【摘要】：長期以來,日本的學(xué)前教育主要是由具備不同職能的保育所和幼稚園來承擔(dān)。兩者最大的區(qū)別在于保育所是由厚生勞動(dòng)省管轄的兒童福利機(jī)構(gòu),主要負(fù)責(zé)為有工作的監(jiān)護(hù)人托管照顧幼兒;幼稚園則是由文部科學(xué)省管轄的學(xué)前教育機(jī)構(gòu),主要對(duì)幼兒進(jìn)行學(xué)前教育。針對(duì)這樣一種不合理的管理方式,日本社會(huì)一直以來都存有爭議,要求行政一體化、設(shè)施一體化的改革呼聲也此起彼伏。1980年代后半期至1990年代前半期出現(xiàn)了向行政一體化和設(shè)施一體化的轉(zhuǎn)化契機(jī)。這一契機(jī)出現(xiàn)的原因一是出生率的下降,二是適齡待入保育所的兒童數(shù)量的增加。日本政府為此出臺(tái)了相應(yīng)的政策和措施,但是由于多方面的原因,特別是在當(dāng)今日本政局不穩(wěn)定的背景之下,其實(shí)施起來還具有一定的難度。本文對(duì)保育所和幼稚園的歷史發(fā)展脈絡(luò)進(jìn)行了梳理,對(duì)日本學(xué)前教育制度改革的兩個(gè)轉(zhuǎn)化契機(jī)進(jìn)行了闡釋,并以此為基礎(chǔ),描述了幼保一體化的動(dòng)向以及綜合設(shè)施(暫稱)創(chuàng)辦的歷程、具體構(gòu)想及其希望達(dá)到的目標(biāo),并對(duì)綜合設(shè)施(暫稱)的組織結(jié)構(gòu)與具體制度進(jìn)行了闡述。
[Abstract]:For a long time, preschool education in Japan was mainly undertaken by nurseries and kindergartens with different functions. The biggest difference between the two is that childcare centres are child welfare institutions under the jurisdiction of the Ministry of Health, Labour and Welfare, which are mainly responsible for the care of young children by working guardians, and kindergartens are pre-school institutions under the jurisdiction of the Ministry of Education and Science. Preschool education is mainly carried out for young children. In view of such an unreasonable management method, Japanese society has always been controversial, demanding administrative integration. The reform voice of facility integration is also rising one after another. From the second half of the 1980s to the first half of the 1990s, there is a turning point to transform to the administrative integration and the facility integration. The reason for this opportunity is a drop in the birth rate and an increase in the number of children of appropriate age in childcare. The Japanese government has issued corresponding policies and measures for this purpose, but it is still difficult to implement due to various reasons, especially under the background of political instability in Japan today. This paper combs the historical development of nurseries and kindergartens, explains the two turning points of the reform of Japanese preschool education system, and takes this as the basis. This paper describes the trend of the integration of child insurance, the course of the establishment of the comprehensive facilities, the concrete conception and the desired objectives, and expounds the organizational structure and the concrete system of the comprehensive facilities.
