共服務體系。通過對我國中部地區(qū)N市農(nóng)村地區(qū)的實證調(diào)研發(fā)現(xiàn),《教育規(guī)劃綱要》實施以來,N市農(nóng)村地區(qū)在政府經(jīng)費投入、鄉(xiāng)鎮(zhèn)中心幼兒園全覆蓋、著力提供公益普惠的教育資源、家長滿意度等方面取得較好成效,但同時也面臨三年毛入園率有待迅速提高、持續(xù)性投入不足、教育質(zhì)量不高、師資緊缺等困境。完善農(nóng)村學前教育公共服務體系,應切實履行職責,強化對各級政府的評估和統(tǒng)籌;采取有效舉措,著力發(fā)展公益普惠幼兒園;堅持分層質(zhì)量管理,鼓勵發(fā)展高質(zhì)量的學前教育;推進區(qū)域合作共生,創(chuàng)新農(nóng)村幼兒園發(fā)展機制;促進職前職后聯(lián)動,提高保教隊伍整體素質(zhì)。
[Abstract]:To develop public service of preschool education, we must establish public service system of preschool education. Through the empirical investigation on the rural areas of N city in the central region of China, it is found that since the implementation of the "Education Planning outline", the rural areas of N City have been invested in government funds, the township central kindergartens have been fully covered, and the educational resources of the commonweal and universal benefit have been provided. The satisfactory degree of parents has achieved good results, but at the same time, it also faces the dilemma of three years' gross entrance rate to be raised rapidly, the sustained investment is insufficient, the quality of education is not high, and the teachers are in short supply and so on. In order to improve the public service system of pre-school education in rural areas, we should conscientiously perform our duties, strengthen the evaluation and overall planning of governments at all levels, take effective measures to develop public welfare kindergartens for all, and adhere to layered quality management. We should encourage the development of high-quality preschool education, promote regional cooperation and symbiosis, innovate the development mechanism of rural kindergartens, promote the linkage between pre-service and post-employment, and improve the overall quality of the teaching staff.
