【摘要】：近年來(lái),把學(xué)前一年教育納入義務(wù)教育的呼聲日益強(qiáng)烈。政府經(jīng)費(fèi)投入是學(xué)前一年教育納入義務(wù)教育的重要條件保障。對(duì)東、中、西部地區(qū)108個(gè)班級(jí)的生均質(zhì)量成本(不含基建成本)進(jìn)行調(diào)查,并在此基礎(chǔ)上測(cè)算了在不同質(zhì)量標(biāo)準(zhǔn)下把學(xué)前一年教育納入義務(wù)教育所需的教育財(cái)政性經(jīng)費(fèi)投入規(guī)模;根據(jù)學(xué)前教育財(cái)政經(jīng)費(fèi)的增長(zhǎng)速度,預(yù)測(cè)在不同質(zhì)量水平上實(shí)施學(xué)前一年義務(wù)教育的可行時(shí)間,并探索了適宜的經(jīng)費(fèi)保障機(jī)制。研究發(fā)現(xiàn),如果全國(guó)財(cái)政性教育經(jīng)費(fèi)中學(xué)前教育占比維持在三年行動(dòng)計(jì)劃結(jié)束時(shí)的水平,至少要到2018年才能實(shí)現(xiàn)以"中等質(zhì)量"將學(xué)前一年納入義務(wù)教育;如果學(xué)前教育經(jīng)費(fèi)按照三年行動(dòng)計(jì)劃期間的速度增長(zhǎng),2017年能夠?qū)崿F(xiàn)以"良好質(zhì)量"把學(xué)前一年納入義務(wù)教育。
[Abstract]:In recent years, the voice of bringing one year of preschool education into compulsory education has become increasingly strong. Government funding is an important condition for bringing pre-school education into compulsory education. The average quality cost (excluding capital construction cost) of 108 classes in the western region is investigated, and the scale of the financial investment in education to bring pre-school education into compulsory education under different quality standards is calculated. According to the growth rate of financial funds for preschool education, the feasible time for the implementation of pre-school compulsory education at different quality levels is predicted, and the appropriate funding guarantee mechanism is explored. If the proportion of pre-school education in the country's financial resources for education is maintained at the level at the end of the three-year plan of action, it will not be possible until at least 2018 to achieve "secondary quality" inclusion of the pre-school year in compulsory education; If funding for preschool education increases at the rate of the three-year action plan period, it will be possible in 2017 to bring the pre-school year into compulsory education with "good quality".
